Low-Latency HLS (LL-HLS) is an extension to Apple’s HTTP Live Streaming (HLS) that can bring viewers closer to a live stream’s edge by publishing and requesting media in smaller units. It retains HLS’s HTTP delivery model, but getting low latency depends on coordinated support from the media server, player, CDN or cache, and network—not playlist tags alone.

What LL-HLS changes

Conventional HLS playlists describe media segments. A player discovers new segments by reloading the playlist, then requests the media. LL-HLS adds smaller, earlier-published units and ways for the player and server to coordinate playlist updates and upcoming media requests. The goal is to reduce idle time between media becoming available and reaching the player.

LL-HLS is not a separate transport from HLS. It uses HTTP delivery and extends HLS behavior. RFC 8216 describes baseline HLS; Apple says the LL-HLS extensions are defined in HTTP Live Streaming 2nd Edition, revision 7 and later. RFC 8216 · Apple’s LL-HLS guidance

How the main LL-HLS mechanisms work

Partial Segments: publish media before a full segment is complete

The EXT-X-PART tag identifies a Partial Segment. A packager can make a part available before the larger parent segment is complete, allowing a player to consume newer media without waiting for the entire parent segment. Apple’s guidance illustrates 200-millisecond parts within a six-second parent segment; these are explanatory example values, not required durations. Blocking playlist reload: wait for a meaningful update

Instead of rapidly polling for a changed playlist, an LL-HLS player can request a future playlist state using delivery directives such as _HLS_msn and, optionally, _HLS_part. A supporting server holds the request until the requested media sequence or part is available, then responds with an updated playlist. This behavior requires server support; sending the directives to a server that does not implement blocking reload does not produce the same result. Apple LL-HLS guidance

Preload hints: request an anticipated resource early

EXT-X-PRELOAD-HINT indicates which upcoming media resource or initialization section is expected. The player can request it before it is ready, and a supporting server can hold the request until bytes are available. As Apple presenter Roger Pantos explained, “The benefit of preload hinting is that it gets the media flowing to the client from the server as soon as it’s available.” The hint is a forecast, not a guarantee: the actual part may differ, or the server may omit it if the segmentation plan changes, such as when an ad break ends early. Playlist delta updates and rendition reports: reduce overhead and aid switching

Delta updates let a server omit older playlist entries the client already has, representing the skipped portion with EXT-X-SKIP. Rendition Reports communicate the state of related renditions, helping a player adapt or switch without first fetching each rendition’s playlist separately. Apple’s WWDC20 explanation says reports were incorporated into playlist updates to avoid multiplying request URLs in a way that could impair caching efficiency. Apple Developer, WWDC20 HLS update

Regular HLS and LL-HLS compared

Where LL-HLS configuration or support is unavailable, a compatible service may fall back to regular-latency HLS playback. That fallback and its behavior depend on the implementation. Apple LL-HLS guidance

Authoring timing constraints are not viewer-latency promises

Apple’s HLS authoring specification gives constraints for Part Target Duration: it MUST be at least the maximum round-trip time expected for 95% of clients (P95 RTT), SHOULD be at least three times P95 RTT, and is RECOMMENDED to be one second. PART-HOLD-BACK MUST be at least three times Part Target Duration. These are authoring and delivery rules, not a measured or guaranteed glass-to-glass latency for viewers. The practical target is a balance: smaller media units can reduce how long a player waits for new media, but very aggressive live-edge playback leaves less room to absorb network variation. The useful latency target depends on the application and the end-to-end system; the authoring figures above do not determine it on their own.

Server, CDN and player requirements

Apple specifies a Low-Latency Server Configuration Profile for LL-HLS and expects streams to be delivered through CDNs and other HTTP caches. The origin must publish valid partial media and support the playlist behaviors the player uses; the player must understand LL-HLS; and the delivery path must preserve the needed request and response behavior. A mismatch at any point can prevent the expected low-latency operation. Apple LL-HLS guidance

One delivery approach progressively appends multiple CMAF chunks to a parent resource using chunked transfer encoding. Apple’s WWDC20 blocking-preload presentation noted that many CDNs did not support chunked transfer encoding for live content. That is not a claim about every CDN today: check the current documentation and configuration of the specific CDN and origin, and test the delivery mode you plan to use. Implementation checklist

  1. Choose an end-to-end target. Decide how close to the live edge viewers need to be, while allowing enough resilience for the expected network conditions.
  2. Verify the server profile. Confirm the origin or packager implements Apple’s Low-Latency Server Configuration Profile and the LL-HLS playlist behavior required by your player.
  3. Set part timing against client RTT. Apply Apple’s Part Target Duration constraints and PART-HOLD-BACK rule; do not treat the recommended one-second Part Target Duration as a universal latency setting.
  4. Publish parts and parent segments consistently. Ensure the playlist’s partial entries, media availability and completed parent segment describe coherent media.
  5. Implement playlist coordination. Support blocking reload directives, preload hints, delta updates and rendition reports as applicable to the chosen client and service.
  6. Validate the CDN path. Check caching, request handling and support for the selected partial-media delivery approach with the actual provider and configuration.
  7. Test the player and fallback. Confirm LL-HLS playback with the intended clients, then verify how playback behaves when LL-HLS support is missing or the stream has to fall back to regular HLS.
  8. Measure the complete path. Evaluate latency from the production point through encoding, packaging, origin, CDN, network and playback. Playlist tags alone cannot establish a viewer’s total latency.

Common implementation problems

  • Latency stays high despite LL-HLS tags: Check whether the origin actually publishes parts, whether blocking reload is honored, whether the player uses LL-HLS behavior, and whether the CDN delivers updates without introducing avoidable waits.
  • Preload requests stall or fail: Confirm the server supports held requests for hinted resources and that the hinted media becomes available. Remember that a hint can become invalid if the segmentation plan changes.
  • Playback works at the origin but not through the CDN: Compare origin and CDN behavior for playlist directives, caching, partial media and the chosen transfer mode. Verify current provider-specific support instead of assuming all CDNs behave alike.
  • Playlist responses are inefficient or switching is slow: Check implementation of delta updates and rendition reports, where supported and appropriate. Apple recommends delta updates for services whose playlist windows exceed two minutes.
  • Playback is fragile near the live edge: Reassess the target latency and buffering margin against client RTT and network variability; the shortest possible holdback is not necessarily the most resilient experience.
