WAP over SMS-GSM carried WAP datagrams using GSM point-to-point SMS as the bearer. The Wireless Datagram Protocol (WDP) adapted WAP traffic to that bearer; SMS did not replace WAP’s session, transaction, security, or application layers.
Where SMS fit in the WAP stack
WAP was a layered protocol suite, not a synonym for SMS. A simplified path for a WAP exchange over SMS was:
WAE application → WSP → WTP → WTLS (if used) → WDP/SMS adaptation → GSM SMS (GSM 03.40) → SMS network elements
The Wireless Application Environment (WAE) handled the application and content side, including technologies such as WML and WBXML. WSP and WTP supplied higher-level session and transaction functions; WTLS could provide security. WDP sat beneath those layers and adapted datagrams to the selected bearer. The Open Mobile Alliance’s WAP-259-WDP specification describes a protocol profile for WDP operating over the SMS bearer service.

How WAP data travelled over SMS
The WDP GSM adaptation used the GSM point-to-point SMS rules referenced as GSM 03.40. A WAP datagram did not have to fit into one SMS: the WDP conformance material identifies separate long and short fragmentation information elements for sending and receiving. Those elements support splitting a datagram for transport and reassembling it at the receiving WAP implementation.
The specifications identify the adaptation and fragmentation mechanisms, but the reviewed material does not establish one universal message size, delivery time, throughput, or error rate for WAP over SMS. Those figures should not be inferred from the protocol profile alone.

Was WAP the same as SMS, or could a WAP page be sent as a text?
No. SMS was the transport bearer in this arrangement; WAP was the protocol suite using it. WAP traffic could include requests and responses for an application or content, carried as datagrams. That is different from sending a page’s readable text as an ordinary SMS. WAP content and encoding, such as WML and WBXML, belonged to the application/content side of the stack, not to SMS itself.
How SMS compared with other WAP bearer options
The WDP GSM conformance material lists several possible bearers. They were alternatives beneath WDP, not different names for WAP.

| Bearer | What the cited WAP material establishes | What that means for the comparison |
|---|---|---|
| SMS | Listed as the “SMS bearer service” for GSM, with GSM 03.40 referenced and long and short fragmentation information elements specified. | WDP adapted datagrams to point-to-point SMS; fragmentation support is explicitly identified. |
| USSD | Listed as a separate GSM bearer option. The WAP-over-USSD specification references GSM 03.90 for USSD stage 2 and GSM 03.38 for alphabet information. | USSD and SMS are distinct bearer services with different standards references; they should not be treated as one “WAP over GSM” mode. |
| GPRS | Listed as another bearer choice in the WDP GSM conformance material. | The listed profile establishes it as an alternative bearer, not a universal performance comparison with SMS. |
| Circuit-switched data | Listed as another bearer choice in the WDP GSM conformance material. | The listed profile establishes it as an alternative bearer, not a universal performance comparison with SMS. |
| Cell broadcast | Listed as another bearer choice in the WDP GSM conformance material. | The listed profile establishes it as an alternative bearer, not a universal performance comparison with SMS. |
The WDP material identifies these profiles but does not supply a universal numeric benchmark for latency, reliability, adoption, or throughput. A comparison beyond the documented bearer distinctions depends on the network, implementation, and use case.

| 3 July 2001 | WAP Forum technical index. | The index identifies the contemporaneous WAP specification set. |

What the standards do—and do not—tell us
The documents establish how WDP could use GSM SMS and identify fragmentation information elements and alternative bearer profiles. They do not provide a single authoritative statistic for how widely WAP over SMS was used, or a universal figure for its speed, latency, or error rate. The specification dates above describe documents, not market usage.
