HTTP Live Streaming (HLS) delivers live and on-demand audio or video over HTTP. A publisher encodes media, divides it into segments, and publishes text playlists that tell a player which segments and quality options are available. The player downloads the files from a web server or content delivery network (CDN) and presents them, switching between available quality levels when its playback logic and network conditions allow.
How HLS streaming works
HLS is a chain of media files and instructions, rather than one continuous video file sent over a special streaming connection. The publisher makes the media available as ordinary HTTP resources; the player follows playlists to retrieve and play the right segments.
- Encode the source. A live feed or finished recording is encoded into one or more media renditions. A rendition is a version at a particular resolution, bitrate, or quality. The codecs depend on the target devices and authoring requirements; there is no single codec that fits every HLS use.
- Divide the media into segments. The encoder or packaging workflow breaks each rendition into smaller media files. Common formats include MPEG-2 transport stream (
.ts) and fragmented MP4 (.m4sor.mp4). The format and codec still need to be compatible with the intended player. - Create playlists. HLS playlists use the extended M3U text format and commonly have the
.m3u8extension. A media playlist describes segments for one rendition. A master playlist—called a multivariant playlist in current Apple guidance—points to available media playlists and describes their variant attributes. - Host and deliver the files. The playlists and segments are served over HTTP, often from a web server or CDN. A server can deliver HLS files without a special HLS delivery protocol module; the player makes HTTP requests for the playlist and media it needs.
- Download, play, and adapt. The player reads a playlist, requests segments, and presents the media. If several renditions are offered, the player can select among them as network conditions change. Switching behavior depends on the player; having multiple renditions makes adaptation possible but does not guarantee a particular switch on every device.
What the playlists do
The distinction between the two playlist levels matters: the master or multivariant playlist offers a set of choices, while each media playlist describes the segments belonging to one choice. The player uses that chain to find the media files it can request.
- Master (multivariant) playlist: points to media playlists and describes the available variants so the player can choose a suitable rendition.
- Media playlist: indexes the segments for one rendition. In a live stream, it is updated as media becomes available; in video on demand (VOD), it can describe a completed presentation.
The published HLS specification, RFC 8216, defines playlist syntax and behavior. It requires UTF-8 and sets rules for identifying playlists.

How adaptive bitrate playback works
Adaptive bitrate streaming is enabled by publishing multiple encodings of the same content at different bitrates or resolutions. The player can select a rendition based on its own logic and the connection available at the time. That can help balance image quality and the bandwidth needed for playback.
HLS does not make a single video file change quality by itself. If the publisher supplies only one rendition, there are no alternate encodings for the player to switch to. Nor does HLS prescribe identical switching behavior across all players.

HLS for live streaming and video on demand
Live streams
A live media playlist changes as new segments become available. A live player periodically reloads the playlist to discover them. Some live playlists retain a moving window of recent segments, while an event playlist may grow as the event continues. Apple’s authoring guidance calls for a program date and time in each linear live media playlist and matching content duration across audio and video playlists.
Video on demand
For VOD, the media is already available and the playlist describes the finished presentation. RFC 8216 defines EXT-X-PLAYLIST-TYPE:VOD for a playlist that does not change. The same HTTP playlist-and-segment approach therefore supports both scheduled live delivery and playback of completed media.

HLS formats, CMAF, and compatibility
Apple’s authoring guidance lists MPEG-2 transport stream and fragmented MP4 as HLS media formats, with recommended MIME types for playlists and segments. The actual playback result depends on the chosen encoding, container, HLS features, and client support; the label “HLS” alone does not establish compatibility with every device.
Common Media Application Format (CMAF) is a segmented-media format that can be used with both HLS and MPEG-DASH. Apple describes CMAF switching sets as alternative tracks that can switch at fragment boundaries to adapt bitrate and resolution. CMAF can support packaging for more than one adaptive streaming system, but it is not another name for HLS: CMAF concerns media formatting and packaging, while HLS defines playlist and delivery behavior.

HLS specification: published standard and evolving draft
RFC 8216, published in August 2017, is the published HLS specification. Apple’s HLS documentation points to a newer second-edition Internet-Draft as an evolving reference. Treat features described only in that draft as draft material, not as settled requirements of the published RFC. Apple’s 2026 update discusses preload hints for encryption keys and date-range schedules for server-driven interstitial insertion.

Not just to deliver the playlist and segment files. HLS uses HTTP resources that can be served by a web server or CDN. The production workflow still needs to encode and package media and make the corresponding playlists and segments available. Delivery over HTTP does not remove those preparation steps.
