CCTV can help councils document fly-tipping and, when footage is clear enough, support investigations and prosecutions. But cameras do not guarantee that an offender will be identified or deterred. The available council examples show evidence being used in fly-tipping cases; a Luton report also mentions a suspected arson attack at a monitored site but does not say CCTV identified the arsonist or resolved the incident.

Can CCTV catch fly-tippers?

It can help identify a person or vehicle and establish what happened, provided the camera covered the incident and captured usable footage. CCTV is one possible evidence source, not a complete investigation on its own. The Department for Environment, Food & Rural Affairs (DEFRA) says councils should assess an incident’s circumstances, location, waste type and potential effects, and may review CCTV during preliminary inquiries. What council examples show

Bromley Council reported two investigations into rubbish left at recycling banks that relied on high-quality CCTV evidence. After fixed penalty notices were not paid, the offenders were prosecuted and pleaded guilty in April 2026. The council reported totals of £510 and £400 in fines and costs; these are the outcomes of those cases, not typical penalties. In a separate example, Luton Borough Council said it deployed CCTV at the Calverton Road glass recycling centre after repeated fly-tipping. Its report recorded more than 40 separate incidents in four weeks, despite signs warning that CCTV was in use. The council also reported issuing eleven £1,000 fixed penalty notices and investigating a further ten cases. Those figures describe one site and period; they do not show that the cameras reduced incidents. Does CCTV prevent fly-tipping?

A camera may make activity visible and provide evidence, but the cited council reports do not establish a measured deterrent effect. Luton recorded repeated incidents at a monitored site, including after warning signs were posted. That does not prove CCTV had no deterrent effect; there is no controlled comparison showing what would have happened without it.

National incident totals are context, not a measure of camera performance. DEFRA reported 1.26 million fly-tipping incidents in the preceding year in a release published on 25 February 2026. The release urged councils to use overt and covert surveillance, including CCTV, drones and automatic number plate recognition. It also described a Croydon repeat-offender case in which CCTV footage was released after investigation; the release reported a 52-week prison sentence and the seizure and destruction of three vehicles. Can CCTV footage be used as evidence?

Yes. Council footage can support enforcement when it is relevant and of sufficient quality, as Bromley’s prosecutions illustrate. A recording may help establish a person’s actions, a vehicle’s involvement or the timing and location of an incident. Whether it is useful in a particular case depends on what it actually captures and how the investigation proceeds.

Residents’ recordings may also assist. Cheshire West and Chester Council says household CCTV, dashcam and doorbell footage can help investigations and reports that fixed penalty notices have followed evidence submitted by members of the public. If you have relevant footage, send it to the council responsible for the location and follow its reporting instructions. What makes footage useful

  • Coverage: The camera needs a view of the relevant place and activity; footage from elsewhere may not establish what happened.
  • Image quality: The recorded detail must be suitable for the intended investigative or criminal-justice use. A recording that does not show identifying detail may be of limited value.
  • Retention and export: Relevant footage must still be available and capable of being provided to investigators. The sources do not set a universal retention period or technical specification for every system.
  • Context: Recordings are considered alongside other evidence, rather than automatically proving an offence by themselves.

Can a security camera help identify an arsonist?

It may capture evidence relevant to an arson investigation, such as a person’s movements or a vehicle near the scene. But the Luton report only says that one suspected arson attack occurred at the CCTV-monitored Calverton Road centre. It does not report that footage identified an arsonist, led to an arson prosecution or solved the incident. The available examples therefore support a stronger conclusion about CCTV assisting fly-tipping investigations than about CCTV solving arson cases.

What councils must consider when using surveillance

Local authorities are among the relevant authorities that must pay due regard to the Surveillance Camera Code of Practice when using surveillance systems. Government guidance covers systems such as CCTV, automatic number plate recognition and body-worn video. It asks authorities to consider whether image quality is appropriate for law-enforcement and criminal-justice use and to address relevant legal duties, including data-protection and human-rights obligations. For fly-tipping investigations, GOV.UK says criminal investigations must follow the Police and Criminal Evidence Act 1984, and surveillance and investigations must comply with the applicable Regulation of Investigatory Powers Act framework. Depending on the circumstances, councils may consider fixed penalties, prosecution or other enforcement powers.

How the main camera settings differ

These are different deployment contexts, not a product ranking. The practical questions are whether the camera covers the incident, captures usable footage, retains and exports it appropriately, and operates under the right access, retention and legal controls.

Context Potential role Important considerations
Fixed council CCTV at a hotspot Monitor a known public location and potentially document incidents for council investigation. Coverage and image quality for the specific location; appropriate access, retention and legal compliance.
Professional public-space surveillance Provide surveillance in a public-authority setting, potentially using CCTV or other systems covered by government guidance. Suitability for law-enforcement use and the authority’s obligations under the Surveillance Camera Code and relevant law.
Resident-owned cameras, such as doorbells or dashcams Supply footage of activity visible from private property or a vehicle to help a council investigation. Whether the incident was in view, whether useful footage remains available, and safe submission to the relevant council.

The cited guidance and council reports do not compare consumer camera models, specify a universal resolution requirement or establish procurement costs. A household camera should not be assumed to meet the requirements for a council surveillance deployment.
