Integrate software across domains by first defining what crosses the boundary and who controls each side, then agreeing on shared meaning, interfaces, security, and failure behavior before connecting systems. “Multidomain integration” is a broad description, not one standardized engineering method: linking lifecycle tools, exchanging engineering models, combining research data, and coordinating cloud environments call for different solutions.
What multidomain integration means
In this article, multidomain integration means connecting independently developed systems, data, tools, or teams that belong to different technical or organizational domains. The aim is not simply to make one component call another; it is to make the components work together for a larger application or process.
NIST described systems integration as getting independently developed software components to communicate in support of a business application. Its 2003 report observed that newer technologies had changed integration problems but had not eliminated them. More recently, the Software Engineering Institute described large systems as groups of interoperating systems developed by distinct, sometimes related, teams. NISTIR 6928 and the SEI System of Systems Navigator provide those foundational perspectives.
Why integration remains difficult
A connection can work at the interface level while still failing to support the intended workflow. Systems may use different representations, identifiers, assumptions, and definitions for the same concepts. They may also have different owners, release schedules, security policies, or expectations about who responds when an exchange fails. A successful API request, by itself, does not establish that both sides interpret a field or state change in the same way.

Tool fragmentation adds a distinct challenge. INCOSE identifies specialized tools for different disciplines, proprietary data formats, and limited standardization as obstacles to interoperability. It points to FMI and OSLC as examples addressing different parts of this problem: simulation-model interoperability and lifecycle traceability/interoperability, respectively. INCOSE’s systems engineering challenges describes that context.
The boundaries are organizational and operational as well as technical. The SEI’s System of Systems Navigator groups interoperability enablers and barriers into organizational, technical, and operational categories. The Australian Government Architecture likewise treats orchestration and secure information exchange as integration capabilities, not just interface design. See the SEI report and Australian Government Architecture integration and interoperability domain.

Identify what is crossing the boundary
Choose an integration approach based on the thing being exchanged. These categories can overlap, but they help prevent selecting a standard for a problem it was not designed to solve.
- Lifecycle artifacts: Requirements, change requests, defects, and other engineering resources need links and traceability across lifecycle tools.
- Dynamic models: Simulation or engineering models need a way to be packaged and exchanged between tools.
- Datasets and metadata: Data from different sources or disciplines needs clear descriptions of variables, structures, provenance, and processing.
- Cloud environments: Services operating across providers need coordinated identity, telemetry, configuration, data protection, and compliance controls.
Standards address different integration layers
The following options are examples, not a ranking or a claim that any one standard solves integration end to end. Match the specification to the exchange, then check whether it fits the systems and governance already in use.

| Standard or framework | What it addresses | Details and limits |
|---|---|---|
| OSLC Core 3.0 | Capabilities underpinning OSLC specifications, including lifecycle-resource linking through web and linked-data patterns. | OASIS describes standard APIs for connecting data across domains, applications, and organizations, including complex lifecycle change and configuration management. Its scope includes software development. See also the OASIS announcement about OSLC specifications for lifecycle-tool integration. |
| Functional Mock-up Interface (FMI) | Exchange of dynamic models between tools. | The Modelica Association describes FMI as a free standard that packages XML files, binaries, and C code in a ZIP-based package. Its specification page states that more than 230 tools support FMI; this is the publisher’s stated figure, not an independently audited adoption count. |
| DDI Cross-Domain Integration (DDI-CDI) | Structured descriptions that help combine information from diverse data sources and disciplines. | Developed by the DDI Alliance with CODATA, it covers variables, data structures, and provenance and processing. Version 1.0 was released in January 2025. |
| Cross-Domain Interoperability Framework (CDIF) | Recommended practices for FAIR information exchange across domain and infrastructure boundaries. | The handbook recommends use of domain-neutral metadata standards. Version 1.1 is dated June 2, 2026. |
| ISO/IEC 15474-1:2002 CDIF | Transfer of information between modeling tools. | ISO describes a semantic metamodel and transfer format. The catalog says the standard was reviewed and confirmed in 2020. |
These options operate at different layers: linking lifecycle resources is not the same job as packaging a dynamic model or describing a dataset’s provenance. Compare candidates against the actual exchange, shared semantics, coupling and vendor dependencies, traceability, security and governance, support in deployed tools, and the cost of operation and migration.
A practical process for integrating across domains
- Map the boundary. List the systems, teams, information, and workflow steps that cross domains. Record who owns and operates each side, who can authorize changes, and which decisions must remain under each owner’s control.
- Define the exchange contract. Agree on identifiers, schemas or vocabularies, interface behavior, versioning, provenance, authentication, authorization, and failure handling. Define what each exchanged field and state change means to both parties; format agreement alone is not semantic agreement.
- Select a fitting interoperability mechanism. Use a loosely coupled, standardized interface where it matches the use case and is supported by the tools in scope. For example, OSLC is aimed at linking lifecycle resources, whereas FMI is for dynamic-model exchange. Do not treat either as a universal integration layer.
- Preserve context as information moves. Keep traceability between linked engineering artifacts. When data is transformed or combined, retain enough provenance to explain its origin and processing. DDI-CDI and CDIF are relevant examples for data descriptions and cross-domain FAIR exchange, not replacements for every runtime interface.
- Test at the boundary. Check compatibility and meaning across versions, not just whether a connection succeeds. Exercise expected and invalid inputs, denied access, unavailable dependencies, partial failures, and recovery paths. Make sure each side knows whether to retry, reject, queue, or escalate a failed exchange.
- Operate the whole workflow. Monitor the integrated process across system boundaries, with ownership for alerts and incident response. Review changes to interfaces, schemas, permissions, and dependencies as part of release and change management.
When the problem is specifically multi-cloud
Multi-cloud is one narrower case of multidomain integration, not a synonym for it. A NIST announcement dated August 21, 2026, described an initial public draft of NIST IR 8613 focused on multi-cloud architecture challenges. The NIST Multi-Cloud Security Public Working Group consolidated 23 challenge areas for that draft, including structural gaps in identity and access management, telemetry and logging, configuration and change management, data protection, and compliance and authorization. That count applies to the draft’s multi-cloud analysis; it is not a measure of all software-integration challenges. See NIST’s draft announcement.
