First, the league’s opponent formula determines which teams play each other. Then schedule-makers assign those games to dates and broadcast windows, using optimization software to explore workable options and people to judge the trade-offs. The task is difficult because a schedule must fit stadium availability, travel and international logistics, competitive concerns, and broadcast needs at the same time. The process is a human-guided search for a schedule that works—not a computer choosing one provably perfect answer.
How is the NFL schedule made?
The opponent formula sets the games
The league decides each team’s opponents before it assigns dates. Under the current formula, each team’s 17 regular-season games are made up of:

The formula defines the matchup list; it does not determine when those games happen. That distinction matters: the scheduling challenge is not to invent the season’s opponents, but to fit an established set of games into a calendar.
The calendar places those games into weeks and windows
The NFL’s current regular season has 32 teams and 272 games across 18 weeks. Each team plays 17 games and has one bye week, according to NFL Football Operations. Schedule-makers decide the week, day, and broadcast window for each matchup while coordinating the calendar around the league’s operational and audience needs.

Why is it so hard to make the NFL schedule?
A candidate schedule must first be feasible: it has to assign every game and respect the calendar, venue, and other operating conditions. Among schedules that work, the league still has to weigh preferences that can conflict. A desirable television slot may be inconvenient for a stadium, while a travel-friendly sequence may not match a broadcaster’s preferred lineup. The NFL has not published a single formula showing how it ranks all those competing goals.

Venue conflicts are more than dates on a calendar
A stadium may be unavailable because another event is scheduled, but a conflict can also involve the playing surface, traffic, or the practical work of preparing and operating the venue. These issues can rule out otherwise attractive dates. NFL Football Operations says the league gathers information from clubs about potential conflicts starting in January.

Broadcast partners want many of the same games
National windows are limited, and several matchups may be appealing to more than one partner. An Associated Press report in 2025 described all games as available for network bidding under the broadcast deals in place at that time. NBC Sports president Rick Cordella summed up the competing demands this way: “I have five kids at home and you never satisfy them all. Just try and do your best, so I think it’s a little bit of that.” He was referring to the difficulty of meeting broadcasters’ differing preferences—not to a fixed ranking the league publishes for assigning games.
Travel planning becomes more complex for international games
The NFL says international games are planned early, with schedule-makers examining the surrounding three-week window. They consider where a team plays the week before the trip and whether a bye could follow it, among other travel factors. The league’s plan for the 2026 season includes nine regular-season games outside the United States, including the first NFL regular-season games in Melbourne, Paris, and Rio de Janeiro. Those plans increase the importance of handling travel sequences early, rather than treating an international game as an isolated date.

What does optimization software do?
Optimization software helps search a large space of possible schedules. It can generate candidate calendars and assess whether they satisfy constraints, but it does not remove the judgment involved in choosing among workable alternatives. NFL Football Operations says thousands of cloud-based computers produce thousands of possible schedules for schedule-makers to review.
Solver vendor Gurobi says the NFL began using its optimization solver in 2013 and that planners can generate and analyze more than 50,000 feasible schedules. That figure is Gurobi’s account; the vendor page does not state a publication year or provide an independent audit of the count. It should not be treated as a league-published total or as a measure of how many schedules the NFL currently considers.

Feasible does not mean equally desirable
Software can help identify schedules that satisfy specified conditions. It cannot make every preference compatible: a broadcaster’s ideal slot, a team’s preferred travel sequence, and a stadium’s available date may point in different directions. Schedule-makers must decide how to weigh those interests and operational realities when multiple candidates remain workable.
A 2004 paper by Bistra Dilkina and John Havens describes an early NFL scheduling prototype as a “mixed-initiative constraint optimization problem.” In that historical account, games were already known and the software searched for ways to place them into broadcast slots while a human scheduler could adjust constraints and preferences. The paper describes a 32-team, 256-game season over 17 weeks, not today’s 272-game, 18-week format. It explains an approach to the problem, but does not establish that the same software is used now.

Historical candidate counts are not current counts
An undated NFL.com article describes an earlier process that narrowed 500,000 complete or incomplete mock schedules through groups of 500, 100, and 12. That is a historical example, not a current candidate count or evidence of today’s filtering rules. The figures also describe a different stage of schedule generation from Gurobi’s vendor-reported figure, so they should not be compared as though they were produced under the same method.

The NFL’s published 2026 flex procedures allow certain late-season games to move to different television windows. The rules vary by broadcast package:

Flexing gives the league a limited way to adjust some television matchups after the initial schedule is published. These windows describe the 2026 procedures; later seasons may use different rules.
