Plan JVM performance tuning as a controlled investigation: define the workload and the outcome you need, capture a representative baseline, identify the bottleneck, change one relevant variable, and rerun the same workload. This helps distinguish a real improvement from a result caused by a different test, environment, or JDK version.
1. Define the performance question
Start by describing what is slow, under which workload, and what result would count as an improvement. “Make the JVM faster” is too broad to guide a useful experiment. A service might need lower response-time tails, greater throughput, lower CPU use, or fewer disruptive garbage-collection pauses; these are different goals and may involve trade-offs.
Separate the symptom from its possible cause. A slow operation could reflect CPU-heavy code, garbage collection, file or socket I/O, synchronization, or more than one bottleneck. Oracle’s Java SE 25 Flight Recorder troubleshooting guide describes these as distinct areas to investigate.
Record the conditions that matter
Before measuring, write down enough context to make later comparisons meaningful:

- JDK vendor and version, plus the application build.
- Host or container resource limits and relevant deployment conditions.
- The workload shape, including representative input, concurrency, and duration.
- Current JVM arguments and the outcome you are trying to improve.
This inventory is a practical comparison aid, not a mandatory checklist prescribed by Oracle. Its purpose is to prevent attributing a change in workload or environment to a JVM setting.
2. Establish a representative baseline
Run the application with a workload that resembles the problem in production or in the target environment. Save the configuration and measurements before changing anything. Choose metrics that match the question: a service investigation may need throughput and response-time distributions, while a narrowly scoped operation may call for a microbenchmark. No single metric describes every performance problem.
For code-level JVM microbenchmarks, use the OpenJDK Java Microbenchmark Harness (JMH). Its documentation recommends a standalone Maven project that depends on the application JARs, which helps ensure benchmarks are initialized reliably. Running benchmarks inside an IDE is generally less reliable because the environment is less controlled. JMH also cautions that a harness does not remove the pitfalls of benchmarking.

A microbenchmark answers a narrower question than an application workload test. Use it to study a specific operation; do not treat it as proof that a change improves the whole service.

Use evidence from the running application to decide what to investigate. Java Flight Recorder (JFR) captures runtime events, and JDK Mission Control (JMC) provides views for analyzing recordings. Oracle describes JFR as a diagnostic and profiling tool integrated into the JVM; the JMC 9 User Guide explains how to work with its recording data.
Oracle’s Java SE 25 guidance recommends comparing a recording from a healthy period with one from a degraded period when possible. Differences can help identify changed behavior, including synchronization sites. CPU-load events can also help distinguish CPU consumed by the JVM from CPU consumed by other processes on the machine.

Match the evidence to the question
- CPU or code execution: inspect runtime profiling evidence for where execution time is spent and whether the JVM or other processes are consuming CPU.
- Garbage collection: examine collection behavior alongside the latency or throughput symptom instead of assuming the collector is at fault.
- I/O: look for file or socket activity that coincides with slow periods.
- Synchronization: investigate contention and compare its behavior between healthy and degraded periods.
These categories are investigative directions, not mutually exclusive explanations. An application can have more than one bottleneck.
Choose recording detail deliberately
JMC documentation describes a low-overhead default recording template and a profile template that gathers more information with additional impact. Fixed-duration recordings can enable more events than continuous default recordings. Start with the least intrusive recording that can answer the question, then measure its impact in the target application where practical. Oracle’s JMC 9 User Guide covers recording templates and their use.
Overhead depends on the application and recording settings. Oracle’s Java SE 17 Flight Recorder troubleshooting guide says the overhead of a standard fixed-time profiling recording using default settings is less than two percent for most applications; Oracle does not present that as a guaranteed ceiling. The same guide warns that heap statistics can add significant overhead because they trigger old garbage collections. Enable them only when a memory investigation calls for them, not casually during latency measurement.

Recording files may contain confidential command-line options and environment variables, according to Oracle’s Java SE 25 troubleshooting guidance. Handle recordings accordingly when saving or sharing them.

Connect each proposed change to the bottleneck indicated by your evidence. If you change the collector, heap sizing, application code, and container resources together, you will have difficulty determining which change affected the result. Change one relevant variable at a time when the goal is to learn what caused the difference.
Keep a short experiment record: the suspected bottleneck, the single change, the expected effect, and the metric you will compare. This is a practical way to apply JMH’s cautions about reliable benchmarking and Oracle’s advice to compare diagnostic recordings; it is not a universal rule specified by either source.

Treat garbage-collector advice as JDK-specific
Choose a collector and any tuning parameters against the application’s actual latency, throughput, and resource requirements, and consult the documentation for the JDK release in use. Oracle’s Java SE 27 garbage-collection introduction and HotSpot Virtual Machine Garbage Collection Tuning Guide identify G1 as the default collector for that release. The guide explains that collector selection and parameter tuning may be warranted for particular goals; it does not establish one collector or set of flags as best for every workload. Check the equivalent documentation for your own JDK distribution and version.
5. Rerun the workload and evaluate the result
Repeat the same representative workload with comparable conditions, then compare the pre-change and post-change measurements. Keep the workload, environment, metrics, and recording approach as consistent as practical. If the result is noisy or inconsistent, improve the experiment and collect more useful evidence rather than declaring a win from one favorable run.
Retain the JDK and application versions, workload description, changed variable, measurements, and any observed trade-offs with the decision. Rollout and rollback procedures depend on the service and deployment environment; they should be defined for that environment rather than assumed to follow one universal JVM tuning process.
Tools by the question they answer

Every tuning conclusion is scoped to the workload, JDK version, and machine or deployment conditions that produced it. A result in one setup is a reason to test further, not proof of a universal JVM setting.
