Intelligent controls optimize data center cooling by using measurements—especially server-rack inlet temperatures and airflow—to match cooling output to actual conditions. They can coordinate cooling units, reduce unnecessary overcooling, and alert operators to risks. They work best alongside effective airflow management, equipment-specific operating limits, and continuous measurement; savings vary by facility and should not be assumed from another site’s case study.

How intelligent cooling controls work

A control system takes measurements, compares them with operating limits, and adjusts cooling equipment. Depending on the facility and integration, it may change cooling-unit output, fan speed, supply-air temperature, or airflow. Centralized controls can coordinate multiple units so they respond to the same room conditions rather than working at cross-purposes.

This matters because cooling equipment is often sized to handle peak heat loads, while actual demand varies over time and across the room. Measurements can help operators direct capacity where it is needed, avoid overcooling, and identify conditions that could threaten IT equipment. ENERGY STAR describes intelligent sensors and HVAC controls as a way to prevent both overcooling and undercooling (ENERGY STAR’s guidance on sensors and controls).

Measure conditions at the racks

Room-level readings alone can miss hot or cold spots at server intakes. For cooling decisions, measure the air where equipment draws it in, and consider airflow and return conditions as well. ENERGY STAR describes environmental instrumentation for temperature, power, utilization, inlet temperature, and airflow. Where feasible, it identifies rack-front bottom and top, and rack-rear top, as potential measurement points; the appropriate locations depend on room layout and rack configuration.

Sensor count, precision, placement, communications, and integration should suit the facility. ENERGY STAR discusses categories of environmental sensors and monitoring, not an endorsement of a particular retail model.

Improve airflow before relying on colder air

Cooling controls cannot compensate fully for poor air distribution. If cold supply air mixes with hot exhaust before reaching equipment, lowering the room setpoint can increase cooling demand without fixing the underlying path. Airflow management—such as separating hot and cold air streams, sealing gaps, and balancing supply and return flow—helps controls deliver cooling where it is needed.

A U.S. Department of Energy case study of the Thomas Jefferson National Accelerator Facility describes sealed hot aisles and an optimized supply-and-return airflow path as part of a broader data center project. The DOE’s 2021 Data Center Toolkit pilots likewise found that jointly optimizing cooling and airflow produced higher reported savings at those sites than optimizing either separately. That is a practical reason to treat airflow and controls as one system, not independent tuning exercises.

Set operating limits for the installed equipment

Raising supply or room temperatures may reduce cooling energy, but a single setpoint is not safe for every data center. ENERGY STAR cites 80.5°F as an ASHRAE maximum cold-aisle recommendation on its page and notes that safe temperatures depend on the server equipment being cooled. Treat that figure as source-specific guidance, not a universal target. Check the current applicable ASHRAE guidance and the environmental class and requirements of the installed IT equipment before changing limits.

Controls should keep measured conditions within the approved operating envelope and alert operators when readings approach limits. Temperature changes should be introduced in a controlled way, with alarms and equipment behavior observed as conditions change.

Choose a retrofit or a broader cooling upgrade

For an existing facility, an instrumentation-and-controls retrofit may be appropriate when the cooling architecture can serve the load but measurements, coordination, or airflow need improvement. A broader redesign may be warranted when rack density, growth plans, equipment compatibility, or facility constraints call for a different architecture. Compare the options against the actual site:

  • Current and projected rack density, including any high-density or AI workloads.
  • Compatibility with existing air-handling units (AHUs), computer-room air conditioners (CRACs), computer-room air handlers (CRAHs), and building controls.
  • Coverage of rack inlets, returns, and relevant airflow paths.
  • Reliability and redundancy requirements, including the consequences of a cooling-unit or sensor failure.
  • Energy and water constraints, capital needs, and installation disruption.
  • Whether facility energy, IT load, and environmental conditions can be measured before and after changes.

The available DOE and ASHRAE examples do not establish a universal controls price or payback period. Compare project proposals using a site baseline and stated scope rather than applying another facility’s savings or cost directly.

When high-density AI workloads change the decision

For high-density facilities, ASHRAE’s AI Data Center Energy Performance Framework addresses foundational air management and continuous monitoring as well as technology cooling systems, liquid cooling, modeling, and automated control sequences. What documented projects show—and what they do not

Published outcomes illustrate what particular projects achieved, not what another facility should expect. The DOE figures below come from separate demonstrations or projects with different baselines and scopes.

Commission changes and track more than temperature

Establish a baseline before changing settings, then make changes in a controlled sequence and watch both environmental conditions and facility performance. ASHRAE recommends measures including supply-air and water-temperature reset, fan-speed optimization, dynamic economizer enablement, modeling or a digital twin to test changes, calibration, and continuous commissioning. Those practices help operators assess whether a change is effective and still within operational limits.

  1. Record the baseline: Capture relevant rack inlet conditions, IT load, cooling-system operation, and facility energy over a period representative of normal operation.
  2. Check measurement quality: Confirm sensors are placed appropriately, calibrated, and integrated into the monitoring and alarm systems.
  3. Make a bounded change: Adjust a setpoint, fan strategy, airflow balance, or control sequence while respecting equipment limits and reliability requirements.
  4. Observe and compare: Review alarms, inlet conditions, cooling behavior, and energy results against the baseline; account for changes in IT load and operating conditions.
  5. Continue commissioning: Recheck performance as workloads, seasons, or equipment change instead of treating initial tuning as permanent.

Use a metric set appropriate to the facility. ASHRAE identifies PUE for energy, WUE and WUI for water, CUE for carbon, and utilization-related measures, and recommends near-real-time PUE tracking to observe the effects of operational changes. In the Jefferson Lab project, temperature sensors, electrical meters, and flow meters were installed to calculate PUE in real time. No single test period or savings protocol is established for every facility, so document the comparison method and operating conditions alongside results.
