Start by ruling out Regions that do not meet your residency, security, service, or instance requirements. Then measure the network path from your actual source location, test a representative feed to YouTube, and compare the full cost—not just the EC2 hourly rate. The closest Region is a sensible candidate to test, not a guaranteed winner.
What determines the right Region?
Your choice depends on constraints and the route your stream actually takes. AWS says location can affect network latency and throughput, but geography alone cannot establish which route performs best. Its August 4, 2026 guidance recommends measuring from the locations that matter before deployment: AWS: Measuring network latency to AWS Region before deployment.
- Source and operations: Identify where the video or application data originates and where the people operating the stream are located.
- Requirements: Account for data residency, security or compliance obligations, and required AWS services and EC2 instance types.
- Network performance: Test sustained upload and stream stability from a representative source, rather than choosing by map distance or a single ping.
- Cost: Compare instance runtime, storage if used, and applicable data-transfer charges for each viable Region.
- YouTube ingest: Configure the encoder with YouTube’s current stream URL, key, and supported protocol. Region choice and YouTube ingest settings are related operational decisions, but they are not interchangeable.
AWS notes that pricing varies by Region and advises evaluating workload cost alongside latency, privacy, security, and business constraints. Estimate the actual workload with the AWS Pricing Calculator and verify current service and instance availability through AWS before committing. Neither prices nor availability should be assumed to be identical across Regions.
How to compare candidate Regions
- Write down the workload and constraints. Record the source location, relevant operators or audience, jurisdictional limits, required EC2 family, and supporting AWS services.
- Filter out Regions that cannot work. Check current service and instance availability, capacity, and residency or security requirements. Availability changes; confirm it for your intended deployment rather than relying on an old list.
- Measure the remaining network paths. From a representative source location, compare latency and network quality to each candidate. Include sustained upload behavior. A single ICMP ping is not a complete test of the application path or a long-running stream.
- Deploy a small test in the finalists. Send a representative test feed to YouTube. Compare stability, dropped frames, ingest warnings, and stream-health messages in addition to round-trip latency. YouTube explicitly advises: “Make sure that you test before you start your live stream.” See its encoder settings guidance.
- Estimate and compare whole-workload cost. Include EC2 runtime, storage if used, and applicable data transfer. Recalculate for long sessions or continuous operation, and use current regional pricing.
- Choose and document the result. Select a Region that satisfies hard requirements and performs acceptably at the lowest defensible total cost. Record the test conditions and date so you know when to retest after network conditions, prices, or availability change.
Use the same comparison criteria for every finalist

Set up and validate YouTube ingest separately
YouTube provides a stream URL and stream key for the encoder. Use the current protocol and encoder instructions in YouTube’s encoder settings guidance; YouTube recommends RTMPS where supported. Keep the key private, and confirm the encoder is pointed at the intended live stream before starting the test.

Encoder settings to verify
- Video codec: YouTube’s guidance lists H.264, H.265/HEVC, or AV1 for RTMP/RTMPS, subject to the supported configuration.
- Frame rate: The guidance supports up to 60 frames per second.
- Bitrate mode: Use constant bitrate encoding. Bitrate depends on resolution, frame rate, and codec; consult YouTube’s current table rather than treating one value as universal.
- Keyframes: YouTube recommends a two-second interval and says not to exceed four seconds.
- Audio: The documented options include AAC or MP3.
For H.264, YouTube’s retrieved English guidance lists a recommended 10 Mbps for 1080p at 30 fps and 12 Mbps for 1080p at 60 fps. These are YouTube encoder recommendations, not measured AWS network requirements. Other codecs and configurations have different recommendations, so check the current table for the exact format you intend to send.
Do not confuse ingest performance with viewer latency
YouTube defines stream latency as the delay from capture at the encoder or camera until viewers see the stream. Lower latency can increase playback buffering; changing AWS Region alone does not determine end-to-end viewer latency. YouTube also documents HLS for HDR or codecs not supported over RTMP, but notes that HLS has higher latency because it sends video in segments. See YouTube’s HLS ingest guidance. Test the protocol and encoder configuration you will actually use.

When an AWS Local Zone is worth evaluating
AWS Local Zones place selected AWS services, including EC2, closer to population centers for workloads with location-sensitive needs. They may be worth evaluating when a particular location requirement justifies it, but they are not automatically preferable to a standard Region. Confirm the Local Zone’s location, service and instance availability, and current pricing. AWS’s overview is at AWS Local Zones.
Troubleshoot a weak or unstable test stream
- Stream drops or ingest warnings: Check YouTube’s stream-health messages, the encoder’s configured URL and key, and the selected protocol. Repeat the test with the representative feed and monitor the full session.
- Frames drop despite a low ping: A short latency check does not demonstrate sustained upload quality. Compare sustained network behavior and the actual stream-health results across finalists.
- Upload cannot sustain the chosen format: Recheck the codec-specific bitrate recommendation, resolution, and frame rate, then test a configuration the path can sustain. Do not treat the 1080p H.264 figures as requirements for every codec or setup.
- One Region is cheaper but fails a hard requirement: Remove it from consideration. Residency, security, and required service availability are constraints, not trade-offs to ignore for a lower estimate.
- Cost estimate differs from the bill: Revisit runtime, storage, and applicable data transfer assumptions in the calculator, using current Region-specific rates and the actual operating schedule.
