Choose WordPress.com for a hosted WordPress workflow, self-hosted WordPress or another CMS if you want more control and can manage hosting and upkeep, or hand-code if learning web development or a custom feature is the goal. There is no best route for everyone; start with what your site must do, then choose the amount of control and maintenance you want.
1. Decide what your website needs to do
Before picking a platform or theme, identify who the site serves and the main action visitors should take. That decision determines which pages and features are worth building.
- Personal site or portfolio: explain who you are, show selected work, and make it easy to contact you.
- Small-business site: explain what you offer, where or how you serve customers, and how to inquire, book, or buy.
- Blog: organize useful articles so readers can find topics and move between posts.
- Online store: plan product pages and the purchase process; choose a platform that supports the selling features you need.
Begin with the smallest useful set of pages: Home, About, and Contact. Add Services, Products, Booking, or Blog pages only when they serve the site’s purpose. WordPress.org recommends planning how you intend to use the site before building it: Get started with WordPress.
2. Choose how to build it
Compare routes by setup effort, control over design and features, hosting responsibility, maintenance, portability, support, and recurring cost. Provider guides can help you identify questions to ask, but their comparisons and product claims are vendor-authored rather than independent tests.

WordPress software can be free, but a self-hosted site still needs hosting and usually a domain. Hosted platforms bundle some or all of those functions into a subscription. WordPress.com provides a free beginner course and a guided five-step workflow; the latter was last reviewed August 20, 2026.
3. Get a domain and arrange hosting
Choose a public address
A domain is the address people use to reach your site. Some platforms offer a temporary platform subdomain, which can be useful while experimenting; a custom domain gives the site its own address. Before buying, check the registration price, renewal price, term, and domain extension. Do not assume a first-year offer is the recurring price.
Know what hosting does
Hosting stores and serves the site files. Hosted builders and hosted WordPress generally include hosting in their platform arrangement. With a separately installed CMS, select a host and confirm what the plan includes: SSL, backups, support, updates, and security measures. The right choice depends on the site and the maintenance you are prepared to do.

Set a realistic budget
Hostinger’s September 25, 2026 guide estimates a basic builder or CMS site at $3–$30 per month, a custom freelancer or agency build at $2,000–$30,000+, and domain renewals at $10–$20 per year. These are Hostinger’s estimates, not a universal market survey. Your actual cost depends on provider, location, plan term, domain extension, paid themes or plugins, and required features. 4. Build the pages and navigation
Start from a theme or template
Choose a design that supports the content you planned. Replace all placeholder text and images, keep navigation consistent, and make the page hierarchy obvious. A template is a starting point, not proof that a site is accessible or suitable for your audience.
Write useful core content
Give each page a clear purpose. A home page should orient visitors and point them toward the next useful action. An About page should explain the person, business, or project. A Contact page should provide a working way to get in touch. Use original, accurate copy and only images you have permission to publish.

Keep navigation easy to scan
Use concise labels that describe their destination. Add only the links visitors need, and check that menus work at narrow screen widths as well as on desktop. WordPress.org’s official setup guidance covers planning pages, categories, and header content; WordPress.com’s workflow likewise proceeds through theme choice, homepage blocks, additional pages, and navigation.
5. Make the site usable and accessible
Before launch, check real interactions rather than judging only the appearance of the home page. Accessibility is part of usability: people use different abilities and access methods, and a template alone cannot establish that a site works for them. Use the W3C introduction to web accessibility for the underlying principles.

- Submit forms and confirm that success and error states are understandable.
- Check layout and readable text on common screen sizes; verify that content does not require awkward horizontal scrolling.
- Provide meaningful alternative text for informative images; mark purely decorative images appropriately.
- Check that controls can be reached and operated with a keyboard, and that focus is visible.
- Use clear page titles and headings that describe the content.
6. Publish, then maintain it
When the draft is ready, publish it and visit the public address as a visitor. Test the important links, forms, and pages again on the live site. Keep a recurring reminder to review outdated content, software updates, backups, security settings, and plan or domain renewal terms. Self-hosted WordPress users can use the WordPress.org documentation for setup and support resources.

Help people find the site
Make each page’s purpose clear to both visitors and search systems with useful content and accurate titles. Google’s SEO Starter Guide is an official reference for discoverability. No platform, template, or checklist can guarantee search rankings or traffic.

- Choosing tools before defining the site: decide the audience and main action first so you do not build unnecessary pages or buy unneeded features.
- Forgetting renewal costs: compare recurring domain and plan prices, not just introductory offers.
