Interframe coding compresses video by predicting a picture from other pictures, then encoding the motion and the parts the prediction got wrong. I-, P- and B-pictures describe different prediction methods. MPEG-2 Part 2 and MPEG-4 Visual both use motion-compensated prediction with transform coding, but MPEG-4 Visual adds tools and covers a broader range of applications. “MPEG-4” is a standards family, not the name of one codec.
How does interframe compression work?
Adjacent video pictures often contain much of the same visual information. Rather than encode every picture independently, an interframe codec uses one or more reference pictures to predict a new picture. It sends motion information to describe how image regions have moved, then encodes a residual: the difference between the prediction and the actual picture.
The residual is transformed and quantized. Transform coding represents patterns in the difference efficiently; quantization reduces precision to save bits. If a prediction is close, the residual is small and needs fewer bits. This is why interframe coding can represent a sequence more compactly than encoding each picture on its own.
MPEG-2 Part 2 and MPEG-4 Visual use a hybrid approach combining motion-compensated prediction with discrete cosine transform (DCT)-based coding. The ISO description of MPEG-2 Part 2 calls its basic coding algorithm a hybrid of motion-compensated prediction and DCT.

What are I-, P- and B-pictures?
The letters indicate how a picture is coded and which other pictures may be used to predict it. MPEG-4 Visual uses the term VOP (video object plane) for these picture types: I-VOP, P-VOP and B-VOP.
I-pictures: coded without another picture as a reference
An I-picture is intra-coded: its prediction does not depend on another picture. It can provide a starting point for other predictions, but it does not exploit similarities with surrounding pictures in the way P- and B-pictures do.

P-pictures: predicted from a past reference
A P-picture is predicted from a past reference picture using motion compensation. The encoder signals motion information and the residual needed to reconstruct the picture from that prediction.
B-pictures: predicted using pictures before and after in display order
A B-picture uses bi-directional prediction from reference pictures that come before and after it in display order. Using information from both directions can produce better compression than an equivalent one-directional prediction picture. The trade-off is that the decoder needs the reference pictures and may have to reorder pictures, increasing buffering and decoder delay.

Why do codecs use motion compensation?
Motion compensation helps avoid encoding the same moving image content from scratch in every picture. Instead, a codec describes how a region relates to reference content and encodes what remains different. This is especially useful when much of a scene changes little between pictures or moves in a way the codec can predict.
The motion model affects both compression and implementation. Block size and motion precision determine how flexibly a codec can describe movement; global motion tools can represent broader movement patterns. More sophisticated tools can improve prediction but may increase encoder or decoder complexity. B-picture prediction also introduces a reordering and buffering trade-off.

How do MPEG-2 and MPEG-4 Visual compare?
MPEG-2 (ISO/IEC 13818) is a suite of standards for digital television; ISO/IEC 13818-2 specifies its video coding. MPEG-4 (ISO/IEC 14496) is a broader suite for multimedia in fixed and mobile web environments. MPEG-4 Part 2 specifies Visual coding, while Part 10 specifies Advanced Video Coding (AVC). The comparison below is specifically between MPEG-2 Part 2 and MPEG-4 Visual, not MPEG-2 and every standard in the MPEG-4 family.

The distinctions are not a simple ranking of quality. A result depends on the profile and level, resolution, frame rate, chroma format, encoder settings and decoder constraints. MPEG-4 Visual tools can offer more flexibility, but that does not guarantee a better-looking encode at every bitrate or make every implementation simpler.

What do profiles and levels mean?
A standard can define more tools and operating conditions than every decoder or application needs. Profiles and levels specify practical subsets and parameter limits. They help identify what a particular stream requires and what a compatible decoder must support; they can constrain factors such as resolution, bitrate, buffer use and decoder resources.
Both standards address interlaced material as well as progressive pictures, but the usable modes depend on the relevant profile and level. A standard name by itself therefore does not tell you the exact capabilities or requirements of a specific encoded video.
Is MPEG-4 the same as MP4?
No. MPEG-4 is a family of standards, and MPEG-4 Visual (Part 2) is distinct from MPEG-4 Part 10 AVC. MP4 is a file-format or container specification within the MPEG-4 family; an MP4 filename does not establish that the video is encoded with MPEG-4 Visual. The container and the video codec are separate pieces of information.
What does MPEG-4 Visual’s bitrate range mean?
A 2002 MPEG overview gives MPEG-4 Visual a typical supported bitrate range of 5 kbit/s to more than 1 Gbit/s. This is a standards capability range, not a promise of acceptable quality at every bitrate. Bitrate alone cannot establish quality without the encoding context, including profile, level, resolution, frame rate, chroma format and encoder settings.
