The “11” stands for the eleven letters between the “a” and the “y” in “accessibility.” In web design, accessibility means making websites and digital tools usable by people with disabilities, including their ability to perceive, understand, navigate, interact with, and contribute to the web.
What does the 11 stand for in A11y?
A11y is a numeronym: it keeps the first and last letters of “accessibility” and replaces the eleven letters between them with the number 11. The U.S. Department of Health and Human Services lists A11y as an abbreviation for accessible or accessibility and explains the letter count: HHS abbreviations. The available source does not establish who coined the term or when.
What is web accessibility?
Web accessibility is the practice of designing and building websites, tools, and technologies so people with disabilities can use and contribute to them. It covers more than whether someone can see a page: people must also be able to understand its information, move through it, and operate its controls. The W3C describes accessibility as enabling people to perceive, understand, navigate, and interact with the web: Introduction to Web Accessibility.
Accessibility needs vary. They can relate to auditory, cognitive, neurological, physical, speech, or visual disabilities. Accessible design can also benefit people who do not identify as disabled—for example, someone using a small-screen device or an older person experiencing changes in ability.

What does accessibility look like on a website?
Accessibility includes visual design, content, interaction, and the underlying code. Examples include:
- Providing text alternatives for informative images so their meaning is available beyond the image itself.
- Giving buttons and other controls useful accessible names, and ensuring code exposes their names, roles, and values to browsers and assistive technologies.
- Using more than color alone to convey information, and providing sufficient contrast between foreground and background.
- Allowing text to be resized and content to reflow without losing information or functionality.
- Making controls and navigation usable with a keyboard, not only with a mouse or touch.
These examples illustrate accessibility work; they are not a complete checklist and do not by themselves establish conformance with a standard.

How WCAG fits into web accessibility
The Web Content Accessibility Guidelines (WCAG) are a technical standard for web content, not the whole of accessibility. WCAG 2.2 organizes 13 guidelines around four principles: content should be perceivable, operable, understandable, and robust. Its success criteria are testable and grouped into conformance levels A, AA, and AAA. The criteria—not a handful of examples—determine whether content conforms. See the W3C WCAG overview.
WCAG is intended for people who need a technical standard, including content developers and accessibility evaluation-tool developers. It applies to dynamic content, multimedia, mobile web, and AI web interfaces as well as conventional pages. Which criteria apply depends on the content and the conformance target; the standard should be consulted directly rather than reduced to a generic “accessible site” checklist.

How web standards work together
A website depends on multiple components working together: content such as text, images, forms, and multimedia; markup, scripts, and applications; browsers and assistive technologies; and the tools used to create and publish content. W3C standards address different parts of that system:
- WCAG covers web content.
- UAAG covers user agents, such as browsers and related tools.
- ATAG covers authoring tools used to produce web content.
- WAI-ARIA provides ways to make dynamic content and advanced interface controls more accessible.
These standards have distinct purposes; their names are not interchangeable. W3C explains their relationship in its web accessibility introduction.

Accessibility, usability, and inclusion: what is the difference?
The terms overlap, but they emphasize different questions:
- Accessibility focuses on whether people with disabilities can have an equivalent experience and use a product.
- Usability concerns how effectively, efficiently, and satisfactorily people can use a product more generally. A usability problem does not necessarily affect people with disabilities disproportionately.
- Inclusion considers broader conditions for participation, including disability access as well as connectivity, skills, economic circumstances, education, geography, culture, age, and language.
These concerns can be coordinated, but inclusion and usability do not replace the disability-focused work of accessibility. W3C discusses the distinctions in Accessibility, Usability, and Inclusion.

Why accessibility matters beyond compliance
Accessibility is about whether people can participate on the web, not just whether a page passes a visual review or a technical check. As Tim Berners-Lee, W3C Director and inventor of the World Wide Web, put it: “The power of the Web is in its universality. Access by everyone regardless of disability is an essential aspect.” (W3C.)
