To take raw data into a report colleagues can use, work through six distinct stages: connect to the source, shape the data, build a reusable semantic model, create report pages, publish to a Power BI workspace, and distribute the finished content. Each stage hands a different kind of work to the next; a polished chart cannot compensate for unclear data or a model that gives calculations inconsistent meanings.

1. Connect Power BI Desktop to the right data

Start by identifying the source, who owns it, and how Power BI will reach it after publication. In Power BI Desktop, connect to the source and select the data needed for the report. Sources may be cloud-hosted, on a private network, or part of a more involved architecture; there is no single connection pattern for every organization. Microsoft’s Power BI documentation covers the available scenarios.

  • Confirm the source and the account or credentials used to connect.
  • Check whether the Power BI service can reach the source when the report is online. A local or on-premises source may need a gateway for service refresh.
  • Decide how current the data needs to be and whether Import or DirectQuery better fits that requirement.

Import and DirectQuery affect freshness differently

With Import storage mode, a data refresh loads source data into the semantic model. With DirectQuery, report visuals query the source when refreshed. The choice affects where queries run and how freshness works; it should be made with the source, expected use, and refresh needs in mind. Microsoft describes the different refresh operations in its Power BI data refresh documentation.

2. Shape the data in Power Query

Use Power Query to select, clean, set data types, and combine the data before loading it. The goal is to make the tables suitable for analysis, not merely to make them look tidy. In particular, understand what one row represents in each table—the table’s grain—and resolve inconsistent or ambiguous source data before building visuals.

Data preparation is distinct from modeling: shaping makes the input usable, while relationships and calculations belong in the semantic model. Microsoft groups these topics in its data transformation, shaping, and modeling documentation.

3. Build a reusable semantic model

Before spending time on page layout, define how the tables relate and establish the calculations people should reuse. The semantic model is the shared data and calculation layer underneath the report; report pages present analysis built on it. Clear relationships and measures help keep a given business calculation consistent across pages and reports.

4. Create report pages for the audience’s questions

In Power BI Desktop, use report pages and visuals to answer the questions the intended audience needs to act on. Choose a visual because it clarifies a comparison, trend, or detail—not simply because it is available. Keep the distinction clear: the report is the reader-facing analysis, while the semantic model supplies the underlying data, relationships, and reusable calculations.

5. Publish the report and model to a workspace

Publishing a Power BI Desktop file creates service-side report and semantic-model artifacts in a Power BI workspace. When publishing from a local drive, the PBIX file itself remains on that drive; the data and model are loaded into the service semantic model. The local file and the online artifacts are therefore not one automatically synchronized copy. For a local-file source, refresh the service model as needed to keep its data current. Check whether the service can reach the source

A service-side model needs a working connection to its source for refresh. For a source on a private or on-premises network that the service cannot reach directly, configure a gateway and add the source to it. The server and database names in the gateway definition must match those used by the Desktop connection; a model using multiple sources needs each source configured. Restrict access to gateway data-source connections to trusted accounts with only the necessary privileges. Microsoft details the setup in Add or remove a gateway data source.

Cloud sources use cloud connections instead. Connection and licensing requirements depend on the connection pattern and workspace; Microsoft’s page on connecting to cloud data sources in the Power BI service describes the relevant options. Because service licensing and role requirements can change, check the current rules for your tenant and workspace.

6. Refresh and maintain the published report

“Refresh” can mean several different operations in Power BI, including semantic-model data refresh, OneDrive refresh, query-cache refresh, tile refresh, and report-visual refresh. Identify which layer needs updating rather than assuming one refresh action updates everything.

  • Imported data: a data refresh loads data from the source into the semantic model.
  • DirectQuery: refreshed visuals query the source; scheduled semantic-model data refresh does not apply in the same way as it does to imported data.
  • Open report pages: refreshing the imported model does not necessarily redraw visuals already displayed in a browser. The report visuals may need a refresh of their own.

Source schema changes require special care. If a source column or table is renamed or removed, service refresh can fail because schema refresh is not performed there in the same way. The documented recovery path is to refresh the schema in Desktop and republish. Check the affected report visuals, DAX expressions, security rules, and relationships as well: a schema change can break them. For current operation details, consult Microsoft’s refresh guidance.

7. Distribute the finished content with an app

A workspace is where the published report and semantic model live; an app packages content for its audience. Use the app when you want to give intended consumers a governed way to access the content rather than treating workspace collaboration and audience consumption as identical.

Permissions serve different purposes. App or report viewing access lets consumers read the content; workspace roles govern collaboration in the workspace; Build permission on the semantic model lets a consumer reuse that model in their own reports or Excel analyses. One permission does not automatically provide the others. After changing app content, update the app so its audience can see the changes. Choose the right deployment path for your situation

Decision What it changes What to check
Import or DirectQuery Import loads source data into the semantic model during data refresh. DirectQuery visuals query the source when refreshed. Freshness needs, source availability and responsiveness, and the intended refresh behavior.
Cloud or on-premises source A cloud connection can connect to a cloud source; a source unreachable from the Power BI service may require gateway infrastructure. Service reachability, connection setup, and gateway source-name matching where a gateway is needed.
Workspace collaboration or app consumption Workspace roles support collaboration; an app packages content for its audience. Build permission allows reuse of the semantic model. Whether each person needs to edit collaboratively, view content, or build something from the model; verify current license and capacity conditions.
