The UK’s Autumn Budget 2026 is scheduled for Wednesday 28 October 2026. That date is confirmed; the measures the Chancellor will announce are not. Small business owners should treat possible tax, rates or relief changes as unknown until they are announced, and distinguish any future proposals from measures already announced in 2025.
When is the Autumn Budget 2026?
Parliament’s current timetable schedules the Budget for Wednesday 28 October 2026. Timetables can change, so check the parliamentary schedule close to the date.
The Chancellor’s Budget statement sets out the government’s position on the nation’s finances and tax proposals, alongside economic and fiscal forecasts from the Office for Budget Responsibility (OBR). Parliament then debates and scrutinises tax proposals through the Finance Bill. An OBR forecast informs the Budget process; it does not guarantee that a particular policy will be adopted.
What can small business owners expect?
There is no confirmed 2026 list of measures in the official material reviewed for this outlook. In particular, there is no established promise of a tax cut, grant, new relief, threshold change or business-rates reform. Any such claim before the Chancellor’s statement should be treated as speculation unless it is clearly attributed to a proposal or consultation.

The useful preparation is to understand measures already announced, identify which costs matter most to your business, and be ready to check the details of any new announcement. A headline announcement may not apply to every business: eligibility can depend on business type, size, location, legal form and start date.
Business rates: what was announced in 2025
HM Treasury’s November 2025 Budget material described a package for business rates, including permanently lower multipliers from April 2026 for more than 750,000 eligible retail, hospitality and leisure properties. Treasury said those lower multipliers were worth nearly £900 million a year. It also described a £4.3 billion support package to cap increases for sectors affected by revaluation. These are Treasury’s figures for the 2025 package, not a forecast or fresh commitment for the 2026 Budget.

Treasury had also said it would explore ways to address business-rates “cliff edges” and review how Small Business Rates Relief could support growth. Those statements describe examination of options; they do not establish that a particular reform will be adopted, or when.

For a rates bill, check the valuation, applicable multiplier, reliefs and any transition arrangements that apply to your property and local authority. Do not assume that a national announcement changes every bill by the same amount.

Tax administration: digital changes already announced
The November 2025 Budget document described changes to Making Tax Digital treatment for small taxpayer groups. It also said the government would invest £59 million over five years in digital prompts in VAT filing software from April 2027 and Corporation Tax filing software from April 2028. Those figures and dates refer to the 2025 Budget announcement; they are not a new 2026 commitment. The announcement does not mean that every small business has the same digital filing obligations.
Check current HMRC guidance for the rules that apply to your business, including whether Making Tax Digital applies to you and when. If you use tax or accounting software, confirm that it supports the filings you are required to make and review any implementation guidance before changing your process.

How to assess a Budget announcement for your business
- Check what kind of statement it is. A speech, consultation or policy announcement is not necessarily an enacted tax change. Look for the relevant legislation, Finance Bill provisions or official implementation guidance.
- Check eligibility. Read the conditions for business type, size, location, legal form and any other qualifying criteria rather than relying on a headline description.
- Check timing and transition. Note the start date, relevant tax period and whether transitional arrangements apply. An announcement may not affect bills or filings immediately.
- Estimate the cash effect. Compare the proposed change with your own tax or rates position, using your actual figures and the applicable rules. Do not treat a national package total as an estimate of your individual saving.
- Confirm the final rules. Use current HMRC, Treasury, OBR or parliamentary material as appropriate, and take tailored professional advice where the effect on your business is material.
What to prepare before 28 October
- Keep current records of tax liabilities, property rates, cash flow and key filing dates so you can assess an announcement against your own position.
- List the costs or rules that would most affect your business, such as rates, tax administration or investment decisions. This helps separate a relevant change from a headline that does not apply to you.
- Wait for the detailed policy and implementation information before changing your prices, payroll, investment plans or filing arrangements solely in anticipation of a possible Budget measure.
