Not as a supported setup. Ventoy documents booting Windows VHD/VHDX files, but VeraCrypt says it does not support pre-boot authentication for an operating system installed in a VHD/VHDX file, except when booted with appropriate virtual-machine software such as Microsoft Virtual PC. Ventoy’s VHD boot feature therefore does not provide a documented way to get VeraCrypt’s pre-boot password prompt for Windows inside that image.
Why Ventoy’s VHD support does not solve VeraCrypt pre-boot authentication
These are two separate capabilities. Ventoy’s Windows VHD Boot Plugin can boot Windows 7 or later from a VHD(X) file. VeraCrypt’s system-encryption process relies on its boot loader to request authentication before Windows starts. VeraCrypt explicitly states that it does not support pre-boot authentication for operating systems installed within VHD/VHDX files, aside from the stated virtual-machine exception. Accordingly, a Ventoy menu entry for a Windows VHD, a successful boot of that image without VeraCrypt system encryption, or a change to Ventoy’s Secure Boot policy does not establish a supported VeraCrypt pre-boot flow for the VHD. VeraCrypt’s system-encryption documentation describes encrypting a Windows system partition or drive; in EFI mode, the small partition containing boot files must remain unencrypted so firmware can load the EFI bootloader. Those design details do not document a Ventoy-to-VeraCrypt VHD workaround. See VeraCrypt’s System Encryption documentation.
What Ventoy’s Windows VHD Boot Plugin supports
If your goal is simply to boot Windows from a VHD or VHDX, Ventoy documents a plugin for Windows 7 and later. It supports Legacy BIOS and UEFI, as well as fixed and dynamically expanding VHD(X) images. The plugin does not override VeraCrypt’s stated limitation for pre-boot authentication inside VHD/VHDX. Plugin setup and compatibility checks
- Download Ventoy’s
ventoy_vhdboot.imgand place it in a directory namedventoyon the Ventoy data partition. Create that directory if it does not already exist. - Confirm that the Windows VHD(X) boots by a traditional method before troubleshooting it with Ventoy, as Ventoy recommends.
- Check the firmware mode and Windows architecture: Ventoy’s plugin supports Legacy BIOS and UEFI, but UEFI boot requires 64-bit Windows.
- Check the filesystem on the partition storing the VHD(X): Ventoy says Windows 10 version 1803 and earlier require NTFS; Windows 10 version 1809 and later can use NTFS or exFAT.
- If the image still fails to boot through Ventoy, consider bootmgr compatibility. Ventoy documents plugin-image version differences and recommends trying the appropriate versions when compatibility problems occur.
Ventoy generally recommends NTFS for hard disks and exFAT for USB drives, but the Windows-version thresholds above are the specific VHD(X) storage guidance. These checks can help diagnose ordinary Ventoy VHD boot problems; none changes VeraCrypt’s pre-boot support statement.
Secure Boot is a separate issue
Ventoy documents more than one Secure Boot policy. Its default policy bypasses checks for EFI files, while an alternative policy follows the UEFI firmware policy. Ventoy warns that its Secure Boot solution does not work on every machine and may require turning off the Secure Boot option in Ventoy and disabling Secure Boot in firmware. Those changes concern the EFI boot chain; they do not add VeraCrypt pre-boot authentication support for a Windows installation inside a VHD/VHDX. See Ventoy’s Secure Boot documentation.

What to do if you need VeraCrypt system encryption
Do not treat a Ventoy VHD boot configuration as a documented way to combine VeraCrypt system encryption with a Windows VHD. VeraCrypt’s stated exception is booting through appropriate virtual-machine software, with Microsoft Virtual PC given as an example; the documentation does not establish that Ventoy is such software or that this exception applies to Ventoy booting.
If you are troubleshooting only the Ventoy portion, first establish that the VHD(X) is traditionally bootable, then check the plugin file and directory, firmware mode, Windows architecture, host filesystem, and bootmgr/plugin compatibility. If your essential requirement is VeraCrypt pre-boot authentication, consult VeraCrypt’s supported system-encryption documentation rather than assuming that a USB filesystem, plugin version, or Secure Boot change will make the VHD arrangement supported.
