Its Content Credentials can show who or what created an asset, which edits or tools were recorded, and whether AI use was declared. That context can inform a verification decision—but it does not prove that the scene, caption, or claim is true.
What C2PA and Content Credentials are
The Coalition for Content Provenance and Authenticity (C2PA) publishes an open technical standard for recording and checking the provenance of digital media. A Content Credential, also called a C2PA Manifest, is a cryptographically bound record associated with an asset. It can contain assertions about the asset’s origin, when it was created, how it was edited, which tools were used, and whether AI was involved.
The record is digitally signed. A verifier can check whether the credential has been altered and use trust lists to assess the signer. The standard is designed for a workflow in which provenance can be carried forward from capture through editing and publication.
How the provenance record works
- A creator or device makes assertions about an asset and signs a C2PA Manifest.
- As compatible tools make changes, they can add those actions to the provenance history while preserving earlier recorded provenance.
- A verifier checks the signature, the integrity of the manifest, and the signer’s trust relationship.
- A person or platform can use the resulting provenance information as context alongside editorial review, fact-checking, or other forensic checks.
For example, a credential might indicate that a photograph came from a named camera or publisher, was cropped in a particular application, or had generative AI use declared in its workflow. Those details help a reviewer understand the file’s documented history rather than relying only on an unlabeled copy.

How C2PA can help counter misleading information
Misleading media often circulates without enough context to judge its source or how it was changed. When a credential is present and verifies, it can give a reader, newsroom, or platform a checkable provenance signal. That may make it easier to distinguish a documented edit or declared AI-assisted workflow from an unsupported account of where an image came from.
The value is contextual, not conclusive. Provenance can help a newsroom assess a submission or help a platform present information about an asset, but people still need to evaluate the source, the surrounding claim, and the evidence for the event being depicted.

What C2PA can and cannot prove
What a valid credential can establish
- Whether the recorded provenance information is well formed and has not been tampered with.
- What origin, edits, tools, or declared AI involvement the credential records.
- Whether the signer can be assessed through the relevant trust relationship.
What it cannot establish
- Whether the depicted event actually happened as shown.
- Whether a caption or claim about the asset is accurate.
- Whether an image is free from deception simply because its credential is valid.
- Whether every deepfake or other misleading asset will be detected.
C2PA’s explainer states that “Content Credentials do not provide value judgments about whether a given set of provenance data is ‘true.’” A signed record can establish the integrity and origin of the provenance statement; it does not independently verify the real-world truth of that statement or the media’s subject.
Why credentials may be missing
Use of Content Credentials is opt in, and their usefulness depends on compatible capture, editing, publishing, and verification systems preserving the manifest. A platform or other transformation may strip metadata, removing the provenance signal from a copy. Conversely, an asset without a visible credential is not thereby proven fabricated: it may never have had one, or its credential may not have survived the workflow.

C2PA sets goals that include scalability, interoperability, applicability across a whole workflow, security, accessibility, and mitigation of harms. Those are design aims; the presence or absence of a credential on an individual file does not by itself tell you how widely C2PA is adopted or whether every system in its path preserved the record.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to use a Content Credential responsibly
- Check whether the credential verifies and what history it actually records.
- Assess the signer and the context in which the asset was created or published.
- Compare the documented history with the caption, source, and claim being made.
- Use independent reporting, fact-checking, and other relevant evidence to assess whether the depicted event or claim is true.
- Treat missing credentials as missing context, not as proof of fabrication.
C2PA’s technical specification describes provenance as a way for creators and editors to disclose how an asset was created and changed. That disclosure can make misleading claims about an asset’s history easier to question, while leaving factual judgment where it belongs: with evidence about the claim itself.
