There is no evidence here to declare one of these tools the best coder. Choose based on the editor and workflow you want, how you will be charged for chat and agent use, and whether the product’s data terms meet your requirements. One important wrinkle: “Codeium” may no longer identify the current offering. As of October 3, 2026, the official Windsurf pricing and documentation pages redirected to Devin-branded pages, so check the live product identity and terms before signing up.

First decide where you want to work

GitHub Copilot: keep your existing editor

GitHub documents Copilot support across Visual Studio Code, Visual Studio, JetBrains IDEs, Neovim, GitHub, and CLI-related workflows. That makes it a natural candidate if you want assistance without adopting a different editor. Its documented features include completions, chat, agents, code review, CLI, and GitHub integrations, with availability depending on plan. GitHub also cautions that suggestion quality can vary with the volume and diversity of public training examples for a language.

Copilot’s context use is worth understanding: GitHub says the extension examines nearby code and may also use other open files and repository or file-path URLs to generate a suggestion. The amount of context matters when reviewing your organization’s data policies.

Cursor: consider an editor-centered workflow

Cursor presents itself as an editor-centered product, with agents, cloud agents, and team features among its offerings. Consider it if you are willing to make the editor itself part of the change, rather than simply adding an assistant to an existing IDE. Its listed features include MCPs, skills, hooks, team administration, and team-wide Privacy Mode; availability can depend on plan.

Codeium’s name needs checking

“Codeium” is a potentially stale label for this comparison. The official Windsurf pricing and documentation addresses redirected to Devin-branded pages on October 3, 2026. Devin’s plans describe features such as inline edits, Tab completions, agent quotas, cloud agents, model choices, and team features, with differences by tier. The redirect and documentation references to Devin, Windsurf, or Codeium do not establish that every historical product, feature, or plan continues unchanged. Confirm what product you are being offered before evaluating or paying for it.

Match the assistant to the work you actually do

“AI coding” combines several different activities. Compare each tool against your routine tasks, not a broad label such as “agentic.”

  • Inline completion and next edits: Useful for filling in code while you work. GitHub says paid-plan code completions and next edit suggestions do not consume AI Credits; check the current plan terms for other limits.
  • Chat: Ask questions about code or request changes conversationally. Chat can be metered differently from inline completions.
  • Multi-step agent work: Agents can handle broader tasks than a single suggestion, but their quotas or usage charges affect how much you can use them.
  • Code review and integrations: Copilot lists code review and GitHub integrations; check whether those features fit your repository and review process.
  • Cloud execution: Cursor and Devin list cloud-agent capabilities. Consider whether you need work to run beyond your local editor and how the product charges for it.

Before committing, try the same representative tasks in the tools you are considering: use your usual language, repository size, editor, and workflow. The official plan pages establish feature and billing details, not which assistant produces the best results on comparable coding tasks.

Understand what the monthly price does—and does not—cover

GitHub Copilot: credits for some interactions

GitHub says one AI Credit equals $0.01. Chats, agents, and some other interactions consume credits; code completions and next edit suggestions do not consume credits on paid plans. Feature access and usage depend on tier, so check how your likely activity draws down credits rather than treating the subscription price as unlimited access to every feature.

Cursor: included usage plus possible extra billing

Cursor says each plan includes a set amount of model usage and that additional on-demand use is billed in arrears. Its listed monthly price is therefore not necessarily a hard ceiling on spend. Review the included amount, model options, and on-demand billing controls before relying on a budget.

Devin: plan allowances and API-priced extra use

The Devin pricing information reached through Windsurf lists plan-specific daily and weekly allowances; additional usage may be bought at API pricing. Check the allowance and extra-use terms for the specific plan rather than comparing only its monthly headline price with another assistant’s.

For any of the three, estimate your cost from the features you expect to use, the amount of included usage, the unit or allowance that is metered, and the rules for extra use. Published prices and billing terms can change; confirm them on the linked official pages before subscribing.

Check privacy and team requirements before using private code

GitHub Copilot

GitHub says individual Copilot interaction data—including prompts, suggestions, and code snippets—may be used to train and improve models unless an individual opts out. It also describes separate default retention details for Business and Enterprise customers, with handling that differs by access path. Check the current terms and settings for your account type and the way you access Copilot.

Cursor

Cursor says that when Privacy Mode is enabled, code data is not used for training by Cursor or its model providers. The setting can be enabled in settings or by a team admin. Confirm that it is enabled for the account and workflow where you plan to use it.

Devin / Windsurf / Codeium

The reviewed Devin plan and usage pages do not establish equivalent details for private-code retention or model training. If those terms are decisive, consult current contractual privacy and security documentation for the specific offering; do not infer that its data handling matches Copilot or Cursor.

For teams

Compare centralized administration, identity controls, analytics, access controls, and contractual options—not just per-seat pricing. The vendors advertise different team and enterprise capabilities, and the published plan pages do not make them interchangeable. Have an administrator verify the terms and controls required by your organization before rolling out an assistant.

A practical way to choose

  1. Start with editor fit. If you want to stay in an existing supported IDE, evaluate Copilot first. If you are open to an editor-centered workflow, include Cursor. If considering Codeium or Windsurf, first verify which current product and plan the official page offers.
  2. List your common tasks. Separate completions, chat, multi-step agents, review, and cloud execution. Choose a trial or plan that actually supports the work you need.
  3. Estimate usage, not just subscription cost. Check Copilot’s AI Credit use, Cursor’s included model usage and on-demand billing, or Devin’s allowances and API-priced extra use against your expected activity.
  4. Confirm data rules. Review the relevant training, retention, privacy settings, and team terms for your exact account and access path before sending private code.
  5. Test on your own work. Compare results on representative tasks in your language and repository. The official materials cited here do not provide an independently controlled head-to-head performance result.
