This inserts the row instead of pasting over existing data. The steps apply to current Excel versions and editions listed by Microsoft, including Microsoft 365 and Excel 2016–2024. Move a row with Cut and Insert Cut Cells

Click the row number at the left edge of the worksheet to select the entire row. To move only part of a row, select just that cell range instead.

Press Ctrl+X on Windows, or choose Home → Cut.

Right-click the row number where the cut row should be inserted. Choose Insert Cut Cells. To place the moved row before a particular row, right-click that row. Excel inserts the cut cells at the chosen position and shifts existing cells rather than using ordinary paste-over behavior. Microsoft documents this insertion method.

Check the moved row and the surrounding data. If the workbook contains linked calculations, verify that formulas and references still produce the expected results.

A cut-and-insert move carries the row’s contents, including formulas and their resulting values, comments, formatting, and hidden cells. Use Copy or Ctrl+C instead only when you want to leave the original in place.
Move a row by dragging it
Dragging can be quicker for a nearby row, but the result depends on the drop location and modifier key: Excel’s mouse workflow can insert or replace cells, and can move or copy them. Keep any modifier key pressed throughout the drag, and confirm the pointer and destination before releasing. Microsoft notes that nonadjacent rows cannot be moved or copied with the mouse. If the result is unclear or you need to avoid replacing data, use Cut and Insert Cut Cells instead. See Microsoft’s drag-and-drop guidance.

Select the row by clicking its number.

Point to the border of the selected row until the move pointer appears.

Drag the row to the intended position, using the appropriate modifier key if you want Excel to copy or change how the drop is handled.

If a drag replaces cells unintentionally, press Ctrl+Z promptly to undo it.
If dragging is unavailable or warns about overwriting
Excel’s drag-and-drop editing is on by default, but it can be disabled. In Excel options, check Advanced → Editing options → Enable fill handle and cell drag-and-drop. The same area includes Alert before overwriting cells, which can warn when a drop targets occupied cells. Labels or paths can vary by Excel edition. Microsoft’s Advanced options documentation.

Moving a worksheet is different from moving a row
To reorder an entire worksheet, drag its sheet tab along the tab row. That changes the worksheet’s position in the workbook; it does not move a row of data. Excel for the web also has limitations when moving a sheet to another workbook: Microsoft documents copying its data into a new worksheet as a workaround and warns that conditional formatting is lost.
