First find out where the stutter appears: in the video file before it reaches the stream, in your encoder preview, in a local recording, or only in viewers’ YouTube playback. Those are different symptoms, with different likely causes. If you mean that a video you are watching on YouTube stutters, that is a viewer playback issue; if you are broadcasting a file and the live stream stutters, compare your encoder and local output with what viewers see.
Identify where the stutter occurs
Check the same segment in each place you can access. The pattern helps distinguish a source or computer problem from a network or viewer-side problem.

If you are streaming a video file with OBS
Check network-dropped frames
In OBS, look at the Stats dock and the network-dropped-frames count while the issue is happening. OBS says network-dropped frames point to an unstable connection or a configured bitrate that exceeds available capacity. Lowering bitrate can reduce drops, but it does not repair an unstable connection. See OBS network troubleshooting.

Check upload capacity, not just download speed. Compare available outbound bandwidth with the total bitrate you send, including any backup stream output. YouTube recommends upload capacity with 20% headroom above the total streaming bitrate; other devices and applications sharing the connection can consume that margin. Check rendering and encoding performance
If OBS reports rendering or encoding lag rather than network drops, investigate computer workload and the scene/source setup. High frame rate and demanding scenes can increase the work required to render and encode each frame. Close unnecessary applications and test a simpler scene or lower output demands, changing one setting at a time. Check the file source and the saved output
Play the file outside OBS to see whether it stutters on its own. Then test the same segment in a minimal OBS scene using a Media Source or VLC Source. Compare that preview with a short local recording. If both the preview and recording show the defect, investigate the source and system performance before changing network settings. If the local output is clean but remote playback is not, continue with the viewer and delivery checks below.
If viewers see buffering but your local output is smooth
A smooth encoder preview and local archive do not prove that every viewer’s playback path is healthy. Viewers may have different connections, devices, or locations. Ask an affected viewer to try another connection and device, and check whether the issue affects one person or multiple viewers. Consider the latency setting as well. YouTube notes that lower broadcast delay can mean a smaller player buffer and more playback buffering: Choose live stream latency. For HLS delivery, playback is segment-based and latency is higher than with a continuous stream; the delivery format and latency context matter when interpreting what a viewer reports: YouTube live streaming options.
A controlled troubleshooting sequence
- Locate the defect. Compare the source file, OBS preview, local recording or archive, and viewer playback. Ask whether one viewer or several are affected.
- Check stream health and encoder status. Review YouTube Live dashboard messages and OBS errors while reproducing the symptom. Check whether the local archive contains the same defect.
- Read the relevant OBS indicators. Rising network-dropped frames point toward connection stability or bitrate capacity; rendering or encoding performance trouble points toward workload or the source/scene pipeline.
- Measure outbound capacity against total bitrate. Include backup outputs and leave YouTube’s recommended 20% headroom. If capacity is inadequate, temporarily reduce bitrate or output demands and see whether the symptom changes.
- Test the viewer path. If local output is smooth, have an affected viewer try a different supported device or connection. Consider whether the selected latency level’s smaller buffer could contribute to interruptions.
- Change one variable and test again. Use representative motion and audio, monitor stream health, and compare the same segment in the preview, local recording, and viewer playback.
