These three stories concern different kinds of technology oversight: academic research on using Apple’s Wi-Fi Positioning System to locate access points, Canada’s debate over lawful access to communications, and NIST’s expanding work on AI evaluation and standards. The Canadian story needs a key qualification: the 2025 parliamentary review did not hear officials call for encryption backdoors, and the government’s current Bill C-22 explainer says the bill would not require them.

Can Apple’s Wi-Fi location system be used for surveillance?

What the research describes

Academic research on Apple’s Wi-Fi Positioning System (WPS) examines how remotely geolocating wireless access points can support surveillance scenarios. The concern is not limited to locating a single router: access-point locations can be used to infer movement, including in contexts around war zones and disasters. That makes WPS a location-infrastructure privacy issue, even though the underlying objects being located are Wi-Fi access points.

What this does—and does not—establish

The study describes ways this capability could be used; it does not establish how often WPS-enabled surveillance occurs. No authoritative prevalence estimate is established by the cited sources, so the documented scenarios should not be presented as a measure of widespread use.

This concern is distinct from claims about a secret government interface into Apple’s servers. Apple’s government-information page states: “Apple has never created a backdoor or master key to any of our products or services. We have also never allowed any government direct access to Apple servers. And we never will.” That statement addresses Apple products, services, and server access; it does not erase the separate privacy implications of location systems that can help locate wireless access points.

Does Canada want encryption backdoors?

What the 2025 parliamentary review said

Canada’s lawful-access debate includes proposals to improve authorities’ ability to obtain communications information, but that is not the same thing as a call to weaken encryption. In its September 15, 2025 report on lawful access to communications, the National Security and Intelligence Committee of Parliamentarians (NSICOP) made 11 findings and 7 recommendations and called for a comprehensive strategy.

The report also drew a clear distinction on encryption: “Importantly, the Committee did not hear any government official call for legislation to compel the creation of exceptional access or ‘backdoors’ to get around encryption.” The report’s recommendations for stronger lawful-access capabilities therefore should not be recast as evidence that officials called for compelled encryption backdoors.

What the government says Bill C-22 would do

In its current lawful-access explainer, the Canadian government says Bill C-22, introduced in March 2026, would require covered electronic service providers to respond to legally authorized requests. The same explainer says the bill would not require providers to create encryption backdoors or provide direct government access. It also says the bill would not require systemic vulnerabilities.

The distinction matters: assisting with a legally authorized request is not equivalent, on the government’s description, to compelling a provider to decrypt protected communications or building a general-purpose access mechanism. These are statements about what the bill would require as described by the government; they should not be confused with a claim that every question about lawful access, privacy, or the bill’s practical effects is settled.

What is NIST doing on AI safety and standards?

From the AI Safety Institute to CAISI

In June 2025, the former U.S. AI Safety Institute was re-established as the Center for AI Standards and Innovation (CAISI). NIST’s work is broader than a single safety institute: its portfolio spans AI measurement science, evaluations, voluntary standards, the AI Risk Management Framework (AI RMF), the AIRA program, and the GenAI Challenge.

NIST also reports an AI research and development consortium with more than 290 members. That figure describes the consortium’s membership as reported by NIST in 2025; it is not a count of AI developers, participating government agencies, or standards already adopted.

New work on AI agents

On February 17, 2026, NIST announced its AI Agent Standards Initiative. The initiative targets interoperability, open protocols, agent identity, and security as AI systems become capable of autonomous actions. NIST said: “The Initiative will ensure that the next generation of AI—AI agents capable of autonomous actions—is widely adopted with confidence, can function securely on behalf of its users, and can interoperate smoothly across the digital ecosystem.”

The initiative is standards and infrastructure work, not a claim that NIST has certified AI agents as safe. Its stated focus on shared protocols, identity, and security reflects a practical challenge: systems that act across services need ways to communicate and to establish which agent is acting, while maintaining safeguards for users.

How the three stories differ

  • Apple WPS: The mechanism is geolocation of wireless access points; the central concern is how location information can support surveillance. The academic work documents scenarios, not a prevalence rate.
  • Canada: The issue is the scope of lawful access and provider obligations. NSICOP’s 2025 report and the government’s Bill C-22 explainer distinguish those obligations from compelled encryption backdoors.
  • NIST: The focus is AI measurement, evaluation, voluntary standards, and agent interoperability and security—not a single product or a law-enforcement access system.

Together, the stories show why the mechanism and the institution matter. A location capability, a legal request for communications assistance, and a standards initiative raise different questions about privacy, cybersecurity, and public accountability; treating them as interchangeable obscures what each proposal or system actually does.
