Lucent was to hold 51% and DiCon 49%; the venture was to be based in Richmond, California. The companies described a plan—not a verified product launch or a confirmed account of what happened afterward.
What the joint venture planned to make
LD Fiberoptics was intended to develop a family of integrated, multifunctional passive-optical components for fiber amplifiers. The companies said the components would add system functions while lowering cost. The work grew out of a product-development agreement signed in September 1999, which focused on automating production of that component family. A fall 2000 market introduction was an announced target, not confirmation that products reached the market.
Passive components handle optical signals without generating power. In the broader telecom context described at the time, wavelength-division multiplexing (WDM), including dense WDM (DWDM), lets signals from multiple sources travel through one fiber on separate wavelengths. DiCon’s 2006 SEC filing later described product categories in its wider business, including WDMs, amplifier components, switches, attenuators, MEMS devices and modules. That filing provides context for DiCon’s product domain; it does not establish that LD Fiberoptics made each of those products.
How Lucent and DiCon divided the work

Why the companies said the partnership mattered
The announcement addressed a manufacturing challenge: demand for passive-optical components was growing, while efficient production remained difficult. Dan DiLeo, then president of the Optoelectronics division at Lucent’s Microelectronics Group, said: “The demand for passive-optical components continues to grow rapidly while the industry’s ability to efficiently manufacture these components has until now remained at a virtual standstill.” This was an executive’s characterization in the 2000 announcement, not an independently verified measure.
DiCon president Ho-Shang Lee described the intended technical combination this way: “The combination of DiCon’s high-quality, thin-film-coating technology and precision optics, and Lucent’s state-of-the-art packaging processes gives us a unique advantage in a highly competitive market.” That, too, was a company claim about the partnership’s expected advantage.

What is known about the venture’s later history
The cited contemporaneous coverage establishes the venture’s announced structure, purpose and plans. It does not establish whether LD Fiberoptics launched products on the targeted schedule, how long the venture operated, or whether it remains active. The announcement therefore supports a report of strategic intent, not a conclusion about the venture’s eventual success or present status.

EE Times reported industry estimates that put the passive-optical components market at $5 billion in 2000 and forecast it would exceed $21 billion over the following five years. Those numbers were estimates and a forecast reported at the time; they are historical context, not current market data or confirmation that the forecast came true.
