It is most useful when viewers need to respond to what is happening in near real time; it is not a universal measure of stream quality, and a protocol’s capability does not guarantee that a particular stream will meet the target.
What latency measures
For streaming, latency usually means the delay between capturing an event and showing it on a viewer’s screen. Amazon IVS uses that capture-to-screen boundary in its definition of latency. Be explicit about the start and end points when comparing figures: a delay measured from encoder output to player, for example, is not the same as end-to-end capture-to-playback delay.
The phrase “sub-second” has a straightforward practical meaning—under one second—but terminology is not consistent across the industry. The DASH Industry Forum discusses latency below one second as low latency and describes WebRTC as capable of end-to-end latency below half a second. A 2025 CDN Alliance white paper distinguishes sub-second streaming from the broader category of low-latency streaming. These are useful descriptions, not a single universal vocabulary.
ITU-T H.705.2, published in September 2023, characterizes high-latency live streaming as more than five seconds and low-latency live streaming as one to five seconds. That framing makes an important distinction: a stream can be considered low latency and still not be sub-second.

When sub-second delay matters
Choose a latency target based on what viewers need to do, not simply because the stream is live. Seconds of delay may be acceptable for passive viewing; they can be disruptive when people need to react, participate together, or coordinate with the source.
- Two-way interaction or synchronized participation: Investigate a WebRTC-based real-time approach when conversational timing or coordinated action depends on a prompt response. DASH-IF describes WebRTC as capable of under half a second end to end, but that capability is not a deployment guarantee.
- Large passive audience: If viewers mainly watch rather than interact, LL-HLS or LL-DASH may be worth evaluating. A few seconds may meet the audience’s needs without requiring a sub-second target.
- Contribution over a variable network: Treat the link carrying video from the production location as a separate design problem. Contribution transport latency is only one part of the full capture-to-viewer delay.
AWS guidance recommends first deciding whether the use case truly requires sub-second behavior. Its cost comparison is architectural guidance, not a universal study showing that one approach is always cheaper.

How delivery approaches differ

To compare options for a real stream, consider its end-to-end target, interactivity, audience scale and delivery topology, tolerance for packet loss and buffering, client support, operational complexity, and service cost. The cited sources do not provide an independent, controlled head-to-head benchmark across vendors.
Why latency builds up
End-to-end delay is the sum of work and waiting across the entire path. It can accumulate during capture and encoding, while encoded media waits to become available, in transport and network recovery, at a server or CDN, and in the viewer’s buffering and playback process.

RFC 9317 notes that segment consumption depends on both available bandwidth and segment availability. Apple’s LL-HLS design reduces waiting with partial segments and playlist mechanisms, but timely delivery also depends on the server and CDN behavior specified for the system. A protocol can make lower delay possible without eliminating delays elsewhere in the pipeline.
How to verify a sub-second target
- Define the clock: State where measurement begins and ends—for example, camera capture to the image appearing on the viewer’s screen.
- Measure the actual path: Use the intended capture device, encoder, ingest, transport, delivery service, and player rather than relying only on a protocol’s stated capability or design target.
- Test representative conditions: Include the audience’s likely networks and playback devices, and note the player’s buffering behavior. A figure from one condition should not be treated as a result for every viewer.
- Report what the figure means: Label it as a target, a service specification, or an observed measurement. Include the measurement boundary and conditions so readers can interpret it correctly.
Amazon IVS illustrates why attribution matters: its documentation specifies under five seconds for IVS low-latency channels and under 300 milliseconds for IVS real-time stages. Those are figures for that service, not general guarantees for all streaming systems.

Common mistakes when interpreting latency
- Calling any low-latency stream sub-second: LL-HLS’s stated 2019 target was one to two seconds, which is low delay but not below one second.
- Treating a protocol capability as a measured outcome: Actual results depend on the complete pipeline and viewer conditions.
- Comparing different measurement boundaries: An encoder-to-player number cannot be directly compared with capture-to-screen latency.
- Confusing contribution latency with viewer delay: The production feed’s trip to an ingest point does not account for all downstream delivery and playback time.
- Assuming every live audience needs real-time delivery: Passive viewing may work well with a longer delay, while interactive use cases can be more sensitive.
