You can turn an HTML template into a WordPress theme by splitting its layout into WordPress templates, replacing fixed content with WordPress data, and loading its CSS and JavaScript through WordPress. Choose a classic PHP theme to preserve a developer-controlled layout and PHP logic; choose a block theme if you want to build the layout from blocks and edit it in the Site Editor.
Choose between a classic theme and a block theme
WordPress supports two main theme models. Classic themes primarily use PHP, JavaScript, and CSS. Block themes use HTML files containing block markup and can be edited in the Site Editor. See the WordPress Theme Developer Handbook for an overview of theme types.

A classic theme is often the simpler migration when the source is a finished HTML design: retain its markup and divide it among PHP files. A block theme requires translating layout regions into blocks, but gives site owners more visual editing control. WordPress describes block templates as HTML files with block markup; see Templates.
Convert the template into a classic WordPress theme
1. Create the theme folder and stylesheet
Create a directory for the theme under wp-content/themes/. Add style.css at the theme root, including a WordPress theme header so WordPress can identify it. Add index.php as the initial template and fallback. Classic themes are collections of theme files that use HTML, CSS, and PHP; see Theme structure.

2. Split the static page into reusable templates
Move repeated layout regions into files such as header.php, footer.php, and, if needed, sidebar.php. Create templates such as page.php, single.php, and archive templates for distinct content types or layouts. WordPress selects a matching template through its template hierarchy, falling back to index.php when a more specific template is unavailable. Consult the template hierarchy before deciding which files the design needs.
3. Add WordPress hooks and dynamic content
Preserve the document’s semantic structure, but add the hooks expected by WordPress: call wp_head() before the closing </head>, wp_body_open() immediately after the opening <body>, and wp_footer() before </body>. Replace placeholder titles, post text, dates, menu links, and other fixed values with WordPress template tags and the Loop, so pages display the content stored in WordPress rather than the original sample text.

4. Enqueue stylesheets and scripts
Put the template’s CSS and JavaScript in organized theme directories, then register and enqueue them from functions.php with wp_enqueue_style() and wp_enqueue_script() on the appropriate hooks. WordPress documents this approach in Including assets. Avoid relying on static relative paths such as css/main.css; a WordPress page can be served at a different route from the original static file. Use theme-generated URLs or enqueue the asset instead.
5. Install, activate, and inspect the theme
Upload the completed theme directory to the site’s themes directory, or package it as a ZIP and upload it through the WordPress Themes screen. Activate it, then check that the expected templates render and that all assets load. Theme installation and activation are not substitutes for testing the different page types the site uses.

Convert the template into a block theme
1. Add the block theme’s core files
At minimum, create style.css, theme.json, and templates/index.html. WordPress identifies these as the core files for a block theme; see the theme structure documentation.
2. Rebuild static regions as blocks
Replace static content areas with block markup. Common building blocks include Group, Template Part, Navigation, Site Title, Query Loop, Post Template, and Post Content. Although block templates are HTML files, WordPress parses their block comments to generate dynamic output. A static visual element may need to become a block that can display site data—for example, a fixed list of sample posts can become a Query Loop.

3. Make shared parts and page-specific templates
Place reusable header and footer layouts in parts/header.html and parts/footer.html, then include those parts in the relevant templates. Add templates for pages, single posts, archives, and 404 responses when the design calls for different layouts. The template and template-part conventions are described in WordPress template documentation.
4. Set design defaults in theme.json
Use theme.json to define settings such as colors, typography, spacing, and layout. Keep ordinary CSS for selectors, responsive behavior, and effects that are not expressed through those settings. For a block theme, do not copy the original static document wrappers blindly: WordPress generates standard document structure and handles many styles and scripts.

5. Activate and test in the Site Editor
After installation and activation, open the Site Editor and check the templates, template parts, navigation, query loops, and responsive styles. Confirm that the editor’s output matches the intended design and that site owners can make the edits the theme is meant to support.

- Asset paths: Replace links that depend on the source template’s folder structure with theme URLs or properly enqueued assets.
- Safe output: Use WordPress URL and escaping functions when generating links and HTML attributes. Do not insert untrusted values directly into markup.
- Functionality ownership: Keep presentation in the theme, but put site-specific functionality in a plugin where practical. Essential behavior should not disappear just because the site changes themes.
- Responsive content: Preserve the source breakpoints and test long titles, menus, featured images, archive cards, and content entered through the editor.
- Accessibility: Preserve semantic headings, labels, keyboard focus states, alt text, and visible focus indicators when replacing static placeholders with dynamic fields.
Test every template the site uses
Check the front page, a standard page, a single blog post, an archive, search results, and a 404 page. Also test navigation, any custom post types, and the site at narrow and wide screen sizes. If a page type renders with the wrong layout, review the template hierarchy or block template assigned to that content type; if layout styling disappears, check the asset URL and whether the stylesheet is loaded.
