Web accessibility matters because websites are gateways to information, services, and participation. When a site is difficult or impossible to perceive, understand, navigate, or use, people with disabilities can be shut out of everyday tasks. Global Accessibility Awareness Day (GAAD) is a prompt to learn about those barriers and make digital access part of ordinary design and development.
What is Global Accessibility Awareness Day?
Global Accessibility Awareness Day is an annual opportunity to get people talking, thinking, and learning about digital access and inclusion. The European Commission’s Better Internet for Kids explainer says GAAD launched in 2012 and is marked on the third Thursday in May each year. Its purpose is not simply to recognize accessibility for one day, but to encourage continued attention to how people experience digital products.
That focus matters because access to the web increasingly affects participation in daily life. The World Wide Web Consortium (W3C) frames the web’s value in its universality: “The power of the Web is in its universality.”
What is web accessibility?
Web accessibility means enabling people with disabilities to perceive, understand, navigate, and interact with the web, and to contribute to it. It includes a range of needs—not only visual access or screen-reader compatibility. W3C identifies auditory, cognitive, neurological, physical, speech, and visual disabilities among the areas to consider.

People’s needs and ways of using technology differ. Some may use a keyboard or another input method instead of a mouse. Someone who cannot see an image may depend on a useful text alternative to learn what it conveys. Other barriers can arise from how content is written, presented, timed, or controlled. These examples illustrate why accessibility requires attention to the whole experience rather than a single assistive technology or implementation technique.
Why does web accessibility matter?
Inaccessible sites can block essential information
Websites are increasingly used to deliver practical information and services. The U.S. Department of Justice cites voting information, health and safety resources, and transit information as examples. If a site’s content or controls cannot be accessed, a person may be excluded from information others can reach online. Those examples come from U.S. guidance and are not a complete inventory of important web content worldwide.

Access is about participation, not a narrow checklist
Accessibility affects whether people can take part in activities that rely on digital services. It is not a specialist add-on for a small group, nor can it be reduced to whether a page works with one screen reader. Designing for varied ways of perceiving, understanding, and interacting makes the web more usable across different circumstances and abilities.
The scale deserves care, not overstatement
The Internet Society reported in 2026 that around 1.3 billion people worldwide live with a disability. The organization’s report, as available here, does not identify the underlying dataset or methodology, so treat this as its attributed figure rather than a measure of every person’s web access or experience.

A separate historical indicator illustrates the persistence of technical barriers: an Internet Society article in 2026 reported that WebAIM’s automated analysis found at least one WCAG 2.0 failure on 98.1% of one million home pages in 2020. This is a dated automated audit result—not a current estimate of all websites, and not a direct measure of what every user experienced.
What is WCAG?
The Web Content Accessibility Guidelines (WCAG) are a W3C technical framework intended to provide a shared standard for web content accessibility. WCAG 2 organizes its guidance around four principles:

- Perceivable: People must be able to perceive the information and interface, through one or more senses.
- Operable: People must be able to use interface controls and navigation.
- Understandable: Information and interface operation should be understandable.
- Robust: Content should work reliably with a range of user agents, including assistive technologies.
WCAG 2 contains 13 guidelines under those principles. Its testable success criteria are organized into conformance levels A, AA, and AAA. W3C encourages using the latest version and identifies WCAG 2.2 as the current WCAG 2 edition in its overview. The levels are part of a technical framework; selecting or meeting criteria should not be confused with proving that every person can use a site in every context.

No. Automated checkers can flag some detectable issues, but they cannot determine on their own whether a site meets accessibility guidelines. W3C states: “No tool alone can determine if a site meets accessibility guidelines.” Knowledgeable human evaluation is required to determine whether a site is accessible.

That distinction is important when interpreting scores or reports. An automated result can be useful evidence about the specific checks a tool ran; it is not a certificate of accessibility and cannot represent the experience of all people with disabilities. Use automated checks as one input alongside knowledgeable evaluation of the site’s content and interaction.
What organizations can do
Build access into design and development
Consider how people will perceive and operate content before a page is finished. For example, provide text alternatives where images convey information, and ensure people who cannot use a mouse can navigate and operate controls through keyboard input or other suitable input modes. These are practical considerations, not complete fixes for accessibility.
Evaluate with both tools and people
Use automated checks to find issues they can detect, then have knowledgeable evaluators assess the broader experience. Keep the scope clear: what was checked, by whom, and what the check cannot establish. Accessibility is not demonstrated by a single score or a test with one assistive technology.
Separate technical guidance from legal advice
WCAG is a technical standard, while legal obligations depend on jurisdiction and context. The U.S. Department of Justice page on web accessibility and the ADA is dated March 18, 2022, says it does not reflect state and local government requirements published in 2024, and describes the guidance as nonbinding. It should not be used alone to determine current deadlines or the legal duties of a particular organization; consult applicable current requirements and qualified legal advice.
