Install System Center Virtual Machine Manager (VMM) by first matching the release to its supported Windows, SQL Server, and deployment components, then prepare the management server, database, service identity, library, and fabric. For VMM 2025, use a domain-joined Windows Server 2025 (or another listed supported operating system), a supported SQL Server release, the required Windows ADK and WinPE add-on, and an installation account with local administrator rights and SQL Server sysadmin permissions.
Before you install VMM
VMM is an enterprise control plane, not a single-server utility. Plan the management server, SQL Server database, administrative console, library share, virtualization hosts, networking and storage, and optional update or PXE servers as one deployment.
Confirm the exact VMM release
Microsoft publishes separate requirement sections for each System Center version. This guide focuses on VMM 2025. Check the requirement table for the media you actually have before installing because supported operating systems, SQL versions, prerequisites, defaults, and licensing behavior can change between releases.
VMM 2025 management-server requirements
- The management server must be a member of the domain.
- Keep the computer name to 15 characters or fewer.
- PowerShell 5.1 and .NET Framework 4.6 or later are required.
- Install the Windows Assessment and Deployment Kit (ADK) for Windows 11 and Windows Server 2025, including the Windows PE add-on, as applicable to the deployment.
- Microsoft permits a virtual management server. With dynamic memory, configure at least 4,096 MB of startup RAM.
- Do not install VMM on a server running the Hyper-V role. Microsoft states: “Don’t install on a server running Hyper-V.”
- A VMM server can be deployed in a highly available cluster when the environment is designed for it.
Database and fabric dependencies
For VMM 2025, the supported SQL Server versions listed by Microsoft are SQL Server 2019, 2022, and 2025. Decide whether SQL Server will be local or remote, and ensure the selected instance is reachable from the management server. Review support for every managed role, including Hyper-V, Scale-Out File Server, VMware, storage, networking, update, and PXE infrastructure.

SQL Server command-line utilities are needed when you deploy services that use SQL Server data-tier applications; they are not required simply to install VMM.
Choose the deployment design
Standalone or highly available management server
Use a standalone server when the availability requirements and operational model permit it. Use a clustered, highly available VMM deployment when management-plane failover is required and the cluster, database, identity, and networking design are ready. Local System cannot be used as the VMM service identity for a highly available deployment.

Local or remote SQL Server
A local database simplifies the topology but couples VMM and SQL Server maintenance. A remote, supported SQL Server can centralize database operations and provide a separate failure and capacity boundary. In either design, the setup account needs the SQL Server sysadmin role on the instance during installation.
Physical or virtual management server
Microsoft allows VMM to run in a VM, subject to the startup-memory requirement above. A physical server may be appropriate when you want a dedicated management host, but neither option is universally sufficient: hardware, network design, topology, and managed-fabric scale affect results.

Select the VMM service identity before setup
Microsoft documents Local System, a domain user, and a group Managed Service Account (gMSA) as applicable choices. Make this decision during design because the VMM service-account identity cannot be changed after installation.
Local System
Local System is simple for a standalone deployment but is unavailable for highly available VMM.

Domain user
A dedicated domain account can make permissions and auditing explicit. Follow your organization’s password, delegation, and service-account policies and grant only the rights required by the deployment.
gMSA
For a gMSA, provide log-on-as-a-service and replace-a-process-level-token permissions as required by the VMM installation guidance. The relevant servers must be allowed to retrieve the managed password. VMM configures the required service principal name (SPN).

Microsoft’s 2024 tested recommended maximums for VMM 2025 are shown below. They are not guarantees for every environment; hardware configuration, network, topology, and other factors affect achievable scale.

Install the VMM management server
- Prepare the host. Apply the release-appropriate Windows updates and prerequisites, join the server to the domain, verify DNS and connectivity to SQL Server and planned fabric endpoints, and restart until no pending reboot remains.
- Prepare permissions. Sign in with an account that is a local administrator on the VMM server. Grant that installation account the SQL Server
sysadminrole on the instance that will host the VMM database. Ensure the chosen VMM service account meets the documented administrator and service-right requirements. - Start setup elevated. Close open applications, mount the VMM installation media, right-click
setup.exe, choose Run as administrator, select Install, and choose the VMM management server feature. The VMM console is installed with the management-server feature. - Complete registration and licensing. Enter the product key when prompted. Microsoft’s general installation workflow says that omitting a key installs an evaluation copy that expires 180 days after installation; verify the terms for your release and procurement channel.
- Resolve prerequisite checks. Let setup run its checks. Stop and correct missing ADK or WinPE components, unsupported operating-system or SQL combinations, permissions, connectivity, or pending-restart conditions before continuing.
- Configure the database and service. Select the SQL Server instance and database name, configure the VMM service identity, choose distributed key management options where applicable, and confirm the communication ports.
- Configure the library. Choose the VMM library share. The documented default is
MSSCVMMLibraryunder%SYSTEMDRIVE%ProgramDataVirtual Machine Manager Library Files. Ensure the share and NTFS permissions fit your operational and backup design. - Review and install. Check the summary carefully, start the installation, and open the locally installed VMM console when setup finishes.
- Retain logs. Keep the setup records while validating the deployment. Microsoft identifies
%SYSTEMDRIVE%ProgramDataVMMLogsas the location for console-installation logs.
The commonly cited management-server installation article is scoped in its URL to VMM 2022, while current requirements also cover VMM 2025. Treat its workflow as general guidance, use VMM 2025 media, and follow any release-specific instructions included with that media.
Install and connect a remote VMM console
- Use installation media for the same System Center version as the VMM management server. A machine supports only one VMM console version.
- Sign in with local administrator rights, start
setup.exeas administrator, choose Install, and select the VMM console feature. - Set the communication port to the value configured on the management server. The documented default is port
8100; do not assign port5986, which is preassigned. - Open the console and connect with the VMM server name and port, for example
vmmserver01:8100.
If the connection fails, verify DNS resolution, firewall rules, the server name, the configured port, credentials, and that the console’s System Center version exactly matches the server.
Validate the new installation
- Open the console locally and confirm that the management server reports healthy status.
- Verify the VMM database connection and that the VMM service runs under the intended identity.
- Confirm that the library share is reachable and that a test library resource can be synchronized or used as appropriate.
- Add a small, representative host or fabric endpoint first and check jobs, agent status, networking, and storage visibility before onboarding the full environment.
- Record the selected service identity, SQL instance, database name, ports, library path, and recovery procedures.
