An M3U8 is a playlist or stream index—not necessarily a video file: it may point to separate media segments, so the playlist and the resources it references must both be accessible.
What an M3U8 file is
M3U8 is a playlist format commonly used by HTTP Live Streaming (HLS). A playlist can index a stream and its media segments, or describe multiple variants or renditions; the video or audio may be delivered separately from the playlist. HLS supports live and on-demand media. Apple says HLS adapts delivery to network conditions to optimize playback for the available connection speed. Apple Developer: HTTP Live Streaming (HLS)
Apple lists .m3u8 as the HLS playlist extension and recommends the MIME type application/vnd.apple.mpegurl. A filename ending in .m3u8 alone does not guarantee that its contents are available or playable. Apple’s HLS authoring specification
Choose how to open it
On Windows, macOS, or Linux: use VLC
VLC is a practical general-purpose option for opening a local playlist or a stream URL. VideoLAN provides VLC downloads for Windows, macOS, and Linux and describes support for media and streaming protocols. Interface labels can vary by operating system and release. Get VLC from VideoLAN

- For a local file: Open VLC and use its option to open a file. Select the
.m3u8playlist. - For a network stream: Open VLC’s network-stream option and enter the M3U8 URL. Use a URL you are authorized to access.
- Let the player load the playlist and its referenced media. If playback fails, use the troubleshooting steps below rather than renaming the file.
On Android: use VLC for Android
VideoLAN documents network-stream support, including HLS, in VLC for Android. Open an authorized stream URL in the app, or open a local playlist if the app can access the file. Availability of the stream and its referenced media still matters. VLC for Android from VideoLAN
On Apple devices or in a webpage: use a compatible HLS playback path
Apple documents delivering HLS in a webpage with an HTML <video> element whose source is an M3U8 URL, and provides Safari examples. A compatible browser or native player may play a stream directly, but the extension does not ensure support for every browser, codec combination, or protected stream. For technical inspection or processing: use FFmpeg
FFmpeg is intended for technical media workflows, not required for ordinary playback. Its documentation describes an HLS muxer that creates a playlist and media segments. Processing or converting a stream is a separate workflow; format and access controls can affect what is possible. FFmpeg formats documentation
Why an M3U8 link or file may not play
Check these causes in order. HLS playback depends on more than the first playlist URL: the referenced media resources must also be reachable.

- You have the wrong kind of input. A local
.m3u8file and a network URL are opened through different player options. Confirm which one you have. - The playlist or segments are unavailable. The URL may be inaccessible, or the playlist may refer to segments that cannot be reached. Check that both the playlist and its referenced resources are available.
- A local playlist was separated from its media. If it uses relative segment references, moving the playlist away from neighboring media files can prevent those references from resolving.
- The playback route is incompatible. Try a player or browser that supports the stream’s delivery and media formats. Apple’s authoring guidance describes recommended playlist MIME type and common segment formats, but a compatible extension alone does not establish compatibility.
- The stream requires access you do not have. A login, expired link, authorization requirement, or protection mechanism is an access issue. Switching players cannot restore an unavailable stream or establish permission to view it.
Do you need to convert an M3U8 to MP4?
Usually, no: if your goal is simply to watch the stream, open the playlist in a compatible player. Changing the filename extension from .m3u8 to .mp4 does not convert the media or download its segments. FFmpeg can be used in technical HLS workflows, but conversion is a distinct, lawful process and may be limited by the stream’s format or access controls. FFmpeg formats documentation
