For a small decorative balloon effect, render one React element per balloon and animate them with CSS keyframes. This keeps each balloon easy to customize without adding an animation dependency. Use canvas for a particle-heavy scene, and make balloons interactive only when popping them is a real user action.
Build the effect with React and CSS
React can render balloon elements from data; CSS handles their position, color, size, and continuous upward motion. React’s Quick Start notes that “React does not prescribe how you add CSS files,” so use the stylesheet setup already used by your project. The component below uses JSX’s className, a stable key for each mapped item, and CSS custom properties for per-balloon values. See React’s Quick Start.

}The pseudo-element draws a simple string; adjust its styling if you want the string to match the balloon or look more realistic. The motion starts below the viewport, drifts sideways at intermediate keyframes, and ends above the viewport. Change the custom-property values in the data to vary each balloon without duplicating CSS rules.

Keep a decorative effect out of the way
The fixed, full-viewport wrapper lets the scene cover the screen, while overflow: hidden clips balloons as they enter and leave. pointer-events: none prevents a decorative overlay from intercepting clicks on the page beneath it. Marking the wrapper and balloons aria-hidden="true" keeps this visual-only effect out of the accessibility tree.
If the effect should cover only one section, put the wrapper inside that section and use position: absolute; give the section position: relative so it becomes the positioning context. If an ancestor’s overflow or stacking context clips the overlay, render it with React’s createPortal into a suitable DOM container. A portal changes where the DOM is placed, but React events still propagate according to the React tree. See React’s createPortal reference.

Support reduced motion
The CSS media query above stops the continuous ascent when the visitor requests reduced motion and leaves the balloons stationary. Decorative movement should not be essential to understanding or using the page. If a balloon’s motion communicates information or is part of an interaction, provide an accessible alternative rather than relying on animation alone.
Make balloons pop only when that is an actual interaction
Keep purely decorative balloons noninteractive. If users are expected to pop them, give each balloon an appropriate interactive control—typically a button—with an accessible name, keyboard support, and a visible focus state. Add a pop class or remove the balloon from state on activation; do not turn a decorative span into a click target without also providing keyboard and assistive-technology access.

A balloon-pop implementation may also need touch-specific interaction and sound behavior. A published React example discusses those considerations along with portal use and client-only loading for a Next.js server-side-rendering issue; treat those as implementation choices for that example, not requirements for every React app. See the HackerNoon implementation.
Choose CSS, canvas, or a package

For CSS, React can own the balloon data while the browser runs the keyframe animations. Use canvas if the scene’s scale or physics makes individual DOM elements a poor fit. For a package option, the balloons-js repository documents installation with npm install balloons-js, importing balloons, and calling balloons(); it identifies the project as MIT-licensed. Check its current documentation and compatibility against your app before adopting it.

Handle animation lifecycle and server rendering
React provides onAnimationStart, onAnimationIteration, and onAnimationEnd handlers for work tied to an animation’s lifecycle, such as cleanup or analytics. See React’s common component reference. For this continuously repeating effect, CSS keyframes generally do not need React state updates on every frame.
React’s ViewTransition reference supports enter, exit, update, and share animation configurations using CSS classes or Web Animations API callbacks. That can help animate state changes around the effect, but ordinary keyframes are the more direct choice for balloons continuously rising. See React’s ViewTransition reference. If an app renders on the server, keep browser-only APIs such as window and canvas setup out of server-rendered code; the CSS-only example above does not require a drawing loop or browser API calls.
