SPDX and CycloneDX are both established, machine-readable standards for software bills of materials (SBOMs). Neither is universally better. Choose the format and exact version your customer, regulator, repository, or ingestion tool accepts; then verify that your generators populate the required fields and that downstream systems can validate the selected serialization.

A format name alone is incomplete. Always record the standard, version and serialization together—for example, an SPDX 2.3 document is not the same implementation target as SPDX 3.0, and a CycloneDX JSON document is not interchangeable with every CycloneDX XML schema revision.
What SPDX provides
SPDX is an international open standard for describing software-component systems. The official specifications catalog lists SPDX 3.0 as current and identifies 2.3 and earlier releases as prior versions. SPDX also covers references related to AI, data and security, so a project can use it for more than a narrow package list.
Why the version matters
Guidance written for SPDX 2.3 should not be applied automatically to SPDX 3.0. The field names, structures and validation rules relevant to your exchange must come from the version your recipient requests. The NTIA mapping discussed below is specifically an SPDX 2.3 Annex K mapping.

What CycloneDX provides
CycloneDX is an OWASP BOM standard designed as a modular, extensible framework. Its documentation lists XML, JSON and Protocol Buffers serializations, allowing teams to select a representation supported by both the producing and consuming tools.
Version and serialization are separate choices
Confirm both the CycloneDX version and the serialization. The cited XML reference is for CycloneDX 1.7 and identifies schema version 1.7.2; another tool may require a different revision. A file named bom.json indicates a serialization convention, not a complete statement of the schema version or profile.

Do they meet NTIA SBOM minimum elements?
The NTIA report, published in 2021, defines a minimum-element baseline useful for checking whether an SBOM contains core information. It is not, by itself, a current procurement rule for every country, industry or agency.
SPDX 2.3’s concrete mapping
SPDX 2.3 Annex K maps the NTIA minimum elements to SPDX fields, including supplier, component name, version, checksum, identifier, relationship and creation timestamp. This demonstrates that the fields can be represented in SPDX 2.3; it does not prove that a particular generator populated them accurately or that an SPDX 3.0 implementation has the same mapping without consulting its documentation.

What compliance checking must still verify
- The requested standard version and profile.
- Presence of each required element in the generated document.
- Correct values, identifiers, relationships, timestamps and checksums—not merely non-empty fields.
- Successful schema and policy validation.
- Whether the receiving system can ingest the chosen serialization.
Both SPDX and CycloneDX appear in NTIA SBOM materials. Therefore, “supports NTIA” is not a sufficient selection criterion; the implementation and acceptance pipeline determine whether an exchange works.
How to choose between SPDX and CycloneDX
1. Start with the recipient’s contract
Ask the customer, regulator, marketplace, internal platform or vulnerability service which format, version and serialization it accepts. A required version takes priority over a general preference for either standard.

2. Define the information you must exchange
List the required component identity, supplier, version, checksums, relationships, timestamps, licensing data, security references and any AI or data references. Select the applicable profile or policy, then confirm that your chosen version represents those items.
3. Check both ends of the toolchain
Test the actual generator, validator, storage system and consumer together. A standard can support a field while a specific tool omits it, serializes it differently or rejects documents produced by another version.

4. Validate real output
Inspect generated SBOMs for missing or inaccurate values, validate against the relevant schema, and run the receiving platform’s import process. Keep representative documents in CI so upgrades do not silently change fields, identifiers or relationships.
5. Document the exchange contract
Record the standard, version, serialization, profile, required fields, validation method and ownership for fixing rejected documents. This prevents a later team from treating “SPDX” or “CycloneDX” as an unqualified compatibility promise.

- Comparing names instead of versions: SPDX 2.3 evidence cannot automatically be generalized to SPDX 3.0, and CycloneDX behavior depends on its version and serialization.
- Assuming available fields are populated: a generator may support a field but emit no value, an incorrect value or an incomplete relationship.
- Ignoring serialization support: a consumer that accepts CycloneDX JSON may not accept CycloneDX XML or Protocol Buffers, and vice versa.
- Treating NTIA’s baseline as universal law: the 2021 NTIA report is a baseline, not a statement of every current regional or sector-specific requirement.
- Declaring a universal winner: the appropriate choice depends on the receiving contract, use case, tooling quality and validation path.
Practical decision rule
Use the format your receiving ecosystem explicitly supports. If multiple choices are accepted, compare the exact versions and serializations against your required data, then select the one your production tools generate accurately and your consumers validate reliably. Reassess when a recipient changes its accepted version or when your SBOM scope expands to new data types or security references.
