Yes—ChatGPT has a genuine Free plan. Currently, Free users can chat with OpenAI’s GPT-5.6 Luna, search the web, upload files and images, analyze data, create images, use existing GPTs, and store up to 500 MB in Library. Everyday text chats are unlimited subject to abuse-prevention safeguards, but tools such as file uploads, image generation, data analysis, Voice, and some GPT/model access have separate limits that can change.
What is included with ChatGPT Free?
The Free plan is available on the ChatGPT website and in the iOS and Android apps. Its current feature set includes:

How many messages can Free users send?
OpenAI describes everyday text chats on Free as unlimited, provided use follows its abuse-prevention safeguards. That does not mean every capability is unlimited. GPT/model access and individual tools use separate rate limits.

There is no dependable universal number of Free messages to quote. OpenAI says limits vary by plan and model and may change. When a limit applies, ChatGPT normally displays the affected capability and the time it will become available again.
What happens when you reach a Free limit?
Text or model limit
If you reach the current Free-tier model limit, access to that GPT pauses until the reset time shown in ChatGPT. You can continue when the allowance resets, subject to the then-current rules.

Tool limit
File uploads, image generation, Voice, data analysis, and other tools have their own usage buckets. Reaching one pauses that tool rather than necessarily stopping ordinary text chat. You must wait until that specific allowance resets before using it again.
Upgrading
OpenAI states that Free-tier usage rates reset when you update the account to a Plus, Pro, or Business plan. An upgrade does not turn every feature into an unlimited service; paid plans have their own plan- and model-specific limits.

Can Free users upload files, analyze data, and create images?
Yes. The Free feature set currently includes file uploads, image uploads, data analysis, and image creation. Each is governed by a separate, changeable allowance, so a user may be able to chat normally while temporarily unable to upload another file or generate another image. Check the in-product notice for the applicable reset rather than relying on a fixed quota published elsewhere.
Can Free users use GPTs?
Free users can discover and use existing GPTs. However, OpenAI says new GPT creation and publishing are not available on personal accounts, including Free, Go, Plus, and Pro.
Who can create a GPT?
GPT creation remains available in Business, Enterprise, and Edu workspaces when the workspace enables it and the user has permission. Editing an existing GPT depends on the account plan and permissions. A Free personal account therefore cannot build and publish its own GPT, even though it can use GPTs made available to it.
Is ChatGPT Voice free?
Voice works on the web and in the iOS and Android apps. Free accounts have limited access to GPT-Live-1 mini, and OpenAI warns that the limits may change. A browser or mobile app may request microphone permission before a conversation starts.

Voice uses a separate allowance from text chat. Live usage in Chat mode is measured over a rolling 24-hour period; ChatGPT notifies you when you reach the current limit. Reaching the Voice allowance does not necessarily consume or suspend your ordinary text-chat access.
How are Voice recordings handled?
Audio clips from Live and Advanced Voice conversations are stored with the transcript for 30 days. OpenAI says those clips are not used to train models unless you choose to share audio or video or enable the relevant account settings. How transcripts may be used depends on your plan and settings.

Privacy controls available on the Free plan
Temporary Chat
Temporary Chat does not appear in history, does not use or create memories, and is not used to train models. Use it when you want a conversation kept outside your normal chat history and memory.
Exporting or deleting your data
To export account data, open Settings → Data Controls → Export. You can delete the account from Settings or through OpenAI’s Privacy Portal.
Voice-specific retention
Live and Advanced Voice audio clips are retained with their transcript for 30 days. Training use depends on whether you share audio/video or enable the applicable account settings; transcript handling also depends on plan and settings.
