The most effective way to develop an AC-AC automatic voltage regulator is to define the electrical and safety requirements first, then choose the simplest topology that meets them. A bidirectional transformerless direct AC-AC converter is a promising option for applications needing buck and boost operation, but its compactness comes with demanding commutation, protection and EMC work. It is not automatically superior to a transformer-based design.

Define the operating envelope before choosing a circuit

Write down what the regulator must do at its terminals and in its installation. These requirements determine the topology, control strategy and validation plan; choosing parts before setting them risks optimizing for the wrong problem.

  • Supply and load: single- or three-phase service, nominal input and output voltage, frequency, and the required VA or kW capacity.
  • Regulation: allowable output-voltage error, acceptable response time, and the input-voltage range over which regulation must be maintained.
  • Power quality: acceptable waveform distortion and efficiency, along with the load conditions under which each must be achieved.
  • System behavior: whether galvanic isolation and bidirectional power flow are required, and what the equipment should do during startup, faults and bypass operation.
  • Physical and compliance limits: thermal conditions, enclosure and service needs, and applicable safety, EMC and power-quality requirements.

Separate non-negotiable requirements from preferences. For example, a shared input/output ground may be acceptable in one system but disqualify a topology in another. Put that decision in the requirements, not in a late-stage design review.

Choose a topology against the requirements

Four architecture families are relevant: line-frequency step-voltage regulators, linear transistor-array regulators with a transformer, AC-DC-AC links, and direct transformerless AC-AC converters. Their trade-offs are system-level, so compare them against the actual application rather than efficiency or size alone.

Topology Where it fits Main trade-off
Line-frequency step-voltage regulator Applications that need a transformer-based voltage-regulation approach; distribution regulators are a distinct, standards-defined category. Transformer-based designs can simplify isolation and may tolerate switching faults better. Assess the required voltage range, response and service needs for the specific design.
Linear transistor-array regulator with a transformer Designs seeking a clean line-frequency path. Power dissipation limits its practical efficiency envelope. A 2020 IEEE JESTIE paper reports 90–95% efficiency for particular 300 VA multiwinding and multitransformer prototypes; this is not a general rating for linear regulators.
AC-DC-AC link Systems where an intermediate DC link is appropriate to the application. Compare its component count, control requirements, losses and compliance burden with the alternatives; the cited utility-regulator literature does not establish a universal efficiency advantage.
Direct transformerless AC-AC converter Applications that benefit from direct conversion and can meet its isolation and protection requirements. It can reduce size and weight, but requires careful semiconductor protection, sensing, commutation and EMC engineering. A 2026 Eindhoven University of Technology record reports a prototype up to 2 kW, not a universal product capability.

For each candidate, compare input and output current continuity, bidirectional operation, buck and boost range, switching stress, commutation complexity, passive-component count, efficiency, acoustic noise, EMI, thermal path, serviceability and compliance cost. Do not treat one favorable metric as a substitute for the rest.

When a direct transformerless converter is a good candidate

The 2026 Eindhoven University of Technology record by Mortazavi and Huiskamp describes a bidirectional direct AC-AC regulator for single- and three-phase applications. It reports common input/output ground, buck, boost and buck-boost modes, bidirectional power flow, continuous input and output currents, low component count, and a prototype up to 2 kW. These are reported research results; they do not prove that every implementation will match the prototype or outperform a transformer-based regulator.

The common-ground feature is especially important: it means the described arrangement does not provide input-to-output galvanic isolation. If isolation is required by the load, installation or applicable safety rules, this candidate cannot satisfy that requirement as described. Where it is acceptable, its direct conversion and current-continuity characteristics may justify evaluating it against the other architectures.

For distribution equipment, IEEE/IEC C57.15-2017 covers liquid-immersed, single- and three-phase, 50 Hz and 60 Hz overhead and substation step-voltage regulators and associated controls. Its stated scope extends to 1,000 kVA single-phase or 3,000 kVA three-phase and up to 34,500 V, with 2,400 V as the minimum voltage in scope. A consumer-site electronic regulator or transformerless product should not be assumed to fall within that scope; determine which safety, EMC and power-quality standards apply to the actual product and market.

Build the control and protection around safe switching

  1. Sense the system: measure input RMS voltage, frequency, load current and temperature with isolated, bandwidth-appropriate sensors. Select sensing bandwidth and isolation to suit the switching system and installation.
  2. Specify modulation and commutation: define the switching strategy and, for direct AC-AC paths, the commutation sequence. Verify that switching transitions cannot create an unsafe current path.
  3. Implement protection and fail-safe behavior: include hard current and voltage limits, shoot-through prevention, over-temperature shutdown, bypass or other defined fail-safe behavior, and a controlled startup sequence.
  4. Close the voltage loop: tune the regulator with bounded actuator commands. Test changes in line voltage, load steps, unbalanced phases and sensor faults rather than tuning only for steady-state nominal operation.
  5. Validate the hardware envelope: sweep component tolerances and thermal conditions, then measure RMS regulation, total harmonic distortion, efficiency, EMI and semiconductor stress.

Bounds and protective actions must be designed for the chosen hardware and operating envelope; published controller settings are examples, not drop-in values. A 2022 IEEE Access AVR-control study used controller limits of −0.9 to 1.0 pu and an exciter upper limit of 3.1 pu. Its optimized sliding-mode controller reported less than 0.1% no-load overshoot in simulation, with tests covering ±10% load disturbances and ±50% parameter perturbations. Those outcomes describe that study’s model and test conditions, not a performance guarantee for an AC-AC power stage.

Use published numbers as bounded evidence

Published figures can help identify plausible starting points, but only when the measurement context stays attached to the number.

In particular, an AVR controller simulation result should not be presented as validation of a separate converter topology. Require measurements on the intended hardware and operating conditions before assigning a product rating.

What to verify when buying a standalone regulator

IEEE describes standalone RMS regulators as a consumer-site solution for utility-voltage fluctuations. When evaluating a product in that category, check the nameplate and documentation against the site and load requirements established above. Confirm the stated phase, input and output voltage, capacity, regulation band, response time, waveform quality, isolation status, bypass behavior and protection features. If a datasheet leaves a requirement unstated, ask the manufacturer rather than inferring it from a headline efficiency or kVA figure.
