You can classify Confluence information without Atlassian Guard by agreeing on sensitivity labels and handling rules, then communicating them with ordinary labels, page naming conventions, and existing permissions. That is a manual governance scheme—not Atlassian’s native data-classification feature, and it will not make classification-based data-security policies enforce those labels. Atlassian documents native classification levels and related policies as Guard Premium capabilities; availability of other security controls varies by policy and coverage type.

What classification means in Confluence

Atlassian Support defines data classification as “the process of labelling information.” In Atlassian’s native system, an organization creates classification levels, space and project administrators can set defaults, and users can classify supported content. Organization administrators can then create data-security policies based on those levels. See Atlassian’s Guard overview.

Atlassian lists Confluence pages, blog posts, databases, and whiteboards as content users can classify with Guard Premium. Whether users can change a classification depends on the organization’s configuration. A classification describes the information’s sensitivity or type; by itself, the label is not the same as a permission or security restriction. The native system can use levels as the basis for targeted controls, such as public-sharing and page-export restrictions.

What you can and cannot do without Guard

Without Guard, you can establish an internal sensitivity scheme and signal it using ordinary Confluence labels, naming conventions, documented handling rules, user training, and existing space permissions or sharing settings. For example, a team might agree that a “Confidential” label means content should stay in a restricted space and must not be copied into public links. That rule still depends on users and administrators following the process.

Do not treat an ordinary Confluence label as an Atlassian classification level. Atlassian’s documentation does not say that regular labels automatically trigger Guard classification-based policies. Native classification levels and classification-targeted enforcement are distinct from manual signaling.

“Without Guard” also does not mean every security setting is unavailable. Atlassian’s policy availability documentation separates organizations without Guard, Guard Standard, and Guard Premium, and availability can differ by rule and coverage type. Check the specific control and coverage row in Atlassian’s data-security policy guide before assuming a control is included or excluded.

Build a workable manual classification scheme

Define labels and required handling

Choose a small set of terms that people can apply consistently, then explain what each term means in practice. Define who may view or share the information, where it can be stored, and how it should be handled. Avoid labels that sound authoritative but have no clear action attached to them.

Choose where labels appear

Use ordinary Confluence labels or a consistent page-title convention to make the agreed category visible. Keep the convention easy to find and apply across the spaces that use it. Because these are manual signals, provide a clear path for users to ask questions or flag content that appears to be labelled incorrectly.

Align conventions with actual access

Review space permissions and sharing settings against the handling rules. A label cannot compensate for a space that grants broader access than intended. Assign an owner to maintain the definitions and review exceptions as content and team membership change.

What changes when you have Guard classification

With Guard Premium, organization administrators can configure native classification levels and use those levels in data-security policies. Atlassian’s supported-content guidance describes which Confluence objects users can classify.

Defaults and administrative control

An organization default applies to the organization’s Confluence and Jira apps and requires Guard Premium, according to Atlassian’s organization-default instructions. Atlassian notes that classification rules are part of an early-access program on that page, and that instructions may differ from an organization’s current Guard administration experience. Treat the exact interface and availability as subject to change.

Atlassian’s space-admin controls and defaults guidance describes restricting whether space admins can set defaults to any sensitivity level or only to a more sensitive level. Before rollout, decide who can create levels, set defaults, manually change classifications, and approve exceptions.

Automatic classification rules

Classification rules can update levels automatically when configured data detections match. Atlassian recommends reviewing a preview because a rule change can affect existing content. Read Atlassian’s classification-rules instructions and examine the rule’s scope and preview before applying it.

Cloud and Data Center are not interchangeable

Confluence Cloud

For Cloud, Atlassian documents classification configuration and policy availability through Atlassian Administration. Verify your organization’s current subscription and the availability of each desired control in Atlassian’s support guidance; do not infer eligibility for a specific policy from the existence of another Guard feature.

Confluence Data Center

Atlassian documents a Guard Premium integration that connects Data Center products to a cloud organization, where classification levels and related policies are prepared. The Data Center classification guide, last modified June 13, 2025, says the integration currently supports export restrictions and anonymous-access restrictions. Other restriction policies may apply only to the cloud organization and be ignored by Data Center products.

In that documented inheritance model, organization defaults flow to connected products; a space default can change the default for unclassified content; and manually classified pages retain their selected level when defaults change. A space or project is not itself classified: contained pages, blogs, or issues receive a classification according to the applicable default.

Security controls need user and app testing

Data-security policies can affect how users, Marketplace and custom apps, and people outside an organization interact with Confluence pages and Jira work items. Depending on the policy and plan, controls may cover exports, public links, anonymous access, and third-party app access. Atlassian’s policy guide is the place to check availability for the exact rule and coverage you need.

  • Anonymous access: Atlassian warns that preventing anonymous access can also deny licensed users who are not members of an appropriate space group.
  • Exports: Export restrictions can prevent users from previewing or downloading files such as PDFs.
  • Marketplace apps: Atlassian says apps may access user-generated content by default. Review app permissions and applicable controls before installing or relying on an app that processes sensitive material. See the Guard overview and the policy guide.

Test representative user journeys before applying broad policies: access from intended space members, anonymous or external access where relevant, exports, file previews and downloads, and app behavior. A control that protects information but blocks a necessary workflow may need a narrower scope or a different group configuration.

Administrator checklist

  1. Identify whether the environment is Confluence Cloud or Data Center and confirm the applicable subscription.
  2. Write sensitivity definitions and handling rules in plain language; assign an owner for the scheme and exceptions.
  3. If using Guard classification, decide who can define levels, change classifications, set organization or space defaults, and approve overrides.
  4. For automatic rules, review the preview and scope, including effects on existing content, before applying changes.
  5. For every planned security control, check its plan and coverage availability in Atlassian’s policy guide.
  6. Test anonymous access, exports, PDF previews and downloads, and Marketplace-app behavior with representative users.
  7. For Data Center, confirm the cloud connection and test the restrictions the integration supports.
