Choose WebRTC when people need to interact with live media in near real time. Choose HLS for live or on-demand delivery to a broad audience over HTTP servers and CDNs, especially when adaptive playback matters more than minimizing delay. If conventional HLS is too slow for your use case, evaluate Low-Latency HLS (LL-HLS)—but it requires compatible production, delivery, and playback components.

There is no universal latency number that settles the choice. Measure the complete capture-to-playback chain, including your implementation and network conditions.

What WebRTC and HLS are designed to do

WebRTC: real-time media and data exchange

WebRTC is a set of browser APIs and associated real-time protocols for exchanging media and application data with another browser or device. The W3C WebRTC Recommendation defines the API surface; IETF RFC 8835 describes transport protocols and network considerations, including relays, firewalls, and NATs. It is a real-time communications approach, not simply another format for delivering media files or HTTP segments.

HLS: HTTP delivery for live and on-demand media

HTTP Live Streaming (HLS) delivers live and on-demand media over HTTP. Apple describes HLS as using ordinary web servers and CDNs, with adaptive selection among bitrate variants and support for playback and content features. Its baseline specification is RFC 8216; Apple’s documentation also points to an evolving second-edition specification, so check the current version and authoring requirements when implementing. WebRTC vs. HLS at a glance

Decision factor WebRTC HLS / LL-HLS
Best fit Real-time media or data exchange where interaction or rapid response drives the experience. One-to-many live distribution and on-demand playback over HTTP infrastructure.
Latency Designed for real-time exchange. End-to-end delay still depends on the complete capture-to-playback system and should be measured in that system. Conventional HLS is often configured with more playback buffer. LL-HLS reduces delay through partial segments and playlist/server behaviors, but results depend on configuration and network conditions.
Delivery and scale Requires a real-time transport architecture; account for NAT and firewall behavior and possible relays. Uses ordinary web-server and CDN/cache infrastructure. Apple positions LL-HLS as retaining scalability, provided compatible components are used.
Network adaptation The implementation must determine how it handles changing paths and media conditions; there is no single tuning policy established for every WebRTC implementation. Apple documents alternate bitrate streams and intelligent switching as network bandwidth changes.
Playback and content features Check the exact client stack and required features. Universal parity for DRM, ad insertion, captions, or player support is not established. HLS documentation describes live/VOD, alternate bitrate streams, encryption/authentication, and other playback features. Verify the exact feature and device requirements for your deployment.
Operational work Plan signaling and connectivity/relay behavior as part of the solution. Plan media packaging, playlists, origin/cache/CDN behavior, and LL-HLS-compatible components if using the low-latency mode.

This is a decision framework, not a benchmark: the cited sources do not establish a head-to-head test or one representative latency figure for all deployments.

How to choose for your application

Choose WebRTC when interaction is the priority

Use WebRTC when participants need to exchange media or application data with a quick response, such as a real-time browser-to-browser experience. Design for the real-time transport itself: account for signaling, network traversal, firewalls, NATs, and whether relays are needed. Validate the actual client stack and features rather than assuming every WebRTC implementation supports the same playback or content capabilities.

Choose HLS when broad distribution is the priority

Use HLS when the goal is to distribute live or on-demand media through HTTP infrastructure to viewers. Its use of web servers/CDNs and adaptive bitrate variants can suit one-to-many delivery across changing bandwidth conditions. Your implementation still needs packaging, playlist, origin/cache/CDN, and playback decisions.

Consider LL-HLS when conventional HLS delay is unsuitable

LL-HLS is worth evaluating when you want lower delay while retaining HLS delivery characteristics. It is not an automatic switch that makes every existing HLS pipeline low latency: production, delivery, and playback need to support its behavior. Compare it with WebRTC against your interaction requirements and measured results, not a general claim that one protocol is always faster.

What Low-Latency HLS changes

Apple describes LL-HLS as an extension that reduces latency while retaining scalability. Its mechanisms include partial media segments, playlist delta updates, blocking playlist reload, preload hints, and rendition reports. A partial segment can be published before its longer parent segment is complete. Apple’s documentation illustrates this with a six-second parent segment and a 200-millisecond partial segment; those are examples of the mechanism, not universal required settings or promises of achieved delay. The server and delivery path must follow LL-HLS rules. If the required server behavior is missing, clients may fall back to regular-latency HLS, so confirm compatibility throughout production, delivery, and playback.

How to interpret Apple’s historical latency figures

At Apple’s 2019 WWDC presentation, Apple presenter Roger Pantos said the LL-HLS design target was “one to two seconds delay from live at scale over the public internet with any kind of reasonable round trip time.” He also described two to eight seconds as the then-current broadcast latency benchmark. These were statements made in that 2019 presentation—not a current guarantee for every LL-HLS stream, nor a head-to-head WebRTC comparison. See Roger Pantos’s Apple WWDC 2019 presentation.

Plan a fair latency and compatibility evaluation

  1. Define the user experience. Decide whether the application needs interactive exchange or primarily one-to-many playback, and identify which content and playback features it requires.
  2. Map the full delivery chain. Include capture, encoding, transport or packaging, origin and CDN/cache where applicable, network conditions, and the player. A protocol name alone does not determine end-to-end delay.
  3. Confirm implementation compatibility. For WebRTC, validate the client stack and connectivity/relay behavior. For HLS, validate packaging, playlists, server/CDN behavior, and target playback clients. For LL-HLS, specifically verify the required low-latency server behaviors and whether clients remain in that mode.
  4. Measure under representative conditions. Test the actual deployment and network conditions your audience will encounter. Do not turn Apple’s 2019 LL-HLS design target or segment examples into a guarantee for your system.
  5. Choose based on the measured trade-off. Prefer WebRTC when interactive response is essential and its transport architecture fits. Prefer HLS when HTTP/CDN distribution and adaptive playback are more important; use LL-HLS only when its extra implementation requirements are justified by your measured latency needs.

Common selection mistakes

  • Calling WebRTC “always faster.” It is designed for real-time exchange, but the full system determines the delay that users experience.
  • Assuming HLS cannot be low latency. LL-HLS exists to reduce HLS delay, though it requires compatible production and delivery behavior and does not promise a fixed result.
  • Treating LL-HLS as a player-only change. Its playlist and server behaviors matter; clients may fall back to regular-latency HLS if required behavior is absent.
  • Assuming identical feature support across implementations. Check the exact client, device, and feature requirements, especially for WebRTC stacks and HLS content features.
  • Using a vendor target as your benchmark. Apple’s quoted LL-HLS target was a 2019 design target, not a current universal service-level commitment or comparison against WebRTC.
