What the reported mismatch means
The reported 107,158 figure is the number of student records covered by a statewide mismatch, according to Hindustan Times. It is not evidence that this many students are missing, duplicated, or fictitious. The newspaper’s report does not publish an independently verifiable district table explaining how the statewide total was calculated.
UP Board records and U-DISE+ are separate administrative data streams. UPMSP describes online registration for Class 9 and 11 and examination-related records for Classes 10 and 12, and publishes notices about corrections to student details. U-DISE+ is the Ministry of Education’s education management information system and source of official statistics. The fact that the streams differ does not establish that either registration, correction, or reporting practice caused this mismatch.
What officials were asked to verify
Hindustan Times reported that Vivek Nautiyal, joint director, Samagra Shiksha (secondary), directed district inspectors of schools to verify each school’s actual enrolment and ensure the correct figures were uploaded to both U-DISE+ and UP Board portals. The report says the direction was in a September 25 letter and set an October 1 submission deadline, citing a senior department official and a copy of the letter seen by the newspaper.

The cited report does not provide the verification outcome. It therefore does not establish a final corrected count or whether the deadline produced reconciled records.
District examples show differences in both directions
In figures attributed by Hindustan Times to data shared by Samagra Shiksha, U-DISE+ is reported higher than UP Board in several districts; in other districts the direction is reversed. These values are the newspaper’s account and are not independently confirmed here:

The reported district examples should not be added together to recreate the statewide 107,158 figure. The newspaper does not explain the aggregation method, and the examples are not a complete district-by-district accounting.
How the figures compare with official U-DISE+ totals
The Ministry of Education’s UDISE+ 2023–24 report records 5,726,689 students in Uttar Pradesh at secondary level (Classes 9–10) and 4,776,476 at higher-secondary level (Classes 11–12), across all management types. These figures provide scale for the state’s enrolment and clarify the report’s class groupings; they are from a different academic year and do not validate or explain the 2026 mismatch. The Ministry’s UDISE+ 2023–24 report contains those detailed totals. Its U-DISE+ portal currently displays aggregate statistics for AY 2025–26, which should not be confused with the class-level 2023–24 figures.

Why enrolment data matters
Hindustan Times says these records inform secondary-school planning, beneficiary entitlements, gross and net enrolment ratios, transitions from Class 8 to 9 and Class 10 to 11, and efforts to bring out-of-school and dropout children back into education. Those are stated uses of enrolment data; the report does not document a specific service or entitlement affected by this mismatch.

The available reporting does not establish why the systems disagree, which record set is accurate, or what the district verification concluded. It also does not say whether the two systems use the same reference date, school coverage, definition of enrolment, or reporting cut-off, or whether differences cluster in particular schools or districts.
Those are the key checks needed to interpret a reconciliation: compare academic-year and reference dates; school coverage and management categories; whether records mean registered or currently enrolled students; class definitions and school identifiers; and updates made after transfers or student-detail corrections. These are verification questions, not established explanations for the mismatch.
