To adjust mouse-wheel scrolling in Windows 11, open Settings > Bluetooth & devices > Mouse and use the controls under Scrolling. The similarly named Settings > Accessibility > Mouse page is for Mouse keys, not wheel scrolling.
Change mouse-wheel scrolling in Windows 11
- Open Settings with Windows key + I.
- Select Bluetooth & devices > Mouse. If you do not see the page, search Settings for Mouse settings.
- Under Scrolling, choose Multiple lines at a time or One screen at a time.
- If you chose multiple lines, adjust Lines to scroll at a time to change how far the page moves with each wheel movement.
- Turn on Scroll inactive windows when hovering over them if you want to scroll a window without selecting it first.
- Choose Down motion scrolls down or Down motion scrolls up to set how the wheel behaves.
What the scrolling options do
- Multiple lines at a time: Moves the page incrementally; use the lines control to set the amount per wheel movement.
- One screen at a time: Moves a larger distance, advancing by a screen rather than a selected number of lines.
- Scroll inactive windows when hovering over them: Lets you scroll a background window by placing the pointer over it, without making it the active window.
- Scrolling direction: Determines whether downward wheel motion moves the page down or up.
Why Accessibility settings are different
Windows 11 separates mouse-wheel behavior from its mouse accessibility controls. Settings > Accessibility > Mouse contains Mouse keys, which lets you move the pointer with the numeric keypad; it does not adjust wheel scrolling. To enable it, go to that page and switch on Mouse keys. Pointer size and appearance are under Settings > Accessibility > Mouse pointer and touch.
If the settings page looks different
Windows updates and device utilities can affect what a particular user sees, and Microsoft’s instructions do not identify a specific Windows 11 build for these controls. Search Settings for Mouse settings if the menu labels differ. Some mouse behavior may also be available in manufacturer software, but that depends on the device.
