What YouTube is changing in Shorts recommendations
YouTube says it is updating its Shorts recommendation systems to prioritize original content and reduce the reach of other creators’ videos re-uploaded without meaningful additions. In the announcement, JJ of TeamYouTube said channels identified as primarily aggregating or re-uploading such videos without significant changes will likely see less distribution in the Shorts feed. That wording matters: YouTube describes a likely reduction in distribution for a category of channels, not a universal ban on reused clips or a guarantee about the reach of any individual Short. The announcement gives no percentage estimate or channel-specific forecast.
What counts as adding meaningful value?
YouTube advises creators who use another creator’s clips to add real value through original commentary, distinctive editing, or storytelling, and to bring their own voice or point of view. Minor technical changes or template-based edits made just to alter a video are not the kind of contribution the announcement recommends.

The useful test is whether viewers can tell that the new work contributes something meaningfully different, rather than simply presenting someone else’s material in a lightly altered form. Passing that test for monetization review still does not guarantee recommendation placement.
Recommendations and monetization are separate decisions
The October 2026 announcement concerns recommendation distribution. It does not announce a change to YouTube’s monetization rules. YouTube’s channel monetization policies apply to Shorts and long-form videos and assess a channel’s overall originality and authenticity. On July 15, 2025, YouTube renamed “repetitious content” as “inauthentic content” and clarified that repetitive or mass-produced content is covered; it said that update did not change the reused-content policy. Separately, YouTube says non-original Shorts—including unedited movie or TV clips, reuploads from YouTube or other platforms, and compilations with no original content added—are examples of views that are ineligible for revenue sharing calculations. Having permission to use a clip does not by itself mean a Short will pass YouTube’s reused-content monetization review. YouTube treats that review separately from copyright enforcement. Creators seeking to monetize also need rights to commercially use the video’s visual and audio elements. YouTube explains what content can be monetized.

In practical terms, check three issues independently: whether you have the necessary rights to use the footage and audio, whether your channel and Short satisfy monetization policies, and whether YouTube’s recommendation system distributes the Short. A positive answer on one does not determine the others.

How Shorts creators should respond
- Build around your own contribution. If you include someone else’s clip, add commentary, analysis, explanation, or a clear narrative that changes the experience for viewers.
- Make the contribution easy to recognize. A viewer should be able to identify what your perspective, editing, or storytelling adds beyond the source clip.
- Do not rely on cosmetic edits. Minor technical changes or template variations are not a substitute for meaningful original input.
- Review rights and monetization separately. Confirm commercial-use rights for visual and audio material, then assess reused-content eligibility; neither determines how much recommendation reach a Short will receive.
