India’s wheat minimum support price (MSP) for rabi marketing season 2027–28 is ₹2,610 per quintal, up ₹25 from the prior season. The Hindustan Times editorial “Prudent price support for the farm sector,” published 2 October 2026, argues that this restrained increase is justified by government wheat stocks and broadly stable cultivation costs. Those are the editorial’s reasons; the government’s announcement confirms the new price and its cost estimate, but does not independently establish the editorial’s claims about stocks or subsidy effects.
What changed in the 2027–28 rabi MSP announcement?
On 30 September 2026, the Union Cabinet approved minimum support prices for six listed rabi crop groups for marketing season 2027–28. Wheat increased by ₹25 per quintal. Several other crops received larger increases, though the size of an increase alone does not show whether a crop’s final MSP is high or low relative to its estimated production cost.

Figures are from the Press Information Bureau’s 30 September 2026 announcement. The listed margins are the government’s estimates over all-India weighted-average production costs, not a guaranteed return for each farmer. The prior-season wheat MSP shown by the release was ₹2,585 per quintal.
Why does the editorial call the small wheat increase prudent?
The Hindustan Times editorial’s case is that restraint is reasonable when wheat stocks are already in excess and cultivation costs have remained broadly stable. It says fertilizer-price pressures did not translate into a comparable increase in overall costs in part because subsidies absorbed commodity shocks. The editorial also points to a weak monsoon and possible production headwinds, but those claims should be treated as the editorial’s assessment: the cited Cabinet release does not verify the stock position, the effect of subsidies on farmers’ costs, the rainfall comparison or realized crop effects.

The policy argument is therefore narrower than “farm costs do not matter.” It is that a large price increase may not be needed if the government’s stock position and the relevant cost measure support a smaller adjustment. Whether that judgment is sound depends on evidence about stocks, costs and farm-level conditions beyond the MSP announcement itself.
How should wheat’s increase be read alongside the cost estimate?
The government puts wheat’s 2027–28 production cost at ₹1,264 per quintal and its estimated MSP margin at 106%. Its published cost measure includes paid-out costs—such as hired labour, rent for leased land, seed, fertilizer, irrigation, equipment depreciation, working-capital interest, fuel, electricity and miscellaneous expenses—plus the imputed value of family labour. It is not simply a tally of cash expenses paid by a farmer.

That distinction matters when comparing the official figure with an individual farm’s accounts or a different cost concept. A farmer’s own cash outlay may not include an imputed value for family labour, while the official estimate does. The reported 106% margin also means the MSP is estimated to be 106% above that published cost measure; it is not evidence that every wheat grower receives that margin after selling.
How does India set MSPs?
The government fixes MSPs for 22 mandated crops on recommendations from the Commission for Agricultural Costs and Prices (CACP), after considering views from state governments and central ministries. Its stated framework since 2018–19 is to set MSP at a minimum of 1.5 times the all-India weighted-average cost of production. This is a policy floor, not a rule that every crop’s published margin must be exactly 50%: in the 2027–28 table, estimated margins range from 50% for safflower to 106% for wheat.

The government’s summary of CACP recommendation factors lists production costs; domestic and global demand and supply; domestic and international prices; price parity between crops; terms of trade between agriculture and non-agriculture; likely effects on the wider economy; and the minimum margin policy.
Does the government buy every crop at MSP?
No. An MSP announcement sets a support-price policy; it does not mean every farmer can automatically sell every unit of output to the government at that price. The government describes procurement as applying to marketable surplus and says agencies procure when market prices fall below MSP, under crop-specific arrangements.

The government’s 4 August 2026 MSP overview reports procurement of 12,819 lakh metric tonnes across all 22 mandated crops from 2014 through June 2026 and MSP payments of ₹27.80 lakh crore over that period. These are aggregate government figures; they do not imply universal purchase access for every crop, farmer or harvest. The same overview describes a separate Market Intervention Scheme for perishable produce not covered by PSS; that is distinct from the rabi MSP decision.

The wheat MSP rose modestly while its stated margin over the official cost estimate remained higher than the 50% policy floor. Other rabi crops received larger rupee increases, and their estimated margins differ substantially. Together, those figures explain why a ₹25 wheat increase can be viewed as cautious rather than automatically inadequate.

They do not settle whether the increase is sufficient for every wheat-growing region or farm. The official announcement gives a nationwide cost estimate and policy rates; the editorial supplies an argument about stocks and cost pressures. Assessing those claims requires keeping the national MSP decision separate from the circumstances of individual farmers and from whether procurement is available to them.
