An automated license plate reader (ALPR) is configured to read vehicle registration marks and can attach each read to an image, location and time. A traffic camera is a broader category: many systems monitor traffic flow—such as vehicle presence, lane occupancy, speed or vehicle class—without identifying plates. Some systems can do both, so the meaningful distinction is what a particular camera is configured to detect, store and do, not how the hardware looks.

What an ALPR can record

An ALPR turns an image of a vehicle registration mark (VRM) into computer-readable characters. The resulting record can associate that mark with a specific location and time. The UK Home Office’s National ANPR Standards for Policing and Law Enforcement puts it succinctly: “An ANPR READ places a VRM at a specific location and time.”

Depending on the system, an ALPR record may include:

  • The machine-readable plate characters, or read.
  • An image of the plate and a wider contextual image of the vehicle.
  • The capture date and time, location or GPS coordinates, and camera or device identity.
  • Visible vehicle features, direction of travel and nearby surroundings shown in the contextual image.

These are possible fields, not a guarantee that every installation stores all of them. The UK National ANPR Standards describe typical report fields, while the UK National ANPR Service privacy impact assessment notes that images are optimized for plate reading; image quality for people is significantly reduced. An ALPR image therefore should not be assumed to identify a driver or show occupants clearly.

What traffic cameras can record

“Traffic camera” can refer to different roadside equipment, including operations cameras, enforcement cameras and traffic sensors. A machine-vision system used for traffic operations may measure vehicle presence, lane occupancy, speed, vehicle class and traffic flow. These measurements can describe how vehicles move through a road network without reading or storing their plates.

The Federal Highway Administration’s machine-vision technology synthesis says basic observation can capture no personally identifying information. It also notes that higher-resolution systems may support identifying functions, including automated enforcement or plate recognition. Whether a particular camera reads plates depends on its capabilities and configuration, as well as its authorized purpose—not merely on the fact that it monitors traffic.

How the systems overlap

ALPR is a function, not necessarily a separate-looking camera. It can be deployed on its own or as part of a machine-vision system. The FHWA synthesis lists uses that include law enforcement, tolling, travel-time measurement, average-speed enforcement and CCTV. A traffic camera may also be installed near a separate ALPR device or another sensor.

Physical proximity does not establish that systems share databases, purposes or access controls. Likewise, technical capability does not prove that an agency has enabled plate reading, retains the resulting data or shares it. Those details depend on the specific installation’s configuration and governing policy.

Why data handling matters more than the camera label

A single vehicle sighting in public is different in practical effect from a retained, searchable history of sightings. Systematic capture and retrieval can make scattered observations easier to connect over time. A DOJ-hosted research guide on license plate readers identifies collection scope, retention, access, permitted purposes, sharing, auditing and analytical tools as consequential policy questions. The guide was not published by DOJ, and its authors’ views do not necessarily represent the Department.

When comparing two systems, look for concrete answers to these questions:

  • Does it read and store plate characters, or only measure traffic movement?
  • Does it keep a plate-only image, a contextual vehicle image, or both?
  • Are location, timestamp and camera identity attached to each record?
  • What purpose triggers collection, and what purposes are permitted for later use?
  • How long do records remain searchable?
  • Who can search them, and are searches logged or audited?
  • Can data be shared or matched with another system?

Retention rules depend on the system and jurisdiction

UK National ANPR Service

The UK Home Office assessment describes a law-enforcement service used by police and other competent authorities. It says the service stores records of all vehicles passing a camera, including vehicles not known to be of interest at the time. For the relevant images in that service, the assessment states a 12-month retention period. It describes tiered access: most permitted staff can search relevant data for a maximum of 90 days from collection, while some staff may access data for up to a year subject to authorization. These figures apply to the described UK service, not to all ANPR or traffic-camera systems.

Washington state law

Washington’s ALPR statute defines an ALPR system around converting plate images into computer-readable data. It excludes certain school-bus, traffic-safety, speed-safety and photo-toll cameras when they do not interact with ALPR systems beyond specified authorized purposes. That is one state’s statutory boundary, not a nationwide definition; legal treatment varies by jurisdiction and can change.

How to check a specific roadside camera

A sign or camera housing alone may not tell you what a system records. For a particular installation, check the responsible agency’s policy, system configuration, retention schedule and current local law. Where those details are not public, signage or a public-records request may help establish the camera’s purpose, data fields, access rules and retention period.
