Read a PSU voltage at its output connector, identify the rail from the power supply’s label and the correct pinout, then compare the result with the specification that applies to that PSU. A voltage reading is a useful check—not a complete diagnosis: one reading cannot establish how a supply behaves under every load or rule out other electrical faults.
What PSU voltage readings mean
A desktop power supply converts AC mains power into low-voltage DC outputs called rails. Common labels include +12 V, +5 V, +3.3 V, −12 V and +5 VSB, but the rails exposed to a particular connector depend on the PSU design and system. Read the unit’s output label and consult the PSU or system manufacturer’s documentation before choosing a connector or pinout.
Do not assume every PC uses the same power architecture. Traditional desktop ATX and ATX12VO are distinct designs; an ATX12VO unit uses a 12 V-only design, with the system handling conversion to other voltages. Follow the documentation for the actual unit rather than applying a familiar connector diagram by default.
Reference voltage ranges for Intel ATX 3.0 version 2.01
The following are the DC regulation limits in Intel’s ATX 3.0 version 2.01 guide, dated February 1, 2023. They are a version-specific reference, not universal limits for every PSU or standard. Intel’s guide page indicates that a newer version is available, so check the specification applicable to your unit.

Intel specifies these ranges at the load end of output connectors under defined line, load and environmental conditions. A casual measurement captures the voltage in one situation; it does not prove the PSU meets the specification in all operating conditions. The guide’s expanded −7% allowance on +12 V is associated with its power-excursion requirements.
How to check a PSU output with a multimeter
A digital multimeter set to DC voltage can measure an individual output at a connector. Keep the check on the low-voltage DC output side. Never open the PSU enclosure or probe its AC input internals; the unit carries hazardous voltages even when disconnected.

- Identify the unit and rail. Read the PSU output label and the manufacturer’s documentation to determine which output and connector you intend to check.
- Find the correct connector pinout. Use a reliable pinout for that specific PSU or system design. Do not rely on a diagram for a different architecture, and never use a generic modular cable across PSU models.
- Set up the meter. Select DC voltage mode and an appropriate range if the meter is not auto-ranging. Follow the meter’s instructions for its leads and probes.
- Measure only if you can do so safely. Contact the correct output and reference pins without allowing a probe tip to slip between adjacent contacts. A slip can cause a short. Do not bridge pins to start a PSU.
- Compare like with like. Record the rail, measured value and conditions, then compare it with the specification for that PSU—not automatically with the Intel table above.
If you are not comfortable probing a live connector, use a purpose-built external ATX PSU tester for a basic connector check or get help from a qualified repair professional. Do not open the unit to reach test points.
Choose a check that matches the question

What a reading can—and cannot—tell you
An out-of-range connector reading is a reason to investigate, but a single result does not by itself identify the cause or prove that the PSU is failing. Check that you used the correct pinout, rail and applicable specification, and consider the conditions in which the measurement was taken.

Likewise, an in-range reading at idle does not rule out ripple, transient, load-dependent, thermal or intermittent problems. The Intel regulation table does not diagnose those conditions. If a PC has shutdowns, instability or other symptoms despite an apparently normal reading, a basic voltage check is not enough to clear the PSU or establish that it is the source of the problem.
What PWR_OK indicates
Intel describes PWR_OK as a “power good” signal. In its guide, the signal is asserted when +12 V, +5 V and +3.3 V are within their regulation thresholds and sufficient mains energy is stored to support continued in-spec operation over the specified interval. It is a status indication, not a direct readout of every rail or a replacement for measuring an output.

Respect the PSU enclosure boundary
Connector-level checks do not require opening the power supply. Intel’s ATX12VO guide version 2.11 carries the warning: “Do not remove this cover. Trained service personnel only. No user serviceable components inside.” Leave enclosure repair and internal measurements to trained professionals.
