Live video transcoding turns one incoming feed into multiple versions at different resolutions and bitrates, so a streaming service can deliver a suitable version to each viewer. That matters because viewers use different devices and have different network conditions: adaptive playback can switch to a lower-rate version when a connection struggles and a higher-quality version when it can support one.
What live video transcoding does
A camera, encoder, or other source sends a live input. A transcoding pipeline decodes or processes that input and encodes multiple output renditions—typically combinations of resolution and bitrate. The streaming system packages and distributes those outputs, and a compatible player selects among them during playback.
In HLS, a master playlist advertises the available variants. The player can choose or switch between them as conditions change. Apple describes HLS as adapting playback to available wired or wireless connection speeds, helping a stream serve viewers whose bandwidth varies. Why multiple renditions matter to viewers
Fewer stalls on constrained connections
If a viewer’s connection cannot sustain the highest-bitrate rendition, a lower-rate option can keep playback moving with reduced picture detail. Without a suitable alternative, the player may buffer more often or fail to maintain playback. Adaptive bitrate streaming does not create bandwidth; it gives the player a choice that better fits the bandwidth available.

Better quality when conditions allow
Viewers on faster connections and capable screens can receive a higher-resolution or higher-bitrate version. A well-designed ladder lets different viewers watch the same event without forcing every device and connection into one compromise.
More device and delivery flexibility
Renditions and their packaging must fit the playback formats, codecs, and clients a service intends to support. Apple’s HLS authoring guidance specifies requirements and recommendations for its ecosystem, while other services may support different combinations. Validate the actual output against target devices and players rather than assuming a stream that works in one player will work everywhere.
How to design an HLS rendition ladder
There is no single bitrate ladder that is right for every live stream. Apple describes its HLS rates as initial targets for typical content and says they should be evaluated against the content and encoding workflow. Codec, resolution, frame rate, HDR, scene complexity, and the desired visual quality all affect the rate required.

Keep variants aligned
For Apple’s HLS authoring ecosystem, video variants should use identical aspect ratios, and multiple bitrate variants are required. A ladder might offer lower and higher resolutions, but the actual set should reflect the source, audience devices, and delivery constraints. Avoid upscaling a low-resolution source merely to fill out a ladder: a larger frame does not restore detail that was never captured.

Apple recommends IDR keyframes at two-second intervals in its HLS authoring guidance. Aligned keyframes help variants switch cleanly at segment boundaries. This is guidance for Apple’s HLS ecosystem, not a universal rule for every protocol or workflow; check the specification and requirements of the delivery system you use. Validate codecs, containers, and playback
Encoding is only one part of delivery. The output must also be packaged in formats the target clients can consume, and the playlists must accurately describe the available variants. Test representative devices, network conditions, and player implementations before relying on a ladder in production.

Transcoding, packaging, and latency are related—but different
Transcoding creates encoded renditions; packaging organizes media and manifests it for a delivery protocol such as HLS, DASH, or CMAF. Distribution then delivers those media objects to viewers. A complete live pipeline has to coordinate ingest, encoding, packaging, delivery, and playback, even when a managed service hides much of that machinery.
Latency is an end-to-end property, not a switch that can be fixed by choosing a transcoder setting. Low-Latency HLS uses mechanisms including partial media segments, playlist updates, and delivery directives. Production tools and content delivery systems must implement the relevant rules together. Apple’s Low-Latency HLS guidance recommends a one-second Part Target Duration, requires that duration to be at least the P95 client-to-server round-trip time, and specifies a minimum Part Hold Back of three times the Part Target Duration. These are protocol-specific constraints, not a promise of a particular viewer-perceived latency.

AWS’s Live Streaming on AWS solution overview is one concrete managed-architecture example. Cloudflare’s documentation is narrower and service-specific: its live input guidance says Cloudflare Stream supports H.264 video and AAC audio, and recommends CBR when possible for input stability. That recommendation should not be treated as an across-the-industry requirement. Cloudflare Stream live input documentation describes its input requirements and guidance.

How adaptive switching works in practice
- Ingest: The source sends a live feed to the streaming pipeline.
- Encode: The transcoder produces multiple renditions at planned resolutions and bitrates.
- Package: The system creates media segments and a manifest or playlist that identifies available variants.
- Deliver: The delivery network serves the appropriate media objects to viewers.
- Select and adapt: Each compatible player chooses a rendition and may switch as its estimate of available network capacity changes.
For CMAF adaptive presentations, a switching set contains alternative tracks that can be switched at fragment boundaries. That helps explain why rendition alignment and packaging matter alongside the encodes themselves. Apple’s CMAF overview describes switching sets. Amazon IVS also documents adaptive-bitrate playback in which the player switches renditions. Amazon IVS documentation provides that service-specific description.

- Playback buffers despite multiple renditions: Check whether the ladder includes a sufficiently low-rate option for the intended connections, and whether the player can access and switch to it. Also inspect ingest, packaging, and delivery rather than assuming the encoding ladder is the only possible cause.
- Quality looks poor at every level: Review the source quality and encoding targets. A rendition cannot recover detail absent from the source, and Apple’s initial bitrate targets need evaluation against the content and workflow.
- Switching causes visible disruption: Check that variants have matching aspect ratios and that keyframes and segment boundaries are aligned as required by the protocol and clients in use.
- Some devices cannot play the stream: Verify codecs, containers, playlist signaling, and client support against the delivery format you intend to serve. Test on the affected devices and players.
- Low-latency playback misses its target: Examine the entire production and delivery path. Partial segments and playlist behavior must be supported by the production tools and delivery system, and protocol timing constraints must be met; transcoder configuration alone cannot guarantee end-to-end latency.
