This is a use-case guide based on the tools described by Alphr on September 30, 2026—not a benchmarked ranking. “Local” also depends on the model and configuration: a tool that can connect to a local model does not guarantee that every model or feature works offline.

The descriptions and comparisons for these selections are attributed to Alphr’s September 30, 2026 roundup. Pick by task first; then check whether the project’s current installation and maintenance status suits you.
1. Cline: for coding in VS Code
Alphr describes Cline as a VS Code extension that can plan and execute coding work, with support for Model Context Protocol. The roundup says it can connect to Ollama or OpenAI-compatible endpoints, making it a plausible choice if you want an IDE-based coding agent and intend to use a local model through Ollama.
The model matters as much as the extension. Alphr cautions that larger models work better on large repositories, which can raise hardware demands. The available information does not establish a universal model, configuration, or performance level for every Windows 11 project.

2. Observer: for lightweight local automation
Alphr presents Observer as a lightweight framework for creating and managing micro-agents that can run offline. It may suit someone comfortable writing code who wants to build small automation agents rather than use a ready-made desktop assistant.
The roundup says setup requires coding ability and describes support as limited. No independent current documentation or project-health information is established here, so verify that its instructions and supported setup match your needs before building a workflow around it.

3. Ollama: for running local models
Ollama is the runtime in this selection, not a complete agent for every task. Alphr describes it as a local model backend that other tools can connect to. Its Windows download page states that Windows 10 or later is required, which includes Windows 11.
Check model memory guidance before choosing a model
Ollama’s Llama 2 library page gives general memory guidance of at least 8GB RAM for 7B models, 16GB for 13B models, and 64GB for 70B models. These figures apply to Ollama’s stated Llama 2 model guidance; they are not minimum requirements for Ollama itself or for the other agents in this list.

Ollama says local model speed depends on hardware and that large models can be slow without a strong GPU. Treat the memory figures as a starting point, not a guarantee of acceptable speed or a reason by themselves to upgrade a PC. Requirements vary with the selected model and workload.
4. AnythingLLM: for asking questions about documents
Alphr describes AnythingLLM as a desktop document assistant: import files into a workspace and query their contents. The roundup says it supports local models, but a model must run behind the application. In practice, that makes the model runtime and its hardware needs part of the setup rather than an optional detail if your goal is local processing.

That status is a material risk for a new Windows setup, but it is reported by Alphr and not independently confirmed here. If you are considering Flowise, check the project’s current repository and support status before adopting it for a workflow that needs updates or ongoing assistance.
What “local” means—and what to check before setup
Local use is a property of the full configuration, not just the app’s name. A tool may connect to a local runtime while still relying on another model or service for some configurations. Confirm which model the agent will use and where it runs; do not assume every model, integration, or feature is offline merely because local use is possible.
