There is no evidence-based ideal number of tools for an individual pentester. The right stack is the smallest one that covers the engagement’s scope, produces useful evidence and reporting, and fits the team’s budget and workflow. Pentesters work across different targets and tasks, so a web application, an infrastructure assessment, and a cloud engagement need not use the same tools. More tools can add cost and friction; too few can leave important work uncovered.

Why there is no single right tool count

“How many tools do you use every day?” is a natural question, but a count alone says little about whether a stack is adequate. One application may cover several related tasks, while a specialist tool may be needed for a particular target or test. The useful measure is whether the tools together support the agreed scope—not how many icons appear in a tester’s menu.

Core Security’s 2022 report describes testers using a variety of tools, including port scanners, password crackers, SQL-injection tools, and broader platforms. It does not establish a representative ideal number per tester. A Reddit discussion likewise includes practitioners describing stacks that differ by web, infrastructure, API, and cloud work; those replies are anecdotes, not a reliable estimate of typical tool counts. Core Security’s 2022 Penetration Testing Report and the Reddit discussion show why the answer depends on context.

First separate penetration testing from vulnerability scanning

A tool count can be misleading when it treats different kinds of assessment as interchangeable. Core Security’s 2022 report distinguishes vulnerability scanning, which broadly identifies known weaknesses, from penetration testing, which investigates whether and how weaknesses can be exploited. Some tools may support both kinds of work, but a scanner’s coverage alone does not demonstrate that an engagement has tested exploitability or followed the implications of a finding.

Before judging a stack, define the objective and scope: the systems or applications in bounds, the kinds of testing authorized, and the evidence and report the client needs. Then assess whether the chosen tools support those tasks. Do not add tools simply to make the stack look comprehensive, or assume that a general assessment platform replaces every specialized capability.

What the survey figures do—and do not—say

Core Security’s 2024 report is a global survey of cybersecurity professionals comparing responses with the prior year. Its figures describe respondents and organizational practices, not the personal daily tool count of each working pentester. They do show that tool use and procurement vary:

  • 28% of respondents said they did not use penetration-testing tools.
  • 33% reported using only open-source tools.
  • 75% ranked cost as a top criterion when considering proactive security solutions.
  • Among sought-after capabilities in paid penetration-testing tools, 65% named reporting, 65% templates or automation, and 65% an extensive threat library.

These are the report publisher’s survey figures, not a census or a benchmark for a “normal” team. In the 2022 report, 94% of respondents said functionality was important when evaluating paid penetration-testing tools, and 77% listed reporting as an important feature. The percentages reflect those reports’ respondents and questions; they do not establish that paid tools are necessary for every team or that any single tool count is best. How to tell whether a stack is too large

A large stack is not automatically a problem. It becomes hard to justify when tools duplicate capabilities without improving coverage or workflow, or when maintaining and interpreting their output takes time away from testing. Review the stack against the actual engagement and ask:

  • Does each tool have a defined job? Connect it to a task in scope, such as discovery, a specific test, evidence collection, or reporting.
  • Is there meaningful overlap? Overlap can be useful for validation, but repeated output that nobody reviews may be waste rather than resilience.
  • Can the team use and maintain it? A tool that is poorly understood, unsupported in the workflow, or difficult to operate safely may not add practical coverage.
  • Does it fit the delivery process? Check whether findings and evidence can be reviewed, validated, and incorporated into the report without avoidable rework.

These are decision checks, not a measured threshold: the available reports do not establish a point at which a stack becomes counterproductive.

How to tell whether a stack is too small

A lean stack is useful only if it covers the agreed work. If a required test has no suitable method, if evidence cannot be collected or validated, or if results cannot be delivered clearly, the stack may be too small for that engagement. A tool should be added to address a real gap—not because another team uses it or because a longer list seems more professional.

Consider the target, authorized techniques, tester expertise, reporting needs, and existing workflow together. A tool that is appropriate for one engagement may be irrelevant to another. Core Security’s 2022 report describes both specialized tools and integrated platforms; that supports matching tools to tasks rather than expecting one product to do everything.

  • Task coverage: Does it support a specific requirement in scope, and can the team interpret its output?
  • Reporting: Can it help produce clear, reviewable findings and evidence? Reporting was a prominent criterion in both Core Security reports.
  • Automation: Can it handle routine work reliably, freeing testers to investigate more complex issues? Automation is useful when the team can review what it produces rather than treating output as a final verdict.
  • Integration: Does it fit with assessment tools and processes already in use, or create another isolated workflow?
  • Cost and upkeep: Consider licensing where applicable, training, administration, and the time required to maintain the tool—not just its purchase price.
  • Threat-library breadth: For paid options, assess whether the coverage is relevant to the systems and testing objectives the team actually handles.

Core Security’s 2024 report says cost is a leading consideration and discusses vendor consolidation as one possible cost measure. Consolidation is not proof that one platform improves security or suits every engagement. Core Security’s 2021 report puts the trade-off plainly: “While no single tool can do it all, some solutions do prioritize centralization and integration, so that testers can have a more streamlined experience.” The question is whether centralization removes real friction without sacrificing a needed capability. Core Security’s 2021 Penetration Testing Report discusses that approach.

A practical way to right-size a team’s stack

  1. Write down the engagement requirements. Identify the targets, authorized testing activities, evidence requirements, and report deliverables.
  2. Map existing tools to those requirements. Note the task each tool supports, who can operate it, and how its results enter the workflow.
  3. Mark gaps and unnecessary duplication. Distinguish a genuine coverage gap from a preference for a different interface, and distinguish useful validation from unused repeated output.
  4. Evaluate additions against real criteria. Compare task fit, reporting, automation, integration, relevant coverage, cost, and upkeep. A paid option should solve a meaningful problem beyond the available alternatives.
  5. Reassess after delivery. Use the engagement’s actual workflow to see whether the tool contributed useful evidence, reduced routine effort, or instead added overhead.

This process gives a team a defensible stack without pretending there is a universal target number. It also makes it easier to explain why a tool is retained, replaced, or not purchased.
