Experts warn that the U.S. military lacks enough secure, reliable semiconductor capacity to meet all its needs, particularly in a major disruption or surge. The risk is serious, but “dangerously low” is not a formal Defense Department inventory threshold: public evidence does not give one comprehensive count of military chips or show that the armed forces are simply about to run out.

Is the U.S. military running out of chips?

Not according to any public, comprehensive inventory measure. The warning is about a structural supply risk: critical chips and the facilities that make, package, and test them are concentrated overseas, while the Pentagon cannot fully trace the origin of commercial microelectronics embedded in procured systems.

A separate concern is ammunition readiness. TechInsights analyst Dan Hutcheson told EE Times that “U.S. smart-munitions stockpiles have become seriously depleted, and they mostly rely on More-than-Moore solutions.” That is a specific expert statement about smart munitions, not a published count of all military chips or proof that every category of weapon is short of semiconductors.

So the most accurate answer is: the United States has a serious exposure to disruption and insufficient secure surge capacity, but the public record does not establish a military-wide chip stockpile level or a single point at which supply becomes “dangerously low.”

How dependent is the Pentagon on overseas production?

Overseas concentration extends beyond wafer fabrication. Defense Department officials estimated that 88% of microelectronics production and 98% of assembly, packaging, and testing take place overseas, primarily in Taiwan, South Korea, and China. Those estimates appear in the U.S. Government Accountability Office’s 2025 report GAO-25-107283; they describe production and processing capacity, not the share of every individual weapon’s chips sourced from those places.

Former House Intelligence Committee chairman Mike Rogers told EE Times: “We do have some unique capability in the U.S. to produce high end [chips], but the volume is not where it would need to be.” He added that the United States supplements its capacity with worldwide purchases, including from China, and said, “We should never have put ourselves in that position. We’re going to have to unwind it.” His remarks describe the broader dependence and capacity concern; they do not quantify the origin of every chip in a defense system.

Why are military chips different from consumer chips?

Military requirements often clash with the economics of commercial semiconductor production. A defense program may need a specialized part in relatively small quantities for a platform that remains in service for decades. Commercial fabs, by contrast, tend to prioritize high-volume products and faster technology cycles. Keeping a low-volume or legacy part available can therefore require ongoing support or dedicated capacity that is difficult to justify on commercial demand alone.

The challenge is not limited to cutting-edge processors. The Congressional Research Service describes concerns across chip design, fabrication, packaging, and testing. Military systems may also need specialized technologies, including radiation-hardened, radio-frequency, and electro-optical chips. Those needs are different from simply buying the newest consumer processor.

At the leading edge, capacity is also constrained. EE Times reported expert testimony that small U.S. foundries can support older 90-nanometer and 130-nanometer work but cannot meet every advanced-chip need. The article quoted the assessment: “No trusted fab does 5-nm compute.” That statement is about trusted domestic capability for a specific advanced-computing process, not a claim that all military chips require that process. Many defense applications rely on mature or specialized technologies instead.

Why can’t the Pentagon trace every chip’s origin?

DOD relies on a network of more than 200,000 suppliers, according to GAO’s 2025 report. Its procurement systems do not provide complete visibility into lower-tier suppliers or country of origin, so the department cannot identify where all microelectronics in the goods it buys were manufactured.

At first glance, federal procurement records seem to tell a different story: they reported the United States as the place of manufacture and country of origin for nearly 100% of electronic-microcircuit obligations. GAO found that those records do not resolve DOD officials’ concerns about foreign-origin commercial microelectronics embedded farther down in defense goods. The apparent mismatch reflects limitations in procurement-record fields and incomplete visibility beyond the direct transaction—not confirmation that nearly every chip in a defense system was made in the United States.

Visibility tools do exist, including SCREEn, DIBMAP, Navy supply-chain illumination efforts, and Air Force FirstLook. GAO found these efforts were generally early, fragmented, and incomplete, and that DOD had not fully identified the resources, priorities, and timelines needed to integrate them. A 2024 Air Force assessment found commercial supply-chain tools were only 60%–70% accurate, as reported by GAO in 2025. That accuracy finding illustrates why knowing a supplier’s name or a recorded country of origin may not be enough for readiness decisions.

What is the Pentagon doing to secure the supply?

DOD uses accredited trusted suppliers and trusted-foundry or trusted-supplier standards to reduce risks across design, fabrication, packaging, testing, and distribution. These measures help manage security and integrity concerns; they do not by themselves create unlimited domestic manufacturing capacity or eliminate reliance on overseas steps in the supply chain.

The Congressional Research Service describes MINSEC as an effort to preserve secure state-of-the-art capability as well as specialized military niches, such as radiation-hardened, RF, and electro-optical chips. The broader policy problem spans several distinct choices:

GAO’s 2022 study interviewed 17 experts. All 17 agreed that workforce development needed action, and they emphasized that no single policy would solve semiconductor supply-chain risk. The policy options therefore include developing skilled workers, building domestic and allied manufacturing capacity, improving supply-chain monitoring, setting clearer federal priorities, and coordinating across agencies. These measures address different parts of the problem rather than substituting for one another.

What the warning means for military readiness

The evidence supports concern about resilience, traceability, and the ability to expand secure production—not a claim that the United States has one known, near-empty stockpile of military chips. A disruption affecting concentrated overseas production could put pressure on fabrication and on the packaging and testing steps needed to deliver usable components. Long-lived systems and specialized parts add a separate challenge because their supply may not align with the commercial market’s production cycle.

For readers asking whether the United States depends on Taiwan and China, the evidence shows that both are among the primary overseas locations named by DOD officials, alongside South Korea. It does not establish that every military chip comes from those countries, nor does it quantify a precise country-by-country share of chips in weapons. The strongest defensible conclusion is that secure capacity and supply-chain visibility remain insufficiently robust for a major surge or disruption.
