The companies design, build, own and operate the spacecraft and related systems; NASA sets crew-safety and performance requirements, oversees the work and decides whether each integrated system is certified for NASA astronaut flights. As of June 2026, SpaceX’s Crew Dragon system was flying regular NASA crew rotations, while Boeing’s Starliner remained uncertified.
How the public-private arrangement works
Commercial Crew is a transportation-service program, rather than NASA buying and operating its own crew spacecraft. NASA defines what a system must do and the safety standards it must meet. Each provider selects its design, develops and operates the spacecraft and supporting infrastructure, and completes contract milestones under NASA oversight. NASA describes the contracts as fixed-price service agreements, with payments after successful completion of milestones, according to its program overview and FY 2027 budget request.
This differs from NASA’s older model, in which the agency owned the hardware and infrastructure and closely managed development and operations. Under Commercial Crew, private ownership and operation coexist with NASA’s requirements, technical insight, oversight and certification authority. NASA’s stated rationale is that buying transportation as a service allows the agency to focus resources on deep-space exploration while commercial companies concentrate on low-Earth-orbit transport; that is NASA’s program rationale, not a measured comparison of costs or productivity.
Which spacecraft are part of the program?
SpaceX Crew Dragon and Falcon 9
Crew Dragon is an autonomous spacecraft launched on SpaceX’s Falcon 9 rocket. NASA says the capsule can carry up to seven passengers, but NASA missions carry up to four crew members. Crew aboard can monitor and control the vehicle, alongside SpaceX mission control. NASA certified the integrated Crew Dragon system in 2020, and it is conducting regular ISS crew-rotation missions. NASA’s Office of Inspector General reported 12 crewed missions since certification in its June 30, 2026 summary; that count is specific to the report date and will change as flights occur. Boeing CST-100 Starliner
Starliner is Boeing’s autonomous commercial crew spacecraft, but it should not be described as an operational, NASA-certified crew transportation system. NASA’s OIG reported in June 2026 that Starliner remained uncertified after three flight tests exposed significant issues with varying levels of mission risk. NASA’s FY 2027 budget request describes Starliner-1 as a planned cargo flight to validate upgrades made after the June 2024 Crew Flight Test; certification work remains to be completed.
For a future NASA crew mission, Starliner is intended to carry up to four NASA-sponsored crew members and about 220 pounds of critical supplies, hardware and scientific research. Those are intended mission capabilities, not evidence that it is currently certified for NASA astronaut transport. Its Crew Flight Test launched on a United Launch Alliance Atlas V in June 2024. NASA says propulsion anomalies extended the planned 8–14-day mission to 93 days in orbit, and that the investigation report detailed 61 corrective recommendations for future crewed Starliner missions. What NASA certification means
A company’s participation in Commercial Crew, or the completion of a test flight, does not by itself authorize its spacecraft to carry NASA astronauts. NASA evaluates whether the complete crew transportation system meets agency safety and performance requirements. The evaluation covers flight-test data, hardware and software requirements, design and construction standards, engineering and management processes, and performance in the flight environment, according to NASA’s press kit.

Certification is therefore about the integrated system, not just the capsule: spacecraft, launch vehicle, operations and supporting elements must be assessed together. NASA certified SpaceX after reviewing uncrewed and crewed flight-test evidence. Starliner’s continuing certification work illustrates that flight tests can reveal issues requiring further resolution rather than automatically completing the process. NASA’s FY 2027 budget request says the Starliner system still must complete certification.
What the contract figures do—and do not—show
NASA announced on September 18, 2026, that a $946 million modification added Crew-15, Crew-16 and Crew-17, bringing the total number of SpaceX missions under the Commercial Crew Transportation Capability (CCtCap) contract to 17. NASA gave the total SpaceX CCtCap contract value as $5.92 billion. The modification covers ground, launch, in-orbit, return and recovery operations, mission cargo, and docked lifeboat capability. NASA’s FY 2027 budget request distinguishes the Crew and Cargo Program, which funds missions, from Commercial Crew Program management of CCtCap contracts and contractor oversight. The distinction matters: contract totals should not be read as a complete accounting of every expense associated with crew missions.
