AI may improve some tasks and businesses, but that does not yet tell us how much it has raised productivity across whole economies—or how much it will add to GDP. Task-level results, company outcomes, model-based forecasts and measured national productivity are different kinds of evidence. Treating them as interchangeable makes the economic case for AI look more certain than it is.
Why the AI economy has a proof problem
The difficulty is not that there are no signs of benefit. It is that evidence at one level does not automatically establish an effect at another. A tool helping a worker finish a task faster is not, by itself, proof that the worker’s firm produces more per hour. A firm reporting AI use is not proof that AI caused its output to rise. And even a genuine firm-level gain does not translate directly into a national productivity or GDP increase.
To make an economy-wide claim, analysts must connect several links: which tasks are affected, how large and durable the gains are, how widely businesses adopt the technology, whether adoption changes output or costs, and how those effects spread across sectors. Each link involves measurement choices and assumptions.
Different outcomes answer different questions
- Task performance measures a change in speed, quality or capability for a particular activity.
- Firm productivity concerns the relationship between a business’s output and the labor or other inputs it uses.
- Labor productivity is output per worker or per hour, depending on the measure.
- Total-factor productivity (TFP) estimates output growth not accounted for by measured increases in labor and capital inputs.
- GDP measures the value of economic production across a country; it is not interchangeable with any one productivity metric.
A result about one of these measures should not be restated as a result about another without evidence connecting them.

Is AI actually boosting productivity?
The answer depends on what counts as AI, which productivity measure is used, and the period examined. Some studies report task- or firm-level effects; these can be meaningful without proving a broad, lasting increase in national productivity. The IMF’s 2024 review of empirical literature described the evidence on AI’s employment and productivity effects as inconclusive at that time. That is not evidence that no local gains exist; it is a warning against treating them as settled aggregate results.
Adoption signals are not productivity measures
AI investment, reported use, patents and AI-related job activity can show exposure, effort or innovation. None alone establishes that AI caused output to rise. A firm may be experimenting, building internal capability, outsourcing work, or reporting activity in ways that do not yet yield measurable productivity gains. A 2024 NBER review of firm-level measurement emphasizes that datasets can capture different objects—for example, invention rather than use, or actual activity rather than investor perceptions.

Even when output rises after adoption, attribution requires a credible comparison with what would have happened without AI. Other changes in demand, staffing, capital, business processes or market conditions may also affect the result. The choice of AI measure and counterfactual therefore matters as much as the headline outcome.
A historical patent study is not a measure of today’s generative AI
An IMF working paper published in 2026 analyzes AI-related patents across OECD countries from 2000 to 2017. In that sample, patent issuance more than tripled by 2017, and OECD countries held about 89% of the patents. Its production-function analysis estimates that labor productivity (output per worker) rose by 0.8–1.2% in relation to the pace of AI patent applications over the period.

Those figures describe a study-specific historical analysis based on patent data. They are not an estimate that current generative AI has already raised GDP by 0.8–1.2%, nor do they establish a present-day causal contribution from generative AI.
How much will AI add to GDP?
There is no single established number in the evidence summarized here for AI’s realized contribution to current GDP. The prominent economy-wide figures below are projections or model estimates, not national-accounts measurements attributing observed GDP growth to AI. Their metrics, periods and methods differ, so they should not be ranked as if they were directly comparable.

| Study | Reported estimate | What it represents |
|---|---|---|
| OECD, 2024 | 0.25–0.6 percentage points of annual aggregate TFP growth, and 0.4–0.9 percentage points of annual labor-productivity growth, over a 10-year horizon | Model-based projection combining micro-level performance estimates, task exposure, likely adoption and sector linkages—not an observed national-accounts attribution. |
| OECD, 2025 | Annual labor-productivity gains over the next decade of 0.2 to about 0.8 percentage points in Japan and Italy, and 0.4 to 1.3 percentage points in the United Kingdom and United States, across scenarios | Country- and scenario-dependent projection. The differences reflect factors including sector mix, exposure, adoption and scenario assumptions. |
| Daron Acemoglu / NBER, 2024 | No more than a 0.66% increase in TFP over 10 years | A task-based working-paper model estimate using available task-exposure and productivity estimates. Acemoglu cautions it could be exaggerated, including because early evidence concerns easier-to-learn tasks; it is not a direct measurement or settled consensus. |
The OECD figures are annual percentage-point growth estimates over a projected horizon; Acemoglu’s figure is a cumulative percentage increase in TFP over 10 years. The units and framing differ, so comparing the numbers as if they were estimates of the same quantity would be misleading.
Likewise, a productivity projection is not itself a forecast of an equal-sized increase in GDP. The relationship depends on how productivity changes affect production and on other economic factors. The estimates are useful for understanding plausible scenarios, not as proof of an already realized GDP contribution.

Why projections vary by country and scenario
Forecasts depend on how much of an economy is exposed to AI, how quickly organizations adopt it, and whether task-level capabilities translate into better production. OECD’s 2025 country estimates differ partly because countries have different sector mixes, exposure and adoption paths. A range across scenarios communicates that uncertainty; it is not a guarantee that outcomes will fall within a precise, observed band.
Potential gains are also uneven across sectors. OECD identifies knowledge-intensive services as areas with stronger potential. Lower-income countries may face constraints such as infrastructure, skills, financing and institutional capacity. These differences affect not only the size of possible gains but also when they might materialize.
Productivity is only part of the economic picture. Distribution of gains, labor displacement, market concentration and access to AI’s benefits matter alongside output. An aggregate productivity increase, if realized, would not by itself show who benefits or who bears the costs.
How to evaluate an AI-economy headline
Before accepting a claim that AI is transforming the economy, check what the number actually measures and how it was produced:

- Identify the outcome. Is the claim about task performance, a firm, employment, labor productivity, TFP or GDP?
- Locate the unit and geography. Does it describe a worker, task, company, sector, country or group of countries?
- Check the time frame. Is the result measured from historical data, or projected over a future horizon? Is it an annual growth rate or a cumulative change?
- Classify the evidence. Is it an observed association, a causal estimate, a simulation, a scenario or an extrapolation?
- Inspect the AI measure. Is AI represented by patents, exposure, reported adoption, investment, actual use or a measured capability?
- Ask what the counterfactual is. What does the analysis assume would have happened without AI, and which adoption or performance assumptions drive the result?
- Ask who gains and who bears costs. Which workers, firms, sectors and countries are included, and could an aggregate gain conceal unequal effects?
These checks are especially important when a headline turns a modeled future gain into a claim about what AI has already contributed to GDP.
