Where and when is heavy rain forecast?
The WPC’s October 3 outlook said the excessive-rainfall threat would shift northeast across the interior Southeast and into the Carolinas on Sunday, then gradually decrease Sunday night into Monday morning. Its Slight Risk covers portions of the Southeast and lower Texas coast for October 4–5—not the entire region. The WPC said the heaviest rain was most likely from Mobile, Alabama, east across much of the Florida Panhandle, with flash-flood potential also extending into portions of the Carolinas. The risk is local: a regional outlook does not mean every community will see flooding or the same amount of rain.
How much rain could fall?
Forecast totals differ by issuer and geographic area, so they should not be read as one uniform estimate.

These numbers are forecasts, not guarantees. Rainfall can vary sharply over short distances, and an excessive-rainfall risk category describes the potential for flooding rather than predicting that flooding will occur at a particular address.
Why is flooding a concern?
The WPC described tropical moisture being drawn north from a Gulf wave, interacting with an approaching cold front and a weak upper-level disturbance. The atmosphere held record-to-near-record moisture, supporting a long-duration, efficient rainfall setup. Rain that persists or falls heavily can overwhelm drainage and produce rapid rises in creeks or other waterways, especially in flood-prone areas. The NWS Jacksonville office separately forecast above-normal rain chances and localized heavy downpours with brief flooding possible in northeast Florida and southeast Georgia; those local details should not be generalized to the whole Southeast. What does the Slight Risk mean?
For this October 4–5 outlook, the WPC’s Slight Risk threshold corresponds to at least a 15% chance of excessive rainfall, as stated in its October 3 discussion. It signals a meaningful potential that rainfall could cause flash flooding in parts of the outlined area. It does not mean a 15% chance of rain, nor does it establish that each location inside the area will flood. WPC discussion.

Is the October 10–14 outlook part of the same storm threat?
No. The Climate Prediction Center’s October 2 hazards outlook identified a separate week-two period: moderate risk of heavy precipitation in portions of the eastern Gulf Coast, northern and central Florida, and southern Georgia on October 10–12, plus a broader slight risk for parts of Florida and the coastal Gulf and Southeast, including the coastal Carolinas, October 10–14. - Check your local NWS forecast and warnings for your specific town; the risk area and timing can shift with new forecast updates.
- Pay attention to changing conditions Sunday and Monday, particularly if you live near a creek, low-lying road, or location that floods easily.
- Do not drive or walk through floodwater. A road that appears passable can conceal hazards or become impassable quickly.
The NWS Jacksonville office also noted later coastal and tidal hazards for its forecast area. Those are distinct local concerns, not the same as the broader rainfall and flash-flood setup. Use local NWS updates for details relevant to your location.
