To improve data center energy efficiency, first measure facility and IT energy against the work the IT equipment performs. Then remove idle demand, improve airflow, tune cooling and electrical systems, and verify the effect with ongoing monitoring. The right sequence is site-specific: workload, climate, water availability, reliability needs and equipment limits all affect which changes make sense.

1. Establish a baseline that includes useful IT work

Measure facility energy and the energy drawn by IT equipment consistently, then pair those readings with workload or utilization data. A lower energy bill is not necessarily better efficiency if useful computing work also falls.

Power Usage Effectiveness (PUE) is total annual facility energy divided by annual energy drawn by IT equipment. It helps track infrastructure overhead, but does not show how much useful work the IT equipment delivers or capture the facility’s full environmental impact. The U.S. Department of Energy (DOE) and National Renewable Energy Laboratory (NREL) guide reports a PUE average of 1.6 and says some super-efficient facilities are below 1.1; it also cites a 1.55 figure from the Uptime Institute’s 2022 survey of large data centers. These are contextual figures from different populations, not universal targets.

Use additional measures where relevant: Energy Reuse Effectiveness (ERE) for recovered heat, Water Usage Effectiveness (WUE) for water use, and Carbon Usage Effectiveness (CUE) for the carbon impact of energy. Include a workload measure, such as utilization or operations per watt, so infrastructure efficiency is not mistaken for useful-work efficiency. DOE/FEMP and NREL recommend considering total cost of ownership and combining energy, water and carbon metrics in the 2024 Best Practices Guide for Energy-Efficient Data Center Design.

2. Find and retire idle or redundant equipment

Build an inventory of servers and the workloads they run. Before removing a machine, confirm its owner, dependencies, resilience role, data-retention obligations and security requirements. Retire equipment only when it is genuinely unnecessary; a server that appears idle may support recovery, testing or a service with infrequent demand.

ENERGY STAR’s energy-waste checklist reports survey findings that up to 30% of servers may not be doing useful work. That is a survey-based statement on the checklist, not a current rate that should be assumed for every facility.

3. Consolidate workloads and virtualize where appropriate

Virtualization can run multiple virtual servers on fewer physical hosts, reducing the number of machines that need power and cooling. Consolidation is not automatic savings: check that the remaining hosts have sufficient capacity and that performance, software licensing, security and failure-domain requirements remain satisfied.

4. Procure efficient IT equipment and use power management

When buying or refreshing servers, storage and networking equipment, compare performance per watt or useful work per unit of energy. Consider supported power-management features and ENERGY STAR-certified products where applicable. Purchase price or nameplate efficiency alone does not capture the energy used over the equipment’s operating life.

5. Fix airflow before adding cooling capacity

Make sure cooled supply air reaches equipment inlets and hot exhaust returns to cooling equipment instead of mixing with supply air. Arrange racks in hot-aisle/cold-aisle rows where the room design permits, and seal bypass paths with suitable diffusers or grommets. Use blanking panels to close empty rack spaces so cold air is less likely to pass through unused openings; ENERGY STAR includes airflow measures in its airflow and HVAC guidance.

Containment can further separate supply and exhaust streams if it fits the room and equipment layout. ENERGY STAR reports a DOE estimate of 20% to 25% lower fan energy when hot/cold aisle layout is combined with containment, and says containment can reduce energy expense by 5% to 10% in data centers with hot/cold aisle arrangements. These are conditional estimates reported on ENERGY STAR’s page, not guaranteed results for an individual facility.

6. Tune temperature, humidity and fan speeds safely

Avoid overcooling, but set operating conditions using measurements at IT equipment inlets, manufacturer limits and applicable ASHRAE thermal guidance. Review humidity alongside temperature where it affects equipment operation. Adjusting setpoints without checking actual inlet conditions can leave some equipment too warm even when room-average readings look acceptable.

There is no dependable universal energy-saving figure for each degree of temperature change. Server fan power, equipment limits, reliability margins and cooling-plant response all influence the outcome. ENERGY STAR’s checklist recommends avoiding unnecessary cooling; validate setpoint changes against facility data rather than applying a fixed savings formula.

7. Match cooling to load and assess economizers

Use sensors and control systems to align cooling capacity and airflow with observed IT loads rather than relying on static assumptions. Sensor placement matters: measurements should help identify conditions at equipment inlets, not just temperatures elsewhere in the room. ENERGY STAR describes sensor and control considerations in its guidance on sensors and controls.

Airside or waterside economizers can reduce compressor use when outdoor conditions allow, but they are not literally cost-free. Climate, humidity, filtration, water availability, operating hours and facility design determine whether an economizer is suitable and how often it can operate. Assess these factors together with maintenance, reliability and total operating cost.

8. Optimize mechanical and electrical support systems

Review fans, pumps, cooling plant, uninterruptible power supplies (UPS) and power distribution for operation at actual facility loads and within efficient ranges. Variable-speed fans and pumps can avoid running at full speed when demand is lower, while UPS and distribution systems should be matched to the load they serve. DOE’s 2024 guide includes these support systems in its efficiency recommendations; measure site performance after adjustments because the effect depends on system design and operating conditions.

9. Evaluate heat reuse and water-aware heat rejection

If a nearby heat user can accept the available temperature and supply profile, assess whether recovered data center heat can serve a useful purpose. If there is no viable heat demand, consider the energy and water implications of heat rejection options, including dry cooling where appropriate.

Compare energy, water, carbon, reliability and cost together. A lower PUE does not necessarily mean lower water use or lower overall environmental impact; ERE, WUE and CUE can help describe those trade-offs when they matter to the facility.

10. Commission, monitor and repeat

Install or use rack-inlet sensors and controls that reveal meaningful temperature and load conditions. Review alarms and trends, record changes, and compare results with the baseline after adjustments. Revisit commissioning as IT loads, equipment and weather change, rather than treating an efficiency project as a one-time exercise.

For AI and high-performance computing racks, assess thermal zoning and purpose-built liquid cooling with qualified design expertise. High rack density may exceed what room-air measures alone can handle. ASHRAE’s AI Data Center Energy Performance Framework addresses liquid cooling, monitoring, metrics and continuous commissioning for these environments.

How to choose what to do first

Use the measured baseline to prioritize changes with a facility-wide view rather than ranking them by PUE alone. Compare options against:

  • Expected change in facility energy and useful IT workload.
  • Water and carbon consequences.
  • Reliability requirements and thermal margin.
  • Capital and operating costs.
  • Climate, water availability, rack density and workload profile.
  • Implementation complexity and likely payback.

Start with opportunities that address unnecessary IT demand or obvious airflow and control problems, then verify their results before committing to larger cooling or infrastructure changes.
