An HLS encoder prepares video and audio for delivery using HTTP Live Streaming. You need an encoding capability when your source is not already in a format suitable for your HLS workflow—but you do not necessarily need to buy a dedicated hardware box. Software or an integrated production service may encode the media, package it into segments and playlists, and deliver it to viewers.
What an HLS encoder does
HTTP Live Streaming (HLS) is a way to deliver live or on-demand audio and video over HTTP. An encoder converts source media into a compatible format and bitrate. The encoded media then needs to be packaged into segments and described by playlist files so that a player can request and play it. These are related but distinct jobs: a device advertised as an “HLS encoder” may encode the media without also creating segments or playlists.
Apple describes HLS delivery as three parts: preparing media, distributing it through a web server or caching system such as a CDN, and playing it in a client such as a webpage or app. The client reads a playlist, requests the media it references, and plays the stream. See Apple’s HLS overview.
When you need an encoder
Live streaming
For a live event, an encoding capability is needed to turn the live source into media suitable for the delivery workflow. That can be a hardware encoder, computer software, or part of an integrated production system. The encoded output must also be segmented and saved, either by separate software or within an integrated solution.

On-demand video
For on-demand publishing, the source must still be prepared in media compatible with the intended HLS workflow. Unlike a live event, that preparation can happen before publication rather than in real time.
When you do not need a separate encoder box
You may already have encoding in your computer software, camera or production system, or an integrated provider. Apple documents software segmentation and integrated third-party workflows, but that does not guarantee that every product handles every packaging feature or target device. Confirm which component encodes, creates segments and playlists, and delivers the result.

What a complete HLS setup requires
Apple’s basic deployment guidance identifies three practical requirements: a webpage or app to receive the stream, a web server or CDN to host it, and a way to encode source media or live streams into HLS-compatible media. Encoding alone does not provide hosting or a playback experience.
Apple’s basic guidance describes fragmented MP4 with HEVC or H.264 video and AAC or AC-3 audio. It mentions other combinations as possible but not recommended. Compatibility requirements can vary by destination and playback device, so check the current requirements for your intended clients and service. Apple notes that HLS authoring continues to evolve; consult its current HLS authoring documentation rather than assuming an older format guide is still a recommendation.

How to choose hardware or software
Compare what each part of the proposed workflow actually does, rather than relying on the label “HLS encoder.”
- Inputs: Check that it accepts the camera, switcher, or other source you plan to use.
- Encoding output: Verify the supported video and audio codecs and container against your destination and playback devices. Apple’s basic guidance names HEVC or H.264 video and AAC or AC-3 audio in fragmented MP4.
- Packaging: Establish whether it creates HLS media segments and playlists or only encodes a contribution stream that another component must package.
- Multiple quality levels: If viewers need adaptive playback, check whether the workflow can produce the required bitrate and resolution variants and their playlists.
- Delivery: Confirm how the output reaches the intended web server, CDN, or integrated platform, and what monitoring and recovery operations your production requires.
- Current compatibility: Check current authoring and playback requirements for the devices and clients you target. HLS requirements can change.
Apple’s older overview explains the concepts of variant streams, media playlists, and master playlists. It also describes MPEG-2 transport-stream segments and typical segment durations of 5–10 seconds. Treat those details as historical context, not current requirements; use Apple’s current authoring documentation for present-day format decisions. The RFC Editor’s record for RFC 8216 classifies it as an Independent Submission, not an Internet Standards Track specification.

Is hardware required for HLS?
No. Apple describes off-the-shelf hardware as one possible media encoder, while also allowing software segmentation and integrated third-party workflows. Hardware can make sense when its inputs and encoding functions suit a production, but it may still depend on separate software for packaging or a separate service for delivery. Before buying, verify that the complete chain—not just encoding—is covered.
