Find an obsolete IC through the most controlled source still available, then match the inspection and qualification effort to the part’s authenticity risk and system consequences. Start with the original manufacturer and authorized supply channels; use approved non-franchised sources only when permitted and only with documented traceability, testing, quarantine and reporting controls. In parallel, decide whether inventory, an authorized continuation, a qualified alternative or a redesign best protects the equipment’s remaining service life.
What “obsolete” means—and what it does not
Under the U.S. Department of Defense definition in DFARS 252.246-7007, an obsolete electronic part is one that is no longer available from the original manufacturer or an authorized aftermarket manufacturer. That is narrower than saying a part is difficult to buy.
- Not recommended for new designs (NRND): the manufacturer may still produce and support the device.
- Last-time-buy notice: orders may still be accepted until a stated deadline, followed by a final shipment date.
- Temporary shortage: supply is constrained but the part is not necessarily discontinued.
- Authorized stock: inventory may remain available through the manufacturer or its authorized distributors even after production stops.
DFARS 252.246-7007 and 246.870-2 are U.S. defense-acquisition requirements whose legal applicability depends on the contract and contractor scope. Commercial and non-defense organizations can use the controls as a risk-management model, but should not treat the clause as a universal mandate.
Why obsolete-component sourcing is difficult
Authenticity becomes harder to establish
When normal distribution ends, parts may pass through brokers, surplus inventories, reclaimed assemblies or unauthorized re-marketers. A device can have the correct package and markings yet contain a different die, be refurbished, have altered date codes or have been stored outside its limits. A microscope or other visual check can identify suspicious features, but it cannot prove authenticity. NASA’s SD-22 guidance states that no single test method detects every counterfeiting method.

Technical similarity is not equivalence
A part with the same package and pinout may differ in electrical limits, timing, thermal behavior, firmware, process corner, environmental qualification or lifetime. Substitution therefore requires engineering review and whatever qualification, regulatory approval or customer acceptance the application demands.
The business decision spans the whole lifecycle
Buying a large final lot may preserve the existing design but consume working capital and create storage, shelf-life and demand-forecast risks. A redesign can remove dependence on one device but require certification, tooling, software changes and service requalification. The right answer depends on the part, the equipment’s criticality and the remaining service horizon.
Build component obsolescence management into the BOM
Use a controlled bill of materials rather than a static parts list. For every manufacturer part number, record the approved sources, lifecycle status, change and discontinuance notices, package and revision information, storage requirements, and the design or safety functions it serves.

Assign ownership and triggers
Give a named lifecycle or engineering owner responsibility for reviewing product-change and discontinuance notices. Define triggers such as a manufacturer NRND notice, a last-time-buy date, an unexpected allocation or the loss of an approved source. The owner should document the exposure, forecast demand through the planned service period and start a resolution before final-order or final-shipment deadlines.
Design for options where practical
- Identify sole-sourced and unusually long-lead devices during design review.
- Reserve board area, programmable logic or interface flexibility when a credible alternate can be qualified.
- Specify approved alternates only after confirming that their electrical, mechanical, thermal, software and environmental characteristics meet the application.
- Keep qualification evidence, revision control and customer approvals with the product record.
IEC 62402:2019 provides a cross-technology framework covering policy, organizational responsibility, an obsolescence-management plan, design strategies, resolution selection and implementation, and performance improvement throughout an item’s lifecycle. NASA SD-22 is a government guide for diminishing manufacturing sources and material shortages (DMSMS) implementation.
Use a sourcing hierarchy before considering brokers
For a covered DoD procurement, DFARS prioritizes sources in this order:

- Parts supplied by the original manufacturer.
- Parts from the original manufacturer’s authorized suppliers.
- Suppliers that obtain parts exclusively from the original manufacturer or its authorized suppliers.
- When those channels cannot supply an obsolete part, a contractor-approved supplier operating under the applicable counterfeit-prevention controls.
When the final category is used under the clause, the contractor assumes responsibility for establishing authenticity. The contract, current clause text and any listed exceptions control the precise obligations.
For aerospace, defense and other high-performance sectors, IEC 62668-2:2019 addresses non-franchised-source components as a derogation to use when reasonable or practical alternatives are unavailable. Outside those sectors, the same hierarchy is a useful control principle, not automatically a legal requirement.

1. Confirm the exact requirement
- Capture the complete manufacturer part number, suffix, package, temperature grade, die or revision identifier and any approved substitutions.
- Confirm required quantity, build schedule, service horizon and acceptable date-code or storage limits.
- Classify the part’s function and failure consequence: safety, mission, security, high-reliability and ordinary commercial roles need different controls.
2. Exhaust controlled channels
Ask the original manufacturer and authorized distributors for production status, remaining stock, last-time-buy terms, date-code information and any authorized aftermarket or licensed-continuation program. Obtain written evidence of source and part-number coverage rather than relying on a marketplace listing.

3. Qualify any non-franchised supplier
Evaluate the supplier’s quality system, ownership and facility history, purchasing channels, traceability records, handling and storage controls, certificate practices, nonconformance process and willingness to support independent testing. A low price or a claimed “factory surplus” status is not evidence of authenticity.
4. Define inspection and testing before purchase
Choose controls using the source history, likelihood of counterfeiting, the selected test’s ability to detect the suspected manipulation and the consequence of failure. Possible controls include documentation review, packaging and label examination, dimensional and marking inspection, electrical testing, materials or construction analysis and destructive analysis where justified. NASA SD-22 lists visual inspection as one method among several and cautions that it cannot detect every counterfeit condition.
5. Quarantine and disposition suspect parts
Keep suspect devices physically and electronically segregated. Do not return them to the seller or otherwise release them into the supply chain until authenticity is determined. For covered DoD purchases, report to the contracting officer and the Government-Industry Data Exchange Program (GIDEP) when the clause’s specified suspicion condition is met. Record lot identity, test results, decisions and disposition.

Compare the available resolution paths

NASA guidance treats resolution analysis and qualification or testing costs as decision inputs. IEC 62402 formalizes selecting and implementing a resolution; neither standard dictates one universal answer.
When an authorized continuation is worth pursuing
Some manufacturers or licensed specialists continue selected end-of-life devices under an authorization or licensed-manufacturing arrangement. Rochester Electronics describes authorized distribution of active and end-of-life semiconductors, licensed manufacturing for selected devices no longer produced by the original manufacturer, and lifecycle support for selected families. Its TLS360 projections and coverage are company assessments, not independent guarantees of availability.
For any such offer, verify the exact manufacturer part number and suffix, authorization scope, manufacturing site, qualification evidence, change-control process, traceability, minimum order, current stock and delivery commitment. Treat a service page as a starting point for due diligence, not as proof that every listed device is available or suitable.
Standards and controls to keep current
- DFARS 252.246-7007 and 246.870-2: U.S. defense-acquisition requirements concerning counterfeit electronic parts and obsolete-part controls; check the live clause and contract.
- IEC 62402:2019: lifecycle obsolescence-management framework applicable across technologies.
- IEC 62668-2:2019: controls for non-franchised-source components in avionics, defense and high-performance applications when practical authorized alternatives are absent.
- SAE AS6496A: revised in December 2024 for counterfeit EEE parts in authorized distribution. A DLA ASSIST record showed Active status, an adoption date of 28 March 2017 and a next review due 26 March 2027 when accessed; verify the current revision and applicability before making it a requirement.
A practical decision checklist
- Is the part truly obsolete, or merely NRND, constrained or available as authorized stock?
- What service life, build quantity and failure consequence must the supply plan cover?
- Which original-manufacturer, authorized-distributor or licensed-continuation options remain?
- If those fail, is a non-franchised source permitted for this contract and industry?
- Has the supplier’s chain of custody and quality system been assessed?
- What inspection and test combination can detect the credible counterfeit modes?
- What is the quarantine, reporting and disposition process for a suspect lot?
- Would inventory, an alternate, a redesign or an end-of-life decision produce the lowest total lifecycle risk and cost?
The bottom line for obsolete semiconductor sourcing
Obsolescence is a lifecycle-management problem, not just a purchasing emergency. Maintain a monitored BOM, act before final-order deadlines, prefer authorized provenance, and scale supplier qualification and testing to the part’s risk and the consequences of failure. Choose inventory, continuation, substitution or redesign only after comparing authenticity evidence, technical qualification, remaining supply horizon, schedule and total lifecycle economics for the specific device.
