The most useful streaming trend for developers is not “make everything lower-latency” or “switch everything to AV1.” HLS and MPEG-DASH remain important foundations for internet delivery; low-latency delivery is worth its trade-offs when interaction requires it; and AV1 can improve compression, but only when devices and real-time encoding constraints support it. Choose architecture against the actual latency target, audience, network conditions, device mix, and operating cost.
What is changing—and what is not
Streaming architecture is becoming more workload-specific. The same service may need conventional HTTP delivery for a large live audience, a real-time path for interactive features, and more than one codec to reach devices with different decoding capabilities. These choices interact: reducing delay can affect resilience and quality, while a more efficient codec can add device-eligibility and encoding work.
The durable foundation is still adaptive delivery over HTTP. Apple describes HLS as a way to deliver live and on-demand media through ordinary web servers and CDNs, adapting playback to network conditions. ISO published the sixth edition of MPEG-DASH, ISO/IEC 23009-1:2026, in July 2026; its scope includes the presentation descriptions and media segments used for adaptive delivery over HTTP. MPEG’s overview describes DASH support for both live and on-demand streaming.
HLS, DASH, and WebRTC solve different delivery problems
These are not simply three versions of the same protocol with a universal latency ranking. HLS and DASH are HTTP-based adaptive delivery approaches suited to internet distribution. WebRTC and related real-time transport approaches are relevant when conversational interaction or tight feedback matters. Low-latency variants of HTTP delivery occupy a middle ground for some live workflows.

The sixth-edition status and publication date above identify the current ISO DASH edition as of October 2026; they do not imply that every deployed service must adopt it immediately.
Use low latency only when the product needs it
For a one-way event stream, the right target may be a delay viewers can tolerate rather than the shortest technically achievable delay. For auctions, live control, synchronized participation, or conversation, feedback delay may directly affect whether the product works. Define what the viewer or participant must be able to do before choosing a delivery design.

RFC 9317 identifies LL-HLS and LL-DASH as HTTP-based options that can use CMAF chunks to reduce latency without tying it as tightly to the completion of a full segment. It also describes costs: low-latency operation may require more expense, sacrifice quality or bitrate/resolution flexibility, and expose playback more readily to transient network conditions. Lower buffering can leave less room to absorb a temporary network slowdown.
Translate the latency goal into a product requirement
- Specify whether latency means glass-to-glass delay, player startup time, or feedback delay. Those measure different experiences.
- Set a target range for the use case and decide what failure is worse: extra delay, a quality reduction, or a visible playback interruption.
- Test under changing network conditions, not only on a stable connection. Observe delay, rebuffering, bitrate and resolution changes, and recovery behavior together.
- Compare the scale and cost of the intended audience with the interaction requirement. The architecture for a conversation need not be the architecture for a large one-way live audience.
AV1 can improve compression, but deployment is device-aware work
AV1 is attractive because better compression can reduce the bitrate needed for a given quality, or improve quality at a given bitrate. That benefit is not guaranteed equally for every encoder, content type, device, and operating condition. Developers need to consider both encoding behavior and the audience’s ability to decode the stream.

Meta’s September 2025 article, summarizing a joint white paper with Vodafone and Google, says the companies found AV1 can improve compression “by 30% compared to prior standards like H.264 and VP9.” Treat that as the result reported by Meta and its collaborators, not a universal gain for every deployment. The same article recommends evaluating hardware AV1 decoding and considering software decoding when hardware decoding is unavailable. It also reports that many lower- and mid-tier phones in use lack hardware codec support.
Meta’s article reports that “Between 70–80%” of all mobile data traffic is video content and that low- and mid-tier handsets account for “around 75%” of global handset sales. These are figures reported by Meta while summarizing the joint white paper, not independently verified measurements for every region or audience. They are a reason to inspect your own device mix rather than assume a high-end test device represents viewers.

Real-time AV1 adds constraints beyond decoder support
In its June 22, 2026 account of AV1 in Messenger real-time communication, Meta describes a tension between quality and low delay. Multi-pass encoding can increase delay, buffering can add latency, and bitrate spikes can freeze calls. The account describes combining a low-complexity encoder, machine-learning-based device eligibility, adaptive codec switching, and error resilience.
That example illustrates why “use AV1” is not a complete implementation plan. Establish which devices can use the codec acceptably, what fallback path is needed, how switching behaves, and whether the encoding method fits the latency budget. Evaluate quality and bitrate under representative content and network conditions rather than relying on a codec label or a single compression number.

Survey figures are snapshots of respondents, not global adoption shares
Vendor and industry surveys can indicate what respondents report using, but their results do not establish a representative market census. Bitmovin’s 2024–2025 Video Developer Report lists these low-latency responses:

The categories should be read as survey responses, not as mutually exclusive market segments. Bitmovin’s report itself cautions that low latency should be prioritized when the use case demands it. The Streaming Video Technology Alliance’s Low Latency Survey Report collected responses from January through July 2025 and calls its voluntarily completed results directional. It covers respondents’ latency definitions, current and target latency, protocol use, deployment, measurement, and perceived barriers. Neither survey number tells a developer which architecture will meet a particular service’s requirements.
A practical framework for choosing an architecture

| Operating cost and complexity | What additional delivery infrastructure, codec management, monitoring, and operational work are required to meet the chosen targets? |
A sound selection process starts by measuring the actual workload, then validating the architecture against it. Keep a conventional HTTP adaptive path as the baseline for broad distribution unless the interaction requirement justifies another design. Add low-latency delivery only after defining the delay benefit and testing its resilience and cost. Introduce AV1 where device eligibility and quality tests show a worthwhile gain, with a fallback for devices that cannot decode it acceptably.
