Pakistan’s medical regulator, PM&DC, announced a major organizational restructuring and a move toward fully digital operations on 17 October 2025. Its plan puts registration, licensing, accreditation and human-resources management in an Enterprise Resource Planning (ERP) system, while examination registrations for MDCAT, NRE and NEB are also being digitized. Separately, PM&DC has reported substantial portal use and faster application processing, though those figures are regulator-reported rather than independently audited.
What PM&DC’s restructuring and digital transformation include
The Pakistan Medical and Dental Council (PM&DC) described the initiative as a comprehensive institutional restructuring intended to modernize operations and align them with global best practices. The 17 October 2025 announcement combines changes to staff roles and oversight with a planned expansion of digital services.
Organizational and workforce changes
- PM&DC says it reviewed and redesigned its organizational structure and formally defined job descriptions.
- It said key vacant positions were being filled.
- Monthly and annual performance assessments, including Annual Confidential Reports (ACRs), were introduced.
- The plan also includes employee training, a performance-based monetary reward system and a new internal-control system.
These measures are intended to make responsibilities and performance more explicit. The announcement describes the changes and intended mechanisms; it does not report measured results from them.
The planned ERP system
PM&DC says it is transitioning to a “fully 100% digital environment” through an Enterprise Resource Planning (ERP) system. The stated scope covers registration, licensing, accreditation and HR management. The Council also describes a digital interface for applicants, institutions and practitioners. Which services are being digitized
The transformation spans routine regulatory work and examination registration. PM&DC’s announcement names these areas:

These are the services and capabilities named in the release, not confirmation that every workflow is already end-to-end digital. For applicants, institutions and practitioners, the practical distinction is between existing portals and the broader ERP transition PM&DC announced. The Council’s announcement does not specify which functions are live in each system.

What the reported portal figures show
In an earlier update dated 4 October 2025, PM&DC said its Registration, Postgraduate Qualification, Experience & Faculty, and MDCAT portals had improved efficiency, transparency and accessibility. The Council attributed backlog reduction and faster processing to the portals and e-certification. Associated Press of Pakistan (APP) reported the following figures supplied by PM&DC:

APP also reported PM&DC’s statement that most cases were completed within 3–4 working days and that applicants could track cases online. The figures are reported performance statistics, not an independently audited assessment; they do not establish that every application type, case or future ERP workflow will meet that turnaround. What doctors, students and medical colleges should expect
Doctors and practitioners
Registration and licensing are within the stated ERP scope. PM&DC also reported completed full-license and Good Standing Certificate cases, online case tracking and e-certification. In August 2024, the Council said it would develop electronic certificates for license renewals and Good Standing Certificates to reduce processing time and make the service more convenient. Students and examination candidates
MDCAT, NRE and NEB registration systems are among the examination services PM&DC said it was digitizing. The announced features are online registration, real-time tracking and automated processing. The release does not provide a rollout calendar or explain whether all examination-related steps beyond registration are included.
Medical and dental colleges
Accreditation is expressly included in the ERP scope, and PM&DC says its digital interface is intended for institutions as well as individual applicants and practitioners. The announcement does not detail college-specific workflows, submission requirements or launch dates, so institutions should rely on current PM&DC instructions for any live application.

The public announcements establish the reform’s intended scope and provide portal figures PM&DC reported through APP. They do not establish that the ERP is fully deployed, that every named service has moved online, or that the reported processing times apply consistently across service types. Implementation may have changed since the October 2025 releases; applicants should check the relevant PM&DC portal and current notices for the status of a specific service.
